Dear Mr. Batt:
We have reviewed the plans submitted for review at the October 18,2006 Technical Advisory Committee
meeting. We offer the following comments:
GENERAL INFORMATION
1. The project site is located within current City of Carmel Corporate Limits.
2. Jurisdictions:
. Streets and Right of Way - City of Carmel (Towne Road, Interior Street)
. Water - City of Carmel Utilities
. Sanitary Sewers - Clay Township Regional Waste District
. Storm SewerslDrainage - Hamilton County Surveyor's Office/City of Carmel.
. Legal Drains - Hamilton County Surveyor's Office.
3. Board of Public Works and Safety Requirements:
. Water Availability approval from the Board is based upon the total number of single-family
residential lots. Reference item # 11 below for a more detailed explanation. If a community
swimming pool or bathhouse is planned, additional Water Availability approval from the
Board will be required and additional Water Connection Fees will be assessed. If entryway or
other community irrigation systems are planned, these will also require additional Water
Availability approval from the Board and additional Water Connection Fees will be assessed
based upon the size and usage of the system.
. Commercial Curb Cut Approval - If applicable, provide a letter to this office requesting
BPWS Commercial Curb Cut approval. Provide an 8 Yz x 11 exhibit or exhibits detailing the
requested curb cut(s) with all appropriate dimensional data including width, radii,
aceVdeceVpassing blister dimensions, existing and opposing streets or drives, etc. Platted
single-family lot subdivisions do not require commercial curb cut approval from the Board.
. Temporary Construction Entrance approval is required if the location is at a site other than the
location of the proposed permanent entrances to the development. This is applicable to
platted residential subdivisions.
. Any permanent improvement to be installed within dedicated right of way or dedicated
easements. This approval would require a Consent to Encroach Agreement between the
Owner and the City of Carmel.
. Secondary Plat approval if applicable.
. Dedication of Right of Way ifnot platted.

I am also enclosing a schedule for Board of Public Works and Safety meeting dates and agenda
deadlines for your use. Please use the Engineering Department deadlines for submissions to the
Board.
Any submission to the Board requires prior approval by the Carmel Clay Plan Commission
and/or the Board of Zoning Appeals (If applicable) and completion of review by the Technical
Advisory Committee. AU written requests to be placed on the Board's agenda must Include the
appropriate Docket Number and the date (or dates) of approval by the Plan Commission and/or
the Board of Zoning Appeals (If appllcable).
4. T.A.C. ReviewlDrawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing
and be accompanied by a drawing reflecting requested revisions. Final drawings will not be
approved for construction until all Engineering Department and Utility Department and Hamilton
County Surveyor issues have been resolved. The design engineer must certify all drawings
submitted for final approval. Due to storm drainage dual jurisdiction with the Hamilton County
Surveyor's Office, a total of8-sets of plans will be required for approval after all issues have been
resolved. The drawings will be stamped as approved and will be signed by the City Engineer and
Director of Carmel Utilities. The 8-sets will then be delivered to the Hamilton County Surveyor's
Office for approval. Final distribution will be 2-sets to Carmel Engineering, I-set to Carmel
Utilities, 2-sets to the Surveyor's Office and I-set each to the Developer, the Developer's Engineer
and the Contractor.
5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
right of way or dedicated easements will require a Consent to Encroach Agreement with the City
of Carmel. This agreement, with the exception of irrigation systems, requires BPWS approval.
The City Engineer may approve irrigation system agreements.
6. Carmel Utilities will provide separate reviews of this project for water issues. Please assure that
copies of all drawings are sent to:

7. Carmel Utilities does subscribe to "Holey Moley" who should be contacted directly for all water
main locations.

BONDING REOUIREMENTS
9. Upon initial review, it appears the following bonding requirements may apply to this project:
Performance GuaranteeslEngineer's Estimates
· Streets (base, binder and surface must be bonded together)
. Curb & Gutters
. Water Mains
· Street Signs (See Item #12 below for additional comments regarding this item)
. Sidewalks (Interior-builders lot right of way sidewalks and Exterior-common area/perimeter
right of way sidewalks/asphalt paths may be bonded separately).
