Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. PZ-2023-00290 TAC: Cherry Tree Elementary School Addition and Renovation. The applicant seeks administrative approval for a building addition, building renovations, and site modifications. The site is located at 13890 Hazel Dell Pkwy. It is zoned S1/Residence. Filed by Amber Sheller of TLF Engineers, on behalf of Carmel Clay Schools. Sam Moschelli of Fanning Howey, Pete Rankovich of TLF, Dennis Bane of Fanning Howey representing. Mr. Moschelli presented a 7000 sq foot addition to the main part of the building and a small addition adjacent to the loading dock. Internally, reconfiguring the building core, and upgrades throughout the building. Mr. Rankovich added site improvements to the side walkouts of the main entrance with planters and some sidewalk on the south side of the building. A courtyard will be between the existing building entrance and the new building addition. On the north end of the site, there is a small storage building addition and dock improvement, along with some pavement improvements. Utilizing existing detention along Hazel Del for stormwater to drain to the north and modifying the outlet to capture additional 4000 sq ft of hard surface. Damon Davers – Duke Energy - No comments. Gabe Gibson – - No comments. Ryan Murt – City of Carmel Street Department - No comments. Dave McCoy – City of Carmel Addressing - No comments. Sam Clark – Hamilton County Surveyor’s Office - Mr. Clark is still working through his review in ProjectDox. Mr. Clark mentioned his office still needed physical plans to be submitted. He believes the the project will still need an outlet connection permit from the Surveyor’s Office. He will mention it in the ProjectDox review if they need it. Page 2 of 2 City of Carmel Technical Advisory Committee January 17, 2024 Alex Jordan – City of Carmel Engineering - Mr. Jordan said he could not find MLAG or MFPG for the building or new addition as well as the flood routing. Mr. Jordan could not find the pond elevations. Mr. Rankovich mentioned it slopes away on the south side and goes into the pond on the north side. Mr. Jordan said he’s most concern about the one in the courtyard. O&M submitted was just a cover sheet so that needs the full document for review. David Littlejohn – City of Carmel Transportations Systems Administrator - Mr. Littlejohn’s comments are on ProjectDox primarily about bicycle parking requirements and detail and the multiuse path requirement along Hazel Del. The requirement is a 10 foot path along Hazel Del. Sam Moschelli asked what triggers the sidewalk enlargement. Does improvement to the site require it? Mr. Littlejohn said section 1.07 of the UDO specifies compliance with the transportation plan, and any projects that require review of the Planning Department need to be brought into compliance with the transportation plan. As well as the mobility and pedestrian plan are included in the transportation plan, sidewalks and paths that are not existing need to be constructed to meet that requirement. Daren Mindham – City of Carmel Landscaping - Comments on Project Dox mostly about adding in missing plat material and making sure the plan is as accurate as what is out there currently.
