West Carmel Center, Block D, Lot 3 - Applebee's Neighborhood Bar & Grill
The applicant seeks amended development plan and ADLS approval to construct a restaurant.
The site is generally located at the northeast comer of Michigan Road and Commerce Drive.
The site is zoned B-3 and is located within the US 42 1 Overlay Zone.
Filed by Troy Terew of Lewis Engineering for Apple Indiana I, LLC.
The applicant is requesting approval of a Development Plan and ADLS for the construction of a
restaurant generally at the northeast comer of Michigan Road and Retail Parkway. The site is
located just north of the 5/3 Bank, under construction, and in front of the Super Target store.
Please see the informational packet prepared by the applicant for an overview of the site and
proposed building elevations. All T AC concerns have been addressed.
The Special Studies Committee forwards this application to the full Plan Commission with a 6-0
favorable recommendation subject to the following conditions:
1. That the awnings are of a single color.
2. That the applicant provide a revised photometric plan based on the flat lens style of light
fixtures and provide cut sheet of lighting fixtures.
3. Reduce sign area of west wall sign to be in better proportion to building (max of 60 s.f.)
4. Eliminate, "Neighborhood Bar and Grill" from ground sign and add address to brick base.
5. Add 6' sidewalk connection to multi-use path along US 421.
6. Revise window mullions.
The Department has not been provided revised drawings/renderings to verify the requested
changes. In addition, the following items are those that the Department would still like to see a
revised application to clarify sign number, type, and materials. The Department wants to verify
the revised sign elevations. As indicated in the previous department reports the size of sign
proposed for the west elevation exceeded the permitted size. The ground sign calls for neon light
source and no light source is identified for the wall signs. Is it neon as well and is the
Commission satisfied with that. The Department is not in favor ofthe request for a total of three
signs. This number of signs is not permitted by the ordinance. One sign is permitted. Efforts
were made by the committee to reduce the number of signs (five originally requested), total sign
area, reduce items of information on the signs and add the address to the ground sign. The
Department questions why the Committee negotiated down from what the applicant is requesting
as opposed to up from what is permitted by ordinance. We would like the Plan Commission to
forward direction on to the Board of Zoning Appeals regarding their desire to see the Ordinance
requirements followed.
The Department recommends that the Plan Commission forward this item back to
Committee for further review.