. Right of Way Improvements may be bonded separately. This could include accelldecellanes,
passing blister, pavement widening, thermoplastic striping, stone shoulders, curbs, etc.
· Erosion control. Please contact Amanda Foley, Engineering Department Stormwater
Administrator, for details regarding engineer's estimates/performance guarantee requirements
for Erosion Control.
The Hamilton County Surveyor's Office will require bonding for Storm Sewers/Storm Drainage
and for Monuments & Markers.

The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100%
of the cost of labor and materials to construct the individual improvements, to be provided by the
design engineer. Please provide detailed Engineer's Estimates for each improvement including
quantities, unit costs, pipe sizes and materials, etc. Upon completion and release of individual
Performance Guarantees, a three-year Maintenance Guarantee will be required. The Maintenance
Guarantee amount is based upon 15% of the Performance amount for Streets and Curbs and 10%
of the Performance amount for all other improvements. Performance Guarantees may be
Performance or Subdivision Bonds or Irrevocable Letters of Credit. Please reference the
enclosures for more detailed explanation of our procedures.
Right of Way Permit and Bonding
Any work in the dedicated right of way of Towne Road will require an approved Right of Way
Permit and a License & Permit Bond. The bond amount is determined by the number of instances
of work in the right of way at $2,000.00 per instance. However, if the work is included in the
scope of work ofa required and posted Performance Guarantee, the Performance Guarantee may
be used to satisfy the bond requirements of the Right of Way Permit. Please contact our Right of
Way Manager, Fred Glaser, to arrange right of way permitting and bonding.
10. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations
submitted to this office for review. We will share Crossroad's comments as they are received.
When construction plans are submitted for review for this development, please provide a set of
drawings and drainage calculations directly to Crossroad.
AVAILABILITY AND CONNECTION FEES
II. Availability (acreage) Fees must be paid after all other Engineering Department requirements
have been satisfied and prior to approval and start of construction activities. Availability Fees are
based upon total platted acreage or legal description acreage for the development at the current
rate of$I,OIO.OO per acre for Water Availability. Please provide a legal description of the
developed property, which includes the total acreage of the legal description. Based upon the site
acreage of 18.75 acres as listed under Open Space Calculations on Sheet PI02, the Water
Availability Fee calculation would be:
18.75A @ $1,010.00 Current Water Availability Fee/A = $18,938.00
However, we still require a legal description for accurate calculation of these fees.
Connection Fees-Based on the drawings submitted, there appear to be 16 residential lots or 16.0
E.D.U.s. The current Water Connection Fee is $1,310.00 per EDU. Connection Fees are paid
when the infrastructure has been completed, satisfactory test results obtained and the development
has been released for building permits. Connection Fees are paid on an individual-lot basis. The
Availability and Connections Fees are current as of this date but are subject to future revisions.
If an Irrigation system, swimming pool or clubhouse Is planned for this development, additional
Water Connection Fees will be assessed based upon the recommendations of the Director of
Carmel UtUlties.
PROJECT COMMENTS
A seven-page Plan Certification Form is enclosed with this letter. This form was created with the desire
and intent to streamline the plan review process. We request that you please complete this form and return
the original of this form to the Department of Engineering as soon as possible. Additional comments will
be generated after the Plan Certification Form is returned. Please treat each item on the form as a
requirement of the Department of Engineering. Providing a "no" or "N/A" response to any of the items
does not relieve the Developer of the responsibility of meeting the requirements of the Department of
Engineering. The Department will make the final determination as to the acceptability of any "no" or
"N/ A" responses.
PRIMARY PLAT COMMENTS
12. Identify Towne Road on the Site Map on the Title Sheet and on all other applicable sheets in the
construction plans.
13. Please revise the following contact information on Sheet PI 0 1 :
. Under Storm Sewer, delete Carmel CitY Utilities and add the Hamilton County Surveyor's
office and the City of Carmel Department of Engineering.

