CARMEL PLAN COMMISSION
SUBDIVISION COMMITTEE
DEPARTMENT REPORT
December 5, 2006
7. Docket No. 06090042 PP: Cherry Tree Grove.
The applicant seeks primary plat approval for a 20.44-acre site, to be divided into 34
parcels.
The site is located on Cherry Tree Road, south of 146th Street, and is currently zoned SI,
with S2 zoning pending Council approval.
In conjunction with this request, the applicant seeks the following waiver:

The applicant seeks to plat 34 parcels on 20.44 acres. See the packet for full details. These items were
heard at the November 21st Plan Commission Meeting. At that meeting no one from the public spoke in
opposition.
The rezone of this property from S 1 to S2 was favorably sent to the City Council at the September 19th
Plan Commission Meeting. During the rezone process, the applicant committed to the site layout,
number of lots, landscape plan, and architectural design. This project's primary plat was reviewed and
revised during the rezone with the understanding that the applicant would follow up with a primary plat
application meeting all of those previous commitments.
Since the rezone the applicant has redesigned a portion of the development. The interior cuI de sac is no
longer completely surrounded by lots. As such, the paved bulb is now adjacent to the rear yards of three
lots in Cherry Creek Estates. This is not a preferred layout, in that existing homes would now have a
public street facing their rear yards (headlights, traffic, and noise) as opposed to abutting other rear yards
of lots. The Department feels that this cuI de sac and the lots surrounding it should be redesigned to
mimic the original proposal that was committed to in the rezone.
This primary plat has not received full approval by City of Carmel Engineering. The City has presented
its preferred road alignment through this project and the petitioner does not wish to comply with such.
More details regarding this will be presented at this meeting.
Plan Commission members have made the following suggestions:
1. The lake must be lined.
2. Vinyl siding should be removed from the materials list.
3. Limits (or prohibition) on front loading garages should be considered. On lots of this width it is
difficult to create front load garages that don't look crowded and unattractive.
The Department recommends that these items be continued to the December 5th Committee
Meeting to allow time to redesign the cui de sac and resolve outstanding Carmel Engineering
issues.
