EXECUTIVE ORDER
SF-2024-01
WHEREAS, as Mayor of the City of Carmel, Indiana ("Cannel" or "City"), and pursuant to
Indiana Code 36-4-5-3, I am responsible for the enforcement of City ordinances and State statutes within
the corporate boundaries of Cannel; and
WHEREAS, Cannel is nationally -known for its public art installations and performing arts
organizations, both of which are considerable economic drivers for the City; and
WHEREAS, public art is an integral part of Carmel's identity as a community and therefore
Carmel residents should have input on public art acquisitions and locations for its installation; and
WHEREAS, Carmel will benefit from an art advisory commission with a purpose to advise the
Mayor on 1) the distribution of budgeted funds to qualified nonprofit arts organizations, 2) the
acquisition and installation locations of public art, and 3) arts programming in the City.
NOW, THEREFORE, by virtue of the power and authority vested in me as Mayor of the City
of Carmel, Indiana, I, Sue Finkam, do hereby declare and order that, effective on and after January 12,
2024:
(1) There shall be established a "Mayor's Advisory Commission on Arts."
(2) The mission of the Commission shall be to
a. Review annual arts grant applications and recommend funding to qualified, local
nonprofit arts organizations, within an approved budget.
b. Develop a Master Plan for Public Art.
c. Work with city departments and city art consultants to determine appropriate
acquisitions and locations for public art, within an approved budget.
d. Provide feedback on arts programming to ensure Carmel remains a vibrant, arts -
focused community.
e. Receive and report input from the community on City's public art acquisitions and
performing art programming.
(3) Public art shall mean any work of art in any media, irrespective of where it is situated in the
City or who sees it, that the City acquires or plans to acquire by any legal means. It does not
include the purchase of technological equipment used to display content that could be
construed as art, including television or projection screens, speakers, projection systems etc.
(4) The Commission shall consist of a volunteer body of up to seven (7) members appointed by
the Mayor, which members shall represent a cross-section of the citizens of Carmel and who
have necessary educational background or experience in visual or performing arts.
(5) Four (4) of the initial Commission members shall be appointed for one (1) year terms and
three (3) of the initial Commission members shall be appointed for two (2) year terms, to
hold over until a successor is duly appointed, and may be re -appointed. All subsequent
Commission member terms shall be for two (2) years each, and there shall be no limit on the
number of terms a member may serve on the Commission.
(6) The Commission shall meet on an as -needed basis.