. Under Sanitary Sewers, delete Carmel City Utilities and add the Clay Township Regional
Waste District.
14. The minimum spacing between successive existing and proposed entrances/intersections on
Towne Road shall be 500 feet. There is presently 900 feet between Finchley and Scarborough.
The Deparbnent requests shifting the entrance north 40 feet so that it is 450 feet from each of the
existing streets to the north and south.
IS. The Storm Water Management Ordinance requires detention of the fully developed site and for the
fully developed thoroughfare plan right-of-way for Towne Road. This requirement shall apply
regardless of watershed limits. Please provide adequately sized pipes to carry water from the
street to the proposed pond.
16. Please provide ADA ramps where the Steffee Drive entrance crosses the Towne Road asphalt path
and at all interior street intersections.
17. Please provide monuments at all external comers.
18. The City does not allow direct access to perimeter roads. Please establish non-access easements
along the Towne Road frontage.
19. The City does not allow common areas within the right-of-way. Please ensure there are no
common areas within the limits of the right-of-way.
20. Please label and dimension the existing and proposed right-of-way of all exterior roads and
interior streets.
21. Please label the 10-foot asphalt path on Towne Road and ensure it is 10 feet wide.
22. Please indicate subsurface drains beneath the curb on both sides of all the streets. Where will
these outlet?
23. Please label the sidewalks on both sides of all interior streets.
24. All lots adjacent to side yard easements must be wide enough to accommodate the anticipated
house model and any planned driveways such that there is no encroachment in the easements.
25. Any entrance from perimeter roads will require auxiliary lanes (acceleration lane, deceleration
lane, and passing blister) conforming to City standard dimensions.
26. Please indicate widening across the property frontage or to the extents of the auxiliary lanes,
whichever is greater for IS-foot travel lanes on the property sides of Towne Road. Auxiliary lanes
shall be measured from the edge of the IS-foot travel lane. Please add a note to the site plan that
all existing pavement shall be sawcut to a clean edge where new pavement (for widening or for
auxiliary lanes) is to be installed adjacent to existing pavement.
27. Any new pavement placed in the Towne Road right-of-way for widening, for auxiliary lanes and
for each entrance up to the mainline right-of-way limit shall meet the following section: 1.5 inches
HMA #11 surface on 2 inches HMA #8 binder on 3 inches HMA #SD base on 7 inches #53 stone
on 4 inches #2 stone or match existing, whichever is greater. Please delineate this section with
hatching on the plans and appropriate reference in the legend.
28. The City typically requires I" milling with 1.5" H.A.C. #11 resurfacing for the entire width of the
existing roadway across the property frontage or to the limits of the auxiliary lanes, whichever is
greater. Please delineate the milling and resurfacing areas with hatching on the plans and
appropriate reference in the legend.
29. Please edit or provide a detail which requires the following pavement section for the paving of the
proposed interior public streets: 1.5 inches HMA # II surface on 2 inches HMA #8 binder on 3
inches HMA #SD base on 7 inches #53 stone. Please add a note that all paving must be completed
in one paving season.
30. A three-foot wide #73 stone shoulder at a minimum depth of six inches is required across the
property frontage or to the limits of the auxiliary lanes, whichever is greater. Subsurface drain is
required beneath the stone shoulder.
31. Please revise General Note #4 to read "THERE SHALL BE NO WATER VALVES OR
MANHOLES WITHIN THE PAVEMENT, CURBS, SIDEWALKS, OR ASPHALT PATHS" on
all appropriate sheets.
32. All Towne Road drainage structures (bridges and culverts) must be indicated on the plans and
constructed, replaced, or improved by the developer to accommodate the widening, auxiliary
lanes, multi-use path, and any other required improvements.
33. This project is subject to the Carmel Stormwater Management Ordinance, which was adopted
February 6, 2006.

34. Please review stonn water quality requirements for this project with Amanda Foley at (317) 571-
2441.
35. Please revise the stonn sewer run that crosses Steffee Drive such that it crosses perpendicular to
Steffee Drive.
