Dear Scott Brewer:
I am writing this letter to layout the plans we discussed for the quarantined Ash trees located in the
common area of Wexley Chase. The aforementioned trees are dead and in need of replacement.
Our plan calls for the affected trees to be replaced with Red Oak trees. Once the Ash trees have been
removed they will be cut into small sections and burned, all of which will take place in Clay Township.

We have reviewed the secondary plat and construction plans submitted to the Hamilton County
Surveyor's office on March 26. 2003 and have the following comments (labeled from our March
3. 2003 letter):
1. Please provide the petition to make the storm sewers regulated.
2. Provide the Non-Enforcement Permit form with the appropriate check. This application is
available on our website at www.co.hamilton.in.u.. For the walking path to be in the
drainage easement you wi11 need an Individual Non-Enforcement Permit Application.
This is also on our website.
3. Submit separate bond~ (or letters of credit) for the storm sewers (including SSD), erosion
control. and monument and markers.

7. Upon further review, since the existing 7S' (from top of bank) regulated drain easement
is located in 8 common area for this project. no reduction is necessary. Please revise on

This letter serves to acknowledge receipt of a transmittal received 1/8/03 contaIning the
entrance plan for the abo~mentloned project. After reviewing the ptans the Highway
Department has the followIng comments (I have maintained the numbering from the
1211 0/02 letter):
1. It appears that the geometries of the plan are acceptable to the Highway
Department Further comments concerning the detailS of the construction plans may
be needed.
2. From previous submitted comments: 126'h Street will need to be widened by three
feet, and a three.-foot stone shoulders added along the widening. Please coordinate
the construction of the widening wlth the school project to Include the resurfacing of
126th Street the pavement section for 126th Street will be a 14" stone base, sn binder
and 1" surface. I have Included. detail Showing the requirements of the school
for the widening. The Wexley Chase plans must Include a sirnilar detail for the
widening.
3. As mentioned during previous correspondence and various telephone conversations.
the coordination of the entrance construction and subsequent pavement markings
should be coordinated with the Carmel/Clay School construction.
4. Please note that further comments may be necessary at a later date.

the plans for the above~mentloned project. After reviewing the plans the Highway
Department has the following comments (I have maintained the numbering from the
12110/02 letter):
1. An ApplIcation for Project Review needs to be completed and the appropriate
review fees for a Prlmary Plat paid. before any approvals will be granted from this
office. I have enclosed a blank form for your use. The fees and application have
not been received.
2. Please contact Mr. Jeff Bollinger with Fanning/Howey to coordinate the construction
of a left turn lane Into the Wexley Chase Subdivision. OWZ will be expected to
coordinate the construction of the lane to insure that it Is Installed properfy. Please
show the entrance plans for the school on the plans. Once all of the infonnatlon
has been complied. please submit plans showing all of the pertinent
infonnatlon.
3. A decellaccellane will be needed at the entrance. Must be shown on the revised
plans.

Soils Information:
Brookston silty clay loam- this soil is dark colored, silty in texture and on depressional
uplands. It is deep and very poorly drained with moderate permeability. It has high available
water for plant growth and high organic matter content. It has compact till starting at a depth of
40 to 60 inches. The main soil features that affect the urban development uses are seasonal high
water table, high potential frost action, moderate shrink-swell potential, moderate permeability
and ponded surface water.
Crosby silt loam, 0-3 percent slopes- this soil is light colored, silty in texture and on
sloping uplands. It is deep and somewhat poorly drained with slow permeability. It has high
available water for plant growth and medium organic matter content. The soil has compact till
starting at a depth between 20 -40 inches. The main soil features that affect urban development
uses are seasonal high water table, moderate shrink-swell potential, high potential frost action
and slow permeability.
Miami silt loam, 2-6 percent slopes- this soil is light colored, silty in texture and on
sloping uplands. It is deep and well drained with moderate permeability. It has moderate
available water for plant growth and a medium organic matter content. It has compact till starting
at a depth between 20- 40 inches. The main soil features that adversely affect urban development
uses are moderate potential frost action, moderate shrink-swell potential, moderately slow
permeability, low strength and erosion during construction.
Additional information about soils is available in the "Soil Survey of Hamilton County". The engineer and/or
developer should consider the need for an onsite soils investigation.

I have reviewed the plans for this project and have the following comments:
. Additional tree planting along the west boarder in the common area would enhance the
existing wooded habitat to the west.
. A riparian buffer, if permitted by the Surveyor, would improve the wildlife habitat along
the west side of Brendle Drain.
. Each lot should have access to subsurface drainage.
. The existing well and septic will need to be abandoned correctly.
. On the future construction plans, the engineer should try to minimize cut and fills in the
common areas. This will improve infiltration and reduce stormwater runoff.

