Docket No. 185-02 DP Amend/ADLS; West Carmel Center, Block D, Lot 3 - Applebee's Neighborhood Bar & Grill The applicant seeks amended development plan and ADLS approval to construct a restaurant. The site is generally located at the northeast comer of Michigan Road and Commerce Drive. The site is zoned B-3 and is located within the US 421/Michigan Road Overlay Zone. Filed by Troy Terew of Lewis Engineering for Apple Indiana I, LLC. The applicant is requesting approval of a Development Plan and ADLS for the construction of a restaurant generally at the northeast comer of Michigan Road and Retail Parkway. The site is located just north of the 5/3 Bank, under construction, and in front of the Super Target store. Please see the informational packet prepared by the applicant for an overview ofthe site and proposed building elevations. All T AC concerns have been addressed. The following items are those that require the Department would like to see modified: 1. The Department would like to see a single color for the awnings. Perhaps green to match the doors. We request that the applicant confirm that the wall heights will screen all roof-top mounted equipment. 2. The applicant is proposing a total of five (5) signs, as illustrated on the plans, they have indicated that will be reduced to three where one (1) is permitted. a. The Department is not in favor ofthe request for a total of three signs. b. Are the wall signs green or black? Provide greater detail of the signs. One rendering shows green and the other black. How are they illuminated? c. The signs proposed for the east and west elevations exceed the size limitation of the ordinance, 60 square feet, and appear in disproportion to the rest ofthe building. As measured by Ordinance they are 88 sq. ft. in area. Please reduce in size to be compatible with the building proportions. d. What are the sign faces? Exposed neon is not acceptable! This comment also applies to the ground sign. 3. Provide cut sheet of building lighting fixtures. Which light style are you proposing. There are several on the page provided. 4. Provide detail ofthe dumpster enclosure. Concern has been raised that this faces north and is visible along Michigan Road. The applicant should be prepared to discuss these items with the Special Studies Committee. The Department recommends that the Special Studies Committee forward this item to the full Plan Commission with a favorable recommendation after all questions and concerns have been addressed.
