Introduction Kimley-Horn and Associates, Inc. has been retained by Gradison Design Build to provide civil engineering services for the proposed single-family residential subdivision development of this property to be known as the “Asherwood South” subdivision. The overall project site contains approximately 14 acres of land. This fully developed site will drain through storm sewers into an existing onsite wet detention pond that will detain the stormwater for this site to meet allowable release rates. The storm outlet for this site is the existing Deerfield Regulated Drain which runs through the site, just south of the existing pond. The overall project will consists of road, utility infrastructure and mass grading construction for the development of this subdivision. 3.0. Existing Conditions FEMA According to FEMA Flood Insurance Rate Maps 18057C0216G November 19, 2014, provided in Appendix A, no portion of this site resides within a Zone A Floodplain. Soil Characteristics Per the United States Geological Survey’s (USGS) Natural Resources Conservation Service (NRCS) Web Soil Survey, the site soils and percentages are shown in Appendix A for the NRCS Web Soil Survey information. Existing Site Conditions This project site consists of a golf course with light wooded areas and a large existing pond. There is also an existing building which currently serves as a clubhouse and maintenance garage. The site mostly drains either to the east, to the existing roadside swale on Ditch Road, or to the existing pond. There are some other smaller portions of the site draining west or south, ultimately entering the Deerfield Regulated Drain. There is an existing 36-inch RCP that enters the site from the west, carrying runoff from the Deerfield neighborhood, ultimately draining to the existing pond. There are also a couple existing storm runs on the site which convey runoff from the site to the pond. Page 4 of 59 10/17/2023 Asherwood South Page 4 Kimley-Horn Project 170218003 depressional storage calculation was more stringent and this site will be held to these outflows as shown in Appendix B. 4.0. Proposed Conditions The proposed site will drain via sheet and shallow concentrated flow to the inlets provided within the proposed sewer on site. The proposed development utilizes storm pipes to convey the runoff from the future lots to the existing wet detention pond located centrally within the site. The proposed detention design for storm runoff has been designed in order to meet the intent of the City of Carmel Stormwater Technical Standards Manual and the Hamilton County Surveyor’s Office Allowable Release Rates. Refer to Appendix C for Proposed Conditions Drainage Map. The existing wet detention ponds has the capacity to detain the entire 14-acre developed project site. The pond will detain both the onsite and offsite storm runoff with a controlled outlet structure to meet required release rates. For the purposes of this drainage report, it was assumed that the existing 36-inch pipe will be flowing full of water in the 100-year storm event. This provides a conservative scenario that will ensure that we are accounting for the appropriate amount of inflow to the pond. It is likely that this assumption will change, and the amount of incoming offsite runoff will decrease as we learn more information about the existing Deerfield neighborhood. The proposed weir will provide a way to bypass the assumed offsite flow coming from the Deerfield neighborhood. ICPR Storm Modeling was used to determine that the proposed release rates for the site will meet the allowable release rates defined by the Hamilton County Surveyor’s Office. A water quality unit will also be used for pipe run ending at structure 610. An outlet control structure is proposed to slow initial rain events first flush and allow pollutants and sediment to settle out in the pond before leaving the site. The existing pond working in combination with snout BMPs on curb inlets and outlet control structure will provide adequate water quality treatment for this site.
