Dear Adam:
Thank you for the call today. I did locate my file (I hadn't put it away yet). The one item
remaining that has not been addressed is the first item on my list from December 18,
2002.
1. On the graphic planting detail, please add a note that specifies that 'Root
Flare' of the plant materials must be planted at grade level.
The planting detail note that now exists on the plan states "GROUND LINE TO BE
SAME AS EXISTED @ NURSERY." On many occasions stock comes to the job site
bound too deeply in the ball. If the top ofthe ball is planted at grade level without
checking the level of the root flare or root crown, the plant will ,,~ installed too deeply
and suffer stress from which it can not recover. To prevent this, all nursery stock needs
to be planted with the root flare at or slightly above grade level.
Please make sure the graphic planting detail is changed so that the landscape professional
that installs the trees and shrubs will have the proper detail, and the builder and owner
will have proper recourse if they do not. If you have further questions, please contact me

This letter is in response to the Development Plan Amendment application filed for the above
noted item. The following comments need to be addressed and/or plans/application updated
accordingly:
1. Submit cut sheet showing lighting fixtures.
2. Verify lot coverage (maximum is 80%)
3. Additional shrub plantings are required along both side property lines (approximately 4
more trees and 6S more shrubs). We will advise at TAC. ~
4. Provide exterior elevations per 24.7.15 of the ZOo

Dear Mr. DeHart:
We have reviewed the drawing submitted for this project and offer the following comments:
GENERALINFO~ATION
1. The project site is currently within current City of Carmel Corporate Limits.
2. Jurisdictions:
. Street and Right of Way - City of Carmel.
. Storm Sewers/Storm Drainage - City of Carmel
. Water, Sanitary Sewer - City of Carmel.
3. Board of Public Works and Safety Approval Requirements:
Based upon our initial review, it does not appear that there are any Board of Public Works and Safety
approvals required.
4. TAC Review/Drawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing and
be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for
construction until all issues have been resolved. The design engineer must certify all drawings
submitted for final approval. This office will require three-sets of approved drawings after all issues
have been resolved. The drawings will be stamped approved and signed by the City Engineer. The
Developer/Owner will receive one-set which is to be maintained on the construction site at all times.
Our Public Works Inspector will receive one-set and one-set will be maintained in the Department of
Engineering. If more than three-sets are requested to be approved, the additional sets must be
submitted with the five required sets.
5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
easements will require a Consent to Encroach Agreement between the Owner/Developer and the City
of Carmel. This Agreement requires Board of Public Works and Safety approval. Installations within
dedicated right of way require separate Board approval.
6. I am including copies of the following with this correspondence:
. Commercial Project Approval Procedures.
. Permit Data, Contacts, etc.
. Commercial Permitting Procedures.
I will send a copy of our Residential Subdivision and Commercial Irrigation System Requirements
upon request.
BONDING REQUIREMENTS
7. Upon initial review, it appears there are no Right of Way Permit or Right of Way bonding
requirements required for this project

PROJECT COMMENTS
8. Please provide drainage calculations reflecting the changes proposed on these drawings. We reserve
the opportunity for further review and submission of comments regarding drainage upon receipt of
such calculations.
9. Please make sure that all existing utility lines, service lines are labeled as such on all sheets.
10. There is a dashed/dot line radiating southwesterlylsoutheasterly from the northeast corner of the
property. What does this represent? Please identify on the drawings.
11. Where is the drainage from the expanded parking lot being directed?
12. On Sheet SP-3, the expanded parking lot is shown constructed over an existing drainage outlet and an
existing drainage swale. How will this be rectified?
We reserve the right to provide additional comments upon receipt of drainage calculations for this project.
Also, the City Engineer has not reviewed the drawings and may provide additional comments.
The above comments are based upon the Engineering Department's initial review. Please provide our
office with a follow up letter and revised plans, indicating all revisions. A second review will focus only
on revised items. It is critical that our office be made aware of all modifications made on the plans being
re-submitted, particularly if any such changes are considered "new" or fall outside of our initial review. If

Dear Adam:
My comments on the DP amendment for Line Systems are as follows;
1. On the graphic planting detail, please add a note that specifies that 'Root
Flare' of the plant materials must be planted at grade level.
2. It is unclear exactly what materials are existing on site now, and what, if any,
plant materials are to be added. Please submit a plan that shows that
difference.
3. If Pyrus calleryana (ornamental pears) or Acer rubrem (red maple) are
proposed to be planted, please chose an alternative for both species. Though
they may match what is already on site, I do not recommend planting either
species, and adequate alternatives exist.
4. Indicate on the plan if existing trees are going to be removed from the existing
woodland border on the west side of the site. Please also include tree
preservation details (including fencing and sign posting), and their location on
the plans.

Hello everyone:
Following are CTRWD comments on the agenda items effecting our sanitary sewers or service
area for the December 18, 2002 TAC meeting. Please feel free to copy and distribute this
email or attach it to your meeting minutes. We have also created a new page on our
website linked to the "Construction" page where we have posted all CTRWD TAC comments from
2001 and 2002 meetings held to date. We will continue to add to this page every month so
please let everyone know they can view our comments online now too.
Village of Mount Carmel, Section 10 (Primary Plat)
The District has not received any plans for this proposal. Building permits should NOT be
issued unless the District has issued connection permits.
Wexley Chase (Primary Plat)
The plans received by the District show the sanitary main lines and manholes, but will
need to be revised to show sewer profiles, manhole, lateral and bedding details. The
District's most recent version of sanitary sewer specifications also needs to be included
on the plans. Revised plans need to be submitted. A preconstruct ion meeting will need to
be held before the construction of the proposed sanitary sewers. Building permits should
NOT be issued unless the District has issued connection permits.
University High School (Special Use, DSV)
The District has not received any plans for this proposal. Building permits should NOT be
issued unless the District has issued connection permits.
Shelborne Park, Section 2 (Secondary Plat and Construction Plans)
The plans that the District received are in accordance with the District specifications.
Building permits should NOT be issued unless the District has issued connection permits.
West Carmel Center, Block D, Lot 3 - Applebee's (Development Plan)
The plans received by the District show the sanitary lateral, but will need to be revised
to show lateral and bedding details. The District's most recent version of sanitary sewer
specifications also needs to be included on the plans. Revised plans need to be
