CARMEL PLAN COMMISSION
DEPARTMENT REPORT
November 21, 2006
7H. Docket No. 06100001 DP Amend/ADLS Amend: Block E, West Carmel
Center.
The applicant seeks Development Plan Amendment and ADLS Amendment
approval for the construction of four, one-story buildings on a 3.04-acre parcel
within Block E of Phase II ofthe West Carmel Center Office Park.
The site is located at the intersection of 106th Street and Michigan Road, within
the Michigan RoadlUS 421 Overlay, and is zoned B5.
Filed by Brett Baumgarten of Coastal Partners.
The applicant seeks approval for Phase 2 (Block E) of the West Carmel Center Office
Park. See the information packet for full details.
Phase one (4 buildings) received approval in 2005 (Docket 05040027 DP/ADLS). This
plan is a continuation and completion of that previous approval. This phase contains 4
additional buildings, with their associated parking, a patio shelter, and landscaping.
Staffs outstanding concerns with this proposal are as follows:
1. Buildings need better pedestrian connectivity to each other. Sidewalks should lead
intuitively between buildings. ADA ramps must be incorporated into each of these
links and align.
2. Site plan must show required bicycle parking.
3. Landscape Plan has not been fully approved.
The above items must be resolved prior to packet distribution for the Committee
Meetings (Nov. 24th). The petitioner will provide color and material samples for your
review at the Committee Meeting.
The Department recommends these items be forwarded to the Plan Commission
Special Studies Committee Meeting on December 5th for review and discussion.