36. Add a note to the typical 30-foot street section to require double wall Hi-Q pipe underdrain.
37. A variance must be obtained from the Subdivision Control Ordinance requirement for curbing on
city streets if the current cross-section is pursued.
38. Please confirm that a bus, garbage truck, and emergency response equipment can negotiate the
cul-de-sac with the island.
39. The nose of the island in the cul-de-sac should be extended to the west as far as practicable given a
minimum curve radii at the nose.
40. Is it possible to discharge the pond in one location?
41. What is the maximum surface elevation of the pond? How does this relate to the topography of
the overall site?
42. What is limit of water storage on lot 9?
43. Lot 9 only has access through the pipeline easement.
44. The driveway serving the existing structure on lot 2 must be abandoned and served off of Steffee
Drive. The portion of the driveway within the proposed right-of-way of Towne Road must be
abandoned in accordance with City procedures.
45. The primary plat must include basic drainage infonnation per current City ordinance.
46. Compliance with the City's Thoroughfare Plan includes construction of half of the improvements
prescribed by the Thoroughfare Plan across the frontage. Typically, developers provide the
money equal to the value of constructing these improvements to the City for deposit in the City's
non-reverting Thoroughfare Plan fund.
47. Will the covenants establish no-build restrictions within the gas pipe easements to restrict the
construction of any above or below grade improvements?
48. Due to concerns with drainage culverts, cover over these culverts, and long tenn maintenance of
the swales, the City suggests that the following be considered in lieu of the ribbon curb and open
swale: A cross-section that includes a ribbon curb adjacent to the travel lane, a section of porous
pavement system with underdrain, and a City standard roll curb to serve as an overflow for the
porous pavement system. The grade could then slope from the top back of curb at a nonnal cross
slope out to the right-of-way line and onto the property. An "overflow" will need to be provided
for the curb system if this cross-section is implemented.
49. If the proposed cross-section is desired:
. Concrete pipe must be installed within the right-of-way with minimum cover.
. Drive culverts must be sized individually to carry swale flow to that point (no blanket 12 inch
culverts). End sections will be allowed on drive culverts. Culverts shall be a minimum of 12
inches.
. What is the slope of the roadside swale. Must be a minimum of 1%.
. The City is concerned with how deep the swales will be.
. Trees will not be permitted in the swales.
. Not quite sure if the proposed cross-section will actually fit in right-of-way noted based on
. dimensions noted.
. The City will require the Developer to install the swale and the drive culverts as it represents a
stonn water quality best management practice. This cannot be left to the individual builder(s).
The Developer must stipulate to the Builder to replace such piping if damaged and to protect such
piping during site construction.
50. The dry detention pond must have 2% cross slopes or a SSD.
51. Current standards do not allow end sections for swale inlets
CONSTRUCTION DRAWING COMMENTS
52. Street Name Signs-By virtue of City of Carmel Ordinance No. 0-1457-00, we require the type of
green reflective type street name signage, posts and brackets as indicated in the Subdivision
Signage Requirements document included with these comments. If the development adheres to

these requirements, the developer may order and pay for the signs and have them shipped directly
to our Street Department, along with a copy of the recorded secondary plat of the development,
and the Street Department will install the signs. Once installed, our Board of Public Works and
Safety may release the Developer's Performance Guarantee. After release, the Developer is
required to post a 3-year Maintenance Guarantee in the amount of 10% of the Performance
Guarantee or $100.00, whichever is greater. At the end of the 3-year maintenance period, it
becomes the City's responsibility for the maintenance and replacement of street signs. Ifit is the
Developer's intention not to adhere to the above requirements and to install decorative style street
name signs, these signs must conform to the City of Carmel Decorative Street Signage Detail
included with these comments. However, it will be the Developer's responsibility to install
decorative posts, brackets and street name blades. Once installed, the Performance Guarantee may
be requested to be released. Once released, 3-year maintenance guarantees will not be required
and maintenance and/or replacement of decorative street name signage will be the responsibility of
the Developer and/or the Homeowners Association.
