Dear John:
Please let this letter serve as Adams and Marshal Homes notice that they wish to withdraw their
petition for preliminary plat approval for the Laurel Oaks project. Due to further analysis of the
floodplain conditions on this site they do not feel that they can proceed with their plans to develop this
site. Please withdraw their request to be heard at the next plan commission. I have directed the engineer
to send a letter to the surrounding owners informing them that this matter has been withdrawn and will
not be heard.
If the application fees can be returned or credited to another project we would like to use them on a
future project.
Please feel free to call me at 523-6116 if you have any questions.

Dear Mr. Olmstead:
We have reviewed the plans submitted for this project and offer the following comments:
GENERAL INFORMATION
1. The project site is located within current City of Carmel Corporate Limits.
2. Jurisdictions:
. Streets and Right of Way - 136th Street is currently under Hamilton County Highway
jurisdiction. However, the annexation by the City of Carmel of the right of way will become
official in early January, 2003.
. Water, Sanitary Sewers - City of CarmeL
. Storm Sewers/Drainage - City of Carmel.
. Legal Drain - Hamilton County Surveyor's Office.
3. Board of Public Works and Safety Requirements:
. Water and Sanitary Sewer Availability
. Temporary Construction Entrance
. Any permanent improvement to be installed within dedicated right of way or dedicated
easements. This approval would require a Consent to Encroach Agreement between the
Owner and the City of Carmel.
I am also enclosing a schedule for Board of Public Works and Safety meeting dates and agenda
deadlines for your use. Please use the Engineering Department deadlines for submissions to the
Board.
Any submission to the Board requires prior approval by the Carmel Clay Plan Commission
and/or the Board of Zoning Appeals (if applicable) and completion of review by the Technical
Advisory Committee. All written requests to be placed on the Board's agenda must include the
appropriate Docket Number and the date (or dates) of approval by the Plan Commission and/or
the Board of Zoning Appeals (if applicable).
4. T.A.C. Review/Drawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing
and be accompanied by a drawing reflecting requested revisions. Final drawings will not be
approved for construction until all Engineering Department and Utility Department issues have
been resolved. The design engineer must certify all drawings submitted for final approval. This
office will require a minimum of five-sets of drawings for approval after all issues have been
resolved. The drawings will be stamped as approved and will be signed by the City Engineer and
Director of Carmel Utilities. The Owner will receive one-set which is to be maintained on the
construction site at all times. Carmel Utilities will receive two-sets, our Public Works Inspector
will receive one-set and one-set will be maintained in the Engineering Department.

5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
right of way or dedicated easements will require a Consent to Encroach Agreement with the City
of Carmel.
6. Carmel Utilities should be provided drawings for review of water and sanitary sewer issues. They
will provide a separate review regarding these issues.
7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all
water main and sanitary sewer main locations.
8. I am including copies of the following with this correspondence:
. Subdivision Project Approval Procedures
. Performance Release Procedure
. Subdivision Building Permits
. Permit Data, Contacts, etc.
BONDING REQillREMENTS
9. Individual Performance Guarantees will be required for the following subdivision improvements:
. Streets
. Curbs
. Water Mains
. Sanitary Sewers
. Storm SewerslDrainage
. Monuments and Markers
. Street Signs
. Sidewalks (builders lot sidewalks and common area/perimeter right of way sidewalks may be
bonded separately).
The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100%
of the cost of labor and materials to construct the individual improvements, to be provided by the
design engineer. Upon completion and release of individual Performance Guarantees, a three-year
Maintenance Guarantee will be required. The Maintenance Guarantee amount is based upon 15%
of the Performance amount for Streets and Curbs and 10% of the Performance amount for all other
improvements. Performance Guarantees may be Performance or Subdivision Bonds, Irrevocable
Letters of Credit or Cashier's/CertifiedJOfficial Checks. Please reference the enclosures for more
detailed explanation of our procedures.
AVAILABILITY AND CONNECTION FEES
10. Availability (acreage) Fees must be paid after all other Engineering Department requirements have
been satisfied and prior to start of construction activities (the exception is that you are allowed to
move dirt on site). Availability Fees are based upon total platted acreage for the development at
the rate of$l,OIO.OO per acre for Water Availability and $1,365.00 per acre for Sanitary Sewer
Availability. Connection Fees are $1,310.00 per single-family residence and $795.00 per single-
family residence. Connection Fees are paid when the infrastructure has been completed,
satisfactory test results obtained and the subdivision has been released for permits. Connection
Fees are paid on a lot-to-lot basis.
PROJECT COMMENTS
11. A 50-foot half right of way is indicated for 136th Street. However, the Thoroughfare Plan
designates this portion of 136th Street as a Collector with 80-foot full, 40-foot half right of way
requirements.
12. We will require the construction ofa passing blister on the north side of 136th Street ifright of way
is available or obtainable at this time. If it is not, we will require a recorded letter of commitment

