1.0 REPORT OVERVIEW
This report addresses the storm water requirements for the proposed Higher Ground Education
Center project located at 690 Pro-Med Lane. The overall project area is ±1.28 acres. The project
consists of the construction of a new playground area and associated site improvements
(stormwater network and minimal hardscape improvements).
The playground will extend into the existing lawn south of the building and replace the existing
concrete pavilion. The playground area will sheet flow to proposed inlets that will tie into the
existing stormwater network. The stormwater network ultimately drains to Cool Creek. The
calculations computed in this report consider the 1.28 acres draining to the stormwater network;
however, the total disturbed area will total 0.12 acres with the existing building and parking lot
remaining in place.
2.0 PROJECT BACKGROUND
2.1 EXISTING CONDITIONS
The project site is the lawn located south of the existing daycare building in Carmel, IN, located
south of N Meridian St. The lawn and existing pavilion sheet flow to inlets located throughout the
site. The existing stormwater system then routes south-east towards Little Cool Creek.
Site Drainage will ultimately drain to Cool Creek. An existing 15” HDPE Pipe collects the runoff
from the site and routes south-east. The existing drainage map Figure C-1 in Appendix C
highlights the pre-developed drainage patterns. The project area of interest delineates a 1.28- acre
area of existing lawn, building, and hardscape.
2.1.1 FEMA Map
The project site is located within FEMA Community Panel #18057C0207G (dated 11/19/2014),
which indicates the Higher Ground Education Center Site is located within the Flood Designation
Zone ‘X’ and Zone ‘AE’. Please note that the proposed improvements have been setback 25’ from
the north boundary of Flood Zone ‘AE’; therefore, no flood permitting will be required. The FEMA
Map is included in Appendix A.
2.1.2 Watershed Description
The 12-digit Hydrologic Unit Code (HUC) for this watershed is #0512020110. The site drains to
the existing storm sewer and eventually to the Crooked Creek-White River watershed.
2.1.3 Soils Map
The approximate limits of each soil type are depicted in the Soils Map provided in Appendix B.
3.0 PROPOSED CONDITIONS
3.1 STORMWATER DESIGN
The proposed project will disturb approximately 0.12 acres to construct a playground area with
associated improvements to the existing site. The proposed playground area will replace the
existing lawn and pavilion. The playground will sheet flow to inlets that are routed to the existing
stormwater network. See Figure C-2 for site map in Appendix C.
The proposed Higher Ground Education project site will have a Tc of 8.2 minutes. The increase in
impervious area is 0.09 acres. Based on the disturbed area, this project will require a stormwater
detention and water quality analysis as stated in the City of Carmel Stormwater Technical
Standards Manual. The results of the proposed project site compared to the existing project site
has a negligible increase in runoff rates. Please see calculations in Appendix D.
Proposed Site
The Tc of the proposed site is calculated to be 8.2 minutes can be found in Appendix D. The
overall drainage area to consider to the stormwater network (Basin A) includes 0.58 acres of
pervious surface and 0.58 acres of impervious surface. The rational method was used to determine
stormwater runoff rates and is included in Appendix D.

3.1.1 Storm Sewer Sizing
Three additional inlets are proposed throughout the playground area. These inlets will tie into the
existing storm sewer network. Inlet overtopping is not anticipated. Calculations can be found in
Appendix D.
3.1.2 Water Quality Treatment
The Hamilton County Stormwater Management Technical Standards Manual does not require
water quality treatment for a redevelopment site that disturbs under 0.25 acres. The overall
disturbed area is 0.12 acres and no water quality treatment is proposed.
4.0 CONCLUSION
The Higher Ground Education Center will manage site stormwater in accordance with the
Hamilton County Stormwater Management Technical Standards Manual. With the proper
construction of the stormwater pipes, no adverse impacts are expected for upstream or downstream
property owners.
