RE: Considerations Related to Petitions for 690 Pro Med Lane, Carmel, IN –
PZ-2023-00292 SU & PZ-2023-00297 V
Higher Ground Daycare
1. Potential traffic congestion and its adverse impact on parking within the Meadowlark
Office Park.
Attached Exhibit “A”, shows the anticipated issues:
• The South entrance from the cul-de-sac may not be wide enough for unimpeded
two-way traffic, especially for larger vehicles like SUVs.
• The main entrance to 690 Pro-Med, located on the East side, has limited parking,
raising the likelihood of parents parking in front of 698 Pro-Med, exacerbating
congestion.
2. Emergency/Fire Access Concern (see Exhibit “B”):
a. Meadowlark Office Park has only one access point through Pro-Med Lane.
b. A portion of Pro-Med Lane has street parking that impedes traffic when the traffic
increases.
c. In a case of a fire or similar emergency, will the fire department be able to have an
unobstructed access to the building(s)?
d. Normally, there should be a second emergency access.
e. The concern is if 144 children have to be rescued and the access becomes more
congested, the Fire Department may have a harder time reaching the building(s).
Prior to any approvals, the developer needs to provide a comprehensive traffic study and
an acceptable traffic and emergency access plan to the property owners in Meadowlark Office Park
and Carmel Fire Department.
