This letter is in response to your primary plat application and subdivision waiver applications for
Cherry Tree Grove. Comments and concerns are as follows:
1. A copy ofthe landscape plan approvalletter/e-mail from the Urban Forester is
required prior to Secondary Plat approval.
2. Add Docket Number to Plat (06090042 PP).
3. Please indicate any areas of tree preservation.
4. Please correct subsequent plats to indicate l46th Street, not 141 st Street.
Please wait to submit revised materials until after the Technical Advisory Committee (TAC) has
met on this application. The resubmitted materials should include edits addressing the above
comments along with any requirements that arise from the T AC meeting. Additional comments
may be made after the requested revisions have been submitted.

w~ have reviewed the preliminary plat submitted to the Hamilton County Surveyor's Office
on October 9, 2006, for this project and have the following comments:
t. The proposed project falls in the incotpOrated area and MS4 jurisdiction of the
City of Carmel
2. The proposed project DOES falt in a Cannel Wellhead Protection Zone.
3. The proposed project falls in the Emily Vestal and Elizabeth Warner Regulated
Drain Watersheds.
4. Please note this site will be required to comply with the new Hamilton County
Stormwater Management Technical Standards Manual, along with any additional
requirements from the City of Cannel Manual.
S. Please submit complete construction plans, the secondary plat, and drainage
calculations to this office when they become available.
6. Although the Hamilton County Surveyor's Office baa reviewed this primary plat
and issued a comment letter. this office will not be limited by the primary plat in
regards to the pond sizes or location, drainage easement widths, stann sewer
locations, lot layout, Jandscape layout, or any other drainage related issues.
Insufficient information is presented to conduct a complete drainage review and
changes may be required during the construction pl8D11iDg stage.

LETTER OF APPROVAL
The undersigned has reviewed the proposed plans for
Cherry Tree Grove
and has approved the plans subject to the following:
1. Our office, in conjunction with the Department of Community Development, are requesting in
newly platted subdivisions, fire hydrant makers be installed in the street pavement perpendicular
to the fire hydrant. This will allow the fire department to more easily spot fire hydrants during an
emergency.
2. Will this project include an amenity building? If so, our office will request the installation of a
Knox Box for emergency access. Knox products may be ordered online at www.knoxbox.com

Dear Mr. Olmstead:
The city has received your comment letter and drawings dated 1u1y 7, 2006. The City offers the following
comments:
I. Please indicate double wall, Hi-Q subsurface drain on the typical street cross-section.
2. Is the pond outletting to Cherry Creek Estates, Section 6B?
3. Please add a note to the concrete sidewalk detail to require a 6-inch sidewalk where such sidewalk
crosses driveways.
4. The City does not typically accept "eyebrows" in the right-of-way. Please indicate a constant width
SO-foot right-of-way centered on the main road centerline. Any sidewalk adjacent to the main road
must be extended through the eyebrow islands and ADA ramps installed.
S. The City is willing to waive the requirements for the auxiliary lanes at the entrances as the Subdivision
Control Ordinance states these are only required where right-of-way is available.
6. This project is subject to the City's Stonn Water Manangement and Stonn Water Quality Ordinances.
7. Although not specifically indicated on the plan, the City does not allow "common areas" within the
right-of-way.
8. Please indicate dedication of the right-of-way prescribed by the Thoroughfare Plan for all frontage
controlled by the developer.
9. No part of the entrance can be greater than 46 feet in width.
10. We assume that the curb return radii at the southeast comer of the intersection of Cherry Tree Road
and Ken Drive is so large to allow for some deceleration area?
II. A seven-page Plan Certification Form is enclosed with this letter. This fonn was created with the
desire and intent to streamline the plan review process. We request that you please complete this fonn
and return it to the Department of Engineering as soon as possible. Comments will be generated after
the Certification Form is returned. Please treat each item on the form as a requirement of the
Deparunent of Engineering. Providing a "no" or "Nt A" response to any of the items does not relieve
the Developer of the responsibility of meeting the requirements of the Department of Engineering.
The Department of Engineering will make the final determination as to the acceptability of any "no" or
"Nt A" responses.
12. The City has adopted a new paving policy. Please revise any notes, specifications, and details to
accommodate this policy. The language of this policy must be added to a specification sheet on the
final construction plans.
13. The City has adopted a new curbing policy. Please revise any notes, specifications, and details to
accommodate this policy. The language of this policy must be added to a specification sheet on the
final construction plans.
14. The Department requires that the construction drawings be developed in accordance with the City of
Cannel digital submission standards and that all required submiuals for primary plat, secondary plat,
and construction drawings be made. The digital files must be submitted to the Deparunent of
Engineering prior to the approval of the construction plans. Please contact the City GIS Department
for the requirements.
IS. The alignment of tile intersection of Ken Drive, Smallstig Circle, and Smickle Lane does not meet
current city policy. StoeppelweJth is aware of the alignment policy. Smickle Lane and Ken Drive
should be connected with a ISO-foot minimum radius curve and Smallstig Circle should intersect
perpendicular to this curve.

