B-2023-006 A RESOLUTION OF THE CARMEL/CLAY BOARD OF PARKS AND RECREATION AMENDING 2023 SALARIES AND WAGES RESOLUTION TO PROVIDE PAYOUT OF SICK LEAVE WHEREAS, the Carmel/Clay Board of Parks and Recreation (the “Park Board”) is a political subdivision created and authorized to administer the Carmel/Clay Department of Parks and Recreation (the “Department”) pursuant to that certain agreement entitled “Interlocal Cooperation Agreement” signed by the respective authorized officials of Clay Township, Hamilton County, Indiana and City of Carmel, Indiana on July 30, 2002 and effective January 1, 2003, as amended from time to time; and WHEREAS, the Park Board is vested with the authority to exercise general supervision of and make rules for the employees of the Department; and WHEREAS, the Park Board is vested with the authority to fix compensation of its officers and personnel; and WHEREAS, the Park Board amended its paid leave system on November 10, 2010 eliminating Sick Leave as a benefit, but retaining the holdover balances of employees with accrued and unused Sick Leave; and WHEREAS, the Park Board previously approved and adopted Resolution No. B-2023-004 Amending Established Salaries and Wages for 2023; and WHEREAS, the Department is within good financial standings to make a one-time payout of remaining Sick Leave balances of affected employees for this legacy benefit; and WHEREAS, the Park Board has determined that there is a need to amend the 2023 salaries and wages resolution to include the additional compensation received by Department employees in the form of Sick Leave Payout. NOW, THEREFORE, BE IT RESOLVED by the Carmel/Clay Board of Parks and Recreation that the maximum salaries and wages of the officers and employees of the Department, set forth in Exhibit “A” in Resolution No. B-2023-004, is further amended to add Section 11 as follows: Section 11 – Sick Leave Payout Pursuant to the conditions set forth in Resolution No. B-2023-006, eligible Department employees shall be compensated for the full remaining balances within their respective Sick Leave Bank. This one-time payout is independent of their respective maximum bi-weekly or hourly salaries set forth in Resolution No. B-2023-004.
