RE: Dixie Highway Addition Lot 8-9 Site/Landscape Plans
Dear Leonard:
My comments on the proposed landscape plans as submitted are as follows:
1. Silver maples should not be planted as a landscape tree. If you desire to plant
shade trees please choose a more appropriate species, native tree species are
optimum. A list of some recommended species can be found on the Carmel
Urban Forestry website:
http://www.ci.cannel.in.us/services/DOCS/DOCSUFCarmel TreeSuggcstions.
htm. The preserving ofthe existing mature shade trees requires documenting
tree protection procedures on the plans and using them during any
earthmoving or construction activities. The size, condition, and species of the
preserved trees must also be noted on the plans. This may be done in list,
table, or narrative form. Three of the trees on the north side of the house are
not labeled as to size, and none are labeled for species.
2. NOTE number one does not appear to make sense for this plan. It should be
removed.
3. PLANTING NOTE number one should also be removed and replaced with
what is now Planting Note number three.. This new number one should read,
"PLANT TREES AND SHRUBS WITH ROOT FLARE AT OR SLIGHTLY
ABOVE GRADE LEVEL."
4. There are no graphic planting details on the plan. They are required on
landscape plans.
5. Plant Schedule: the full horticultural name for the species of hydrangea should
be listed, and the common name for this listing is incorrect. The genus name
for crabapple is Malus, but crabapples are not recommended for under story
settings (growing in shade). An alternative ornamental tree should be selected
that is adapted to shady sites such as redbud (Cercis Canadensis), serviceberry

(Amelanchier spps), some dogwood varieties (Cornus kousa, Cornus
racemose, or Corn us alternifolia), or American hophornbeam (Ostrya
virginiana). Shrub sizes of this type must be a minimum of 18 to 24 inches in
height.
6.
The buffering requirements for businesses adjacent to residential lots in the
Home Place Overlay district requires 3 shade trees, 2 ornamental trees, and 9
shrubs per 100 linear feet. The north, east, and south sides of this parcel total
385 feet according to the site plan. The west side can be covered by retaining
the existing vegetation. The shade tree requirement can be fulfilled by
retaining the existing shade trees. There is a fifty-foot section on the south
side of the parking lot that is shown as a six-foot parking lot buffer. This will
have it's own planting ~trip requirements (Home Place Overlay Section
23E.7A.l). Therefore, 7 ornamental trees and 30 shrubs need to be installed
on the north, east, and south perimeter buffering areas, in addition to the
plantings required for parking lot buffering.

Parking lot planting strip: in the 6 foot planting strip on the south side ofthe
parking lot, Home Place Overlay Section 23E. 7 A.l b requires 15 shrubs. The
Overlay also requires that the sides and rear of the parking areas be
landscaped. This plan would require at least 7 more shrubs on the north and
west sides of the parking area.
8.
The tree located within the parking area should be removed to remove the risk
of falling branches on parked cars as the tree declines.
9.
The location of, and commitment for construction of, a public sidewalk along
College Avenue should be reviewed with Jon Dobosiewicz, Department of
Community Services. This sidewalk should appear on the landscape plan.

Hello everyone:
Following are CTRWD comments on the agenda items effecting our sanitary sewers or service
area for the December 18, 2002 TAC meeting. Please feel free to copy and distribute this
email or attach it to your meeting minutes. We have also created a new page on our
website linked to the "Construction" page where we have posted all CTRWD TAC comments from
2001 and 2002 meetings held to date. We will continue to add to this page every month so
please let everyone know they can view our comments online now too.
village of Mount Carmel, Section 10 (Primary Plat)
The District has not received any plans for this proposal. Building permits should NOT be
issued unless the District has issued connection permits.
Wexley Chase (Primary Plat)

The plans received by the District show the sanitary main lines and manholes, but will
need to be revised to show sewer profiles, manhole, lateral and bedding details. The
District's most recent version of sanitary sewer specifications also needs to be included
on the plans. Revised plans need to be submitted. A preconstruction meeting will need to
be held before the construction of the proposed sanitary sewers. Building permits should
NOT be issued unless the District has issued connection permits.
University High School (Special Use, DSV)
The District has not received any plans for this proposal. Building permits should NOT be
issued unless the District has issued connection permits.
Shelborne Park, Section 2 (Secondary Plat and Construction Plans)
The plans that the District received are in accordance with the District specifications.
Building permits should NOT be issued unless the District has issued connection permits.
West Carmel Center, Block D, Lot 3 - Applebee's (Development Plan)
The plans received by the District show the sanitary lateral, but will need to be revised
to show lateral and bedding details. The District's most recent version of sanitary sewer

Dear Mr. Voigt:
This letter is in response to the applications you filed for Glenwood LLC. The following comments need to be
addressed and/or plans/applications updated accordingly:
1. A development plan must be submitted with the ADLS application.
2. Prepare deed of dedication for ROW.
3. Label the 45' half ROW on College Avenue, and the 25' half ROW on Broadway Street.
4. There are serious deficiencies regarding the landscaping of the site; particularly landscaping pertaining to
parking. Please see section 23E.7.A of the ZO for complete landscaping requirements. If those
requirements cannot be met, file for the necessary waivers or variances.
5. Several revisions need to be made with regards to parking and loading. Please refer to section 23E.7.C of
the ZO for the requirements. If they cannot be met, file for the necessary waivers or variances.
6. Per section 23E. 7 .E.2, all accessory buildings must be architecturally compatible with the primary structure.
Revise or file for a variance.
7. Per section 23E.8.B, the maximum front yard setback is 15 feet; 43 '5" is shown. A variance will need to be
filed.
8. Per section 23E.8.G.2, the primary structure shall be primarily composed of brick and/or stucco with other
materials used for accent. Revise or file for a variance.
9. Buffer requirements are per 23E.8.1. Revise plans accordingly.
10. Submit building elevations showing compliance with the building height requirements per section 23E.8.A
of the ZOo
11. If seeking any additional lighting, submit a lighting cut sheet showing compliance with the requirements set
forth in section 23E.7.B oftheZO.
12. Please schedule a meeting with Laurence Lillig from our department regarding variances.
13. Please distribute site plans at the December 18,2002 TAC meeting.