16. Curves C-I, C-2, C-3, and C-4 do not conform to the minimum CW'Ve radii outlined in the Subdivision
Control Ordinance.
17. C-7 and C-S do not either, but these curves cannot be located on the drawing. The standard above
would only apply to the C-7 and C-8 CW'Ves if they are roadway centerline curves.
IS. Please provide the primary plat drainage calculations required by Section 100 of the Storm Water
Technical Standards Manual.
19. Compliance with the Thoroughfare Plan includes construction of the improvements prescn"bed by the
Thoroughfare Plan across the frontage controlled by the development (including sections with no
access). Typically, developers provide a commitment equal to the value to construct these
.improvements for deposit into the City's non-reverting thoroughfare fund. Credit is typically given
towards this commitment for any widening, milling and resurtBcing of the perimeter streets. Thank
you for indicating milling and resurfacing at the intersection of Cherry Tree Road and Keil Drive. As
this section of Cherry Tree Road was resurfaced last year, this work will not be requested. The City
would like for you to investigate the feasibility of widening Cherry Tree Road to 24 feet from the
southern limits of the conservancy lot to the north property line, including across the Peltliner property
(if the right-of-way is available or could be obtained) and installation of gravel shoulder on the east
side through this same section.
20. Please indicate the City standard mainline right-of-way pavement section for the portion of the
entrance within the right-of-way of Cherry Tree Road and for all widening.
21. Current City standard backfill specifications and cover requirements shall apply to this project and
shall be considered as the secondary plat design effort progresses.
22. Please contact this office to review Board of Public Works and Safety approvals, permitting
requirements, bonding requirements, availability and connection fees, requirements prior to earth
disturbing activities, improvements required prior to secondary plat recording, and construction plan
approval requirements.
23. Please contact Crossroad Engineers to obtain drainage review checklist for consideration in developing
secondary plat and that design effort. The City's drainage standards shall apply to this project. The
Department would expect the secondary plat and construction drawings submitted to conform to the
requirements of the checklist.
24. Any utility relocations required to filcilitate the requested perimeter roadway improvement are the sole
responsibility of the developer.
25. Please contact Amanda Foley to review storm water quality/treatment requirements.
These comments represent the Department of Engineering's first review of this project. We request that all
responses to our comments be provided in writing. Failure to provide written responses may result in the
delay of the review process.
It is critical that this office be made aware of all modification made on the plans being re-submitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans including all revisions. Please notify us of any changes and specifically state any
changes, including changes resulting from plan Commission, BZA or other committee meetings.
All bonds and performance guarantees must be posted prior to Engineering Department approval of
construction plans. Also, Board of Public Works and Safety approval and any other governing agency
approvals (ifrequired) must be obtained prior to Engineering Department approval.
The Department reserves the right to provide additional comments based upon subsequent reviews and on
the grading and drainage system upon receipt of drainage calculations and more detailed construction
drawings that provide grading elevations, pipe sizing and invert elevations. These comments may affect
the drainage system layout presented on the primary plat.