Regulatory Signs-All regulatory signs require City of Carmel Ordinances to be legal. Please
provide a street name sign and regulatory sign plan for review and approval. We request that all
regulatory signs installed to be standard signage, not decorative. However, if the Developer
intends to install decorative type regulatory signs and/or street name signs, please designate this on
the signage plan. All regulatory signs must meet all legal requirements as outlined in the Indiana
Manual on Uniform Traffic Control Devices (MUTCD).
Installation of street name signs and regulatory signs are Included as one of the requirements
for buDding permit approvaL
53. If off-site easements will be necessary to install the utilities, these easements must be secured prior
to the Department of Engineering approving the drawings.
54. The Department requires that the construction drawings be developed in accordance with the City
of Carmel digital submission standards and that all required submittals for primary plat, secondary
plat, and construction drawings be made. The digital files must be submitted to the Department of
Engineering prior to the approval of the construction plans. Please contact the City GIS
Department for the requirements.
55. The City has adopted a new paving policy. Please revise any notes, specifications, and details to
accommodate this policy. The language of this policy must be added to a specification sheet on
the construction plans.
56. The City has adopted a new curbing policy. Please revise any notes, specifications, and details to
accommodate this policy. The language of this policy must be added to a specification sheet on the
construction plans.
57. After milling and resurfacing, the roadway would then also need to be restriped with thermoplastic
striping. Please develop a plan for the restriping and for striping of the auxiliary lanes. Please add
a note to this plan that all striping shall be thermoplastic.
58. Please add an Asphalt Path Detail that requires 1 inch HMA # 11 surface on 2 inches HMA #8
binder on 5 inches #53 stone if the proposed multi-use paths will not be concrete.
59. Please add the Department Standard Sub-Surface Drain detail.
60. All paving within the existing and proposed City right-of-way shall conform to the requirements
of the Department of Engineering. Please add a note to the drawings that the Contractor shall
contact the Department of Engineering to schedule a pre-construction meeting to review the
Department's construction requirements, staff notification requirements, required inspections for
certain stages of the work and to review the authority of the Department as it relates to work
within the existing and proposed City right-of-way.
61. Please provide a maintenance of traffic plan.
62. Please do not include a landscape plan in sets of plans submitted for approval by the Department
of Engineering. The Department of Engineering does not approve the landscape plan. Delete the
Landscape Plans designation from the Index on the Title Page.
63. If it will be necessary to relocate existing utility poles, within the Towne Road right-of-way, costs
for such relocations are to be borne by the developer. All utility poles must be located to within
one foot of the proposed right-of-way.
64. Has a porous concrete sidewalk been considered?
65. The City will require copies of any agreements with the pipeline company prior to plan approval.

66. No earth disturbing activity may commence until a storm water management permit is obtained.
Please add a note to his effect to the plans.
We request that you share all comment letters and enclosures with the Owner/Developer and eventually
with any Contractors chosen to work on the development.
These comments represent the Department of Engineering's initial review of the primary plat for this
project. We request that all responses to our comments be provided in writing. Failure to provide written
responses may result in the delay of the review process.
We reserve the right to provide additional review and comments when detailed construction plans are
submitted for this project.
It is critical that this office be made aware of all modifications made on the plans being re-submitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans including all revisions. Please notify us of any changes and specifically state any
changes, including changes resulting from Plan Commission, BZA or other committee meetings.
All bonds and performance guarantees must be posted prior to Engineering Department approval of
construction plans. Board of Public Works and Safety approvals and any other governing agency approvals
(if required) must be obtained prior to Engineering Department approval. All performance guarantees must
be posted prior to submission of secondary plats for Board of Public Works and Safety approval.
The Department reserves the right to provide additional comments based upon subsequent reviews and on
the grading and drainage system upon receipt of drainage calculations and more detailed construction
drawings that provide grading elevations, pipe sizing and invert elevations. These comments may affect
the drainage system layout presented on the primary plat.