13. by the Developer to construct the passing blister when the right of way is available. Our passing
blister minimum requirements for Collector Streets are:
. 120-foot long, 12-foot wide lane with 150-foot long tapers on either end
14. Our minimum requirements for acellldecellanes for a subdivision entry onto a Collector Street
are:
. Accel Taper =100-feet.
. Decel Lane = 100-feet with a lOO~foot taper.
15. We normally request perimeter street improvements above and beyond accel/decel/passing blister
requirements. We will defer to the Department of Community Services regarding 136th Street
improvements.
16. The interior street design is unique and will be subject to comments and approval by the City
Engineer. We would request that alternate designs be considered and that the "hammerheads" be
eliminated. These pose problems with our Fire Department regarding access, our Street
Department regarding snow plowing and future residents regarding parking issues.
17. The location of the subdivision entrance will also be subject to review and approval by the City
Engineer. It is difficult to determine from the drawing presented ifthere are existing curb cuts on
the north side of 136th Street. If there are, please indicate and identify on all future drawings.
18. The tie in of the lO-foot walking path along 136th Street to the Monon Greenway asphalt path must
be coordinated through the Department of Community Services and the Parks Department. This
also applies to the 6-foot walking path located on the south side of the development
19. There seems to be an encroachment of the subdivision into an existing 50-foot right of way at the
southwest comer of the subdivision. Please explain and identify the right of way in question.
20. This development will require 5-foot wide interior concrete sidewalks.
'DRAINAGE COMMENTS
21. We will require the following statement to be placed on construction plans submitted for this
project. We require the statement on the Site Development Plan, close to the Storm Sewer
Structure Table and on all Storm Sewer Plan and Profile Sheets.
THE STORM SEWER SYSTEM SHALL BE CONSTRUCTED PER DESIGN SPECIFIED
AND AS APPROVED BY THE CITY OF CARMEL ON THE FINAL APPROVED
CONSTRUCTION PLANS*. DEVIATIONS FROM THE APPROVED DESIGN SHALL
ONLY BE PERMITTED DUE TO SPECIAL CIRCUMSTANCES OR DIFFICULTY DURING
CONSTRUCTION AND WILL REQUIRE PRIOR FIELD APPROVAL FROM A
DESIGNATED REPRESENTATIVE OF THE CITY OF CARMEL IN ADDITION TO
SUPPLEMENTAL APPROVAL BY THE DESIGN ENGINEER. AN EXPLANATION OF
ANY SUCH DEVIATION SHALL BE INCLUDED AS A REQUIREMENT ON AS-
BUILT/RECORD DRAWINGS SUBMITTED FOR RELEASE OF PERFORMANCE
GUARANTEES. APPROVED DESIGN SLOPES IDENTIFIED AS GENERATING
VELOCITIES OF 2.5 FPS OR LESS SHALL REQUIRE AS-BUILT CERTIFICATION AT
THE TIME OF CONSTRUCTION.
*THE CONTRACTOR SHALL FIELD CHECK EACH SECTION OF STORM PIPE AS IT IS
BEING INSTALLED TO ENSURE COMPLIANCE WITH THE DESIGN PLANS.
22. Please provide drainage calculations for the project.
23. There seems to be very few storm structures provided for this development. We are particularly
concerned with multiple lots that depend upon back yard swales to accommodate storm water
drainage without access to storm structures. We normally request that storm structure access be
provided for every 4 5-lots maximum.

24. When construction plans are provided, keep in mind that this office would prefer alignment of the
tops of the inlet and outlet pipes rather than inverts when possible. If it is not possible to align the
tops of pipes, we would request the inlet pipe invert to be raised above the outlet pipe invert.
The City Engineer has not reviewed the primary plat. We reserve the right to provide additional comments
upon her review and upon receipt of a drainage report and detailed construction plans.
The above comments are based upon the Engineering Department's initial review of this project. Please
provide our office with a follow up letter and revised plans indicating all revisions. Second and subsequent
reviews will focus only on revised items. It is critical that this office be made aware of all modifications
made on the plans being re-submitted, particularly if any such changes are considered "new" or fall outside
of our initial review.