Hello everyone:
Following are CTRWD comments on the agenda items effecting our sanitary sewers or service
area for the December lS, 2002 TAC meeting. Please feel free to copy and distribute this
email or attach it to your meeting minutes. We have also created a new page on our
website linked to the "Construction" page where we have posted all CTRWD TAC comments from
2001 and 2002 meetings held to date. We will continue to add to this page every month so
please let everyone know they can view our comments online now too.
village of Mount Carmel, Section 10 (Primary Plat)
The District has not received any plans for this proposal. Building permits should NOT be
issued unless the District has issued connection permits.
Wexley Chase (Primary Plat)
The plans received by the District show the sanitary main lines and manholes, but will
need to be revised to show sewer profiles, manhole, lateral and bedding details. The
District's most recent version of sanitary sewer specifications also needs to be included
on the plans. Revised plans need to be submitted. A preconstruction meeting will need to
be held before the construction of the proposed sanitary sewers. Building permits should
NOT be issued unless the District has issued connection permits.
University High School (Special Use, DSV)
The District has not received any plans for this proposal. Building permits should NOT be
issued unless the District has issued connection permits.
Shelborne Park, Section 2 (Secondary Plat and Construction Plans)
The plans that the District received are in accordance with the District specifications.
Building permits should NOT be issued unless the District has issued connection permits.
West Carmel Center, Block D, Lot 3 - Applebee's (Development Plan)
The plans received by the District show the sanitary lateral, but will need to be revised
to show lateral and bedding details. The District's most recent version of sanitary sewer
specifications also needs to be included on the plans. Revised plans need to be

Dear Jon:
We have received and reviewed your comment letter date December 3,2002 and would like to respond
at this time.
I. We have revised the sidewalks at all the ramps as requested.
2. We have revised the where the path meets the sidewalks as requested.
3. I have forward this information to the Developer and he will be providing you a copy of the
landscape plan.
4. We have added a left turn lane at the entrance onto 126th street and made sure that it lined up
with the left turn lane ofthe middle school entrance.
5. We have been in contact with the two engineering firms doing the work for the two adjoining
stub streets and have received there cad files on the proposed street locations. The stub from
Aberdeen Bend seems to have moved from the preliminary plan given to us to what was sent via
email plans. Therefore, now does not exactly line up center to center as it once did. Also, I am
sure you are aware that another development company is buying out this development. The
continued forward progress on this site has been put on hold until the final deal is signed. We had
looked into what can be done to remedy this offset problem and if they make a small change in
there radius length from 350' to 450' it can make up the difference and match into the
constructed centerline from our development

This letter serves to acknowledge receipt of a transmIttal received 11/25/02 containing
the plans for the above-mentioned project After revlewlng the plans the Highway
Department has the following comments:
1. An Appllc8tlon for Project Review needs to be completed and the appropriate
review fees for a Primary Plat paid, before any approvals win be granted from this
office. I have enclosed a blank form for your use.
. 2. Please contact Mr. Jeff Bollinger wlth FannlnglHowey to coordinate the construction
of a left turn lane Into the Wexley Chase Subdivision. GWZ will be expected to
coordinate the construction of the lane to insure that It Is Installed properly. Please
show the entrance plans for the school on the plans.
3. A decellaccellane will be needed at the entrance.
4. Please dimension the curb radius at the entrance.
5. Include the curb SSO on the primary plat.
6. Include the curve Information In tabular form on the primary plat.
7. Please note that decorative signs. sprinkler systems. trees, Iandsc.aplng mounds,
light poles or other such amenIties are not permitted In the right of way.
8. 126111 Street will need to be widened by three feet, and a three-foot stone shoulders
added along the widening. Please coordinate the construction of the Widening with
the school project to include the resurfacing of 126th street the pavement section for
126th Street will be a 14" stone base, 5" binder and 1" surface.
9. Please note that further comments may be necessary at a later date.

Dear Mr. Ferrell:
This letter is in response to your Primary Plat application for Wexley Chase. The following
issues must be resolved prior to signature of the plat by the director:
1. Revise all sidewalk ramp depressions at corners of streets to County Highway
specifications (see attached example from the Claybourne Estates subdivision).
2. Revise the approaches where the 10' asphalt path meets the 5' concrete sidewalk
at the entrance to the subdivision (see also the same attached example from
Claybourne Estates).
3. Please submit a landscape plan.
4. Provide a dedicated left into the subdivision on 126th Street.
5. Please send a letter to or contact the engineers from the Aberdeen Bend and
Hayden Run subdivisions regarding the location of the stub street on the north
western side of the project.
Please submit a revised Primary Plat with above-mentioned changes.