Soils Information:
Brookston silty clay loam- this soil is dark colored, silty in texture and on depressional uplands.
It is deep and very poorly drained with moderate permeability. It has high available water for
plant growth and high organic matter content. It has compact till starting at a depth of 40 to 60
inches. The main soil features that affect the urban development uses are seasonal high water
table, high potential frost action, moderate shrink-swell potential, moderate permeability and
ponded surface water.
Crosby silt loam, 0-3 percent slopes- this soil is light colored, silty in texture and on sloping
uplands. It is deep and somewhat poorly drained with slow permeability. It has high available
water for plant growth and medium organic matter content. The soil has compact till starting at a
depth between 20 -40 inches. The main soil features that affect urban development uses are
seasonal high water table, moderate shrink-swell potential, high potential frost action and slow
permeability .
Miami silt loam, 2-6 percent slopes- this soil is light colored, silty in texture and on sloping
uplands. It is deep and well drained with moderate permeability. It has moderate available water
for plant growth and a medium organic matter content. It has compact till starting at a depth
between 20- 40 inches. The main soil features that adversely affect urban development uses are
moderate potential frost action, moderate shrink-swell potential, moderately slow permeability,
low strength and erosion during construction.

Shoals silt loam- this soil is light colored, loamy in texture and on bottomlands. It is deep and
somewhat poorly drained with moderate permeability. It has high available water for plant
growth and medium organic matter content. The main soil features that adversely affect urban
development of this soil are a seasonal high water table, high potential frost action, flooding and
underlying sand and gravel.
Additional information about soils is available in the "Soil Survey of Hamilton County". The engineer and/or
developer should consider the need for an onsite soils investigation.
I have reviewed the plans for this project and have the following comments:
. I believe Little Cool Creek exceeds one square mile of drainage. Construction in the
floodway permits will be required to build anything within the floodway. This primary
should not be approved until the floodway and 1 % chance flood elevation have been
determined.
. Because of the poorly drained soils, each lot should have access to a subdrainage outlet.
. A 401 Permit may be needed to relocate the J. W. Morrow Drain.

This letter serves to acknowledge receipt of a transmittal received 10/25/02 containing
the plans for the above...JT1entloned project. After reviewing the plans the HIghway
Department has the following comments:
1. It appears that this piece of property lies within the limits of the City of Cannel.
However, 13Slh Stree~ Is under the Jurisdiction of the Hamilton County H~hway
Department. Therefore all work performed within the right of way of 136 Street will
need to be pennltted through the Highway Department.
2. 136thStreet will need to be widened by three feet, and a three feet wide shoulder
added along the widening, The pavement section for 13Slh Street should con91st of a
14" stone base, 5" HAC binder and 1" HAC surface.
3. 136lh Street should be saw cut inside the existing edge line. A new edge line Will be
required after the widenIng has been completed.
4. The construction of the interior streets will be doneuncler the City of Carmel
guIdelines and standards.
5. Please contact Mr. Robb Chadwell, Highway Department Permit Inspector. for all
necessary forms and Informatton concerning the necessary pelJT1lts.

Dear Dennis:
This letter is in response to your Primary Plat application for Laurel Oaks. The following issues must be resolved
prior to signature of the plat by the director:
1. Please provide a concrete ramp and depressed curb where the 5' sidewalk terminates on the north
side of the roundabout and also directly across the street from the termination point.
2. Revise and show detail of the concrete approach where the 10' asphalt path meets the 5' sidewalk
at the entrance to the subdivision.
3. Show detail of the intersection of the 10' asphalt path and the Monon Greenway. We would prefer
to see something similar to what currently exists at the comer of 146th Street and Rohrer Road.
4. Our department would prefer the sidewalk to continue along the home site side of each
hammerhead street to improve pedestrian connectivity.
S. Please label the ROW within each hammerhead.
6. If the fencerow of trees on the east, south, and west sides of the subdivision is to be included in the
buffer yard requirements, you must move the swale further away from the trees into the lots.
7. We would like to see street trees provided within the subdivision along both hammerhead streets
and the main entrance street. With the combination of the preserved woodlands, the street trees
will add more character to the subdivision. Also, move the proposed trees along the west side of
the entrance street within the ROW to make them street trees as well.
Please submit a revised Primary Plat with above-mentioned changes.

1. We are requesting that cul-de-sac's be used in the design of this project instead of
the hammerheads. Hammerheads are almost impossible to turn our apparatus
around in.
2. We are requesting a set a drawing showing the fire hydrant distribution when
available.
3. Will there be an amenity building associated with this project? If so we are
requesting a Knox box be installed for emergency access. An application for the
Knox box is available through our office.
