Dear Mr. Butler,
I would like to express my opposition to the proposed daycare center in JG Village. We live in The
Hamlet, and our front yard is on Otto Lane. We are already shocked at the amount of traffic on Otto
Lane because of the construction. I cannot imagine how horrible it will be for hundreds of additional
cars each day flying past our home during morning drop off and afternoon pickup from the school.
It has already changed our quiet street into a busy street. There is a school bus that drops children off
on the corner of Otto and Terhune, and I feel that the additional traffic would be a safely concern for
these kids.
Also, placing a huge day care and parking lot in the middle of JG Village will hurt the
neighborhood aesthetically. It will lower the value of the homes and townhomes in the area. No one
wants to look out their window at this. Please allow the space to become additional townhomes, which
will both allow for a cohesive look to the neighborhood, and also cut down on unnecessary traffic in
Jackson’s Grant on Otto Lane.

Your HOA Board is requesting you review the following information about JG
Village, at the corner of Spring Mill & 116th, currently under
development. The Board intends to advise City officials of your collective
preference for proposed changes to the plan approved two years ago. Please
reply to this email by Feb 2nd.
As you know JG Village is not a part of our HOA. Since the project was

approved, additional land has become available for sale along 116 St. A
prospective buyer of that land has proposed to build a 10,000 sq ft daycare
school, to accommodate 160 students, in the middle of JG Village. This is a

50% increase in the commercial space previously approved. They are also
asking for an additional 60 parking spaces to support the school and the
adjacent retail buildings. If the daycare is not approved by the City, then the
developer, Republic and McKenzie, intend to build 18 more townhomes in JG
Village on the additional land.
Either outcome will add more traffic to the area, but the addition of a daycare
school will add more traffic that will be concentrated in the mornings and
evenings when children are dropped off and picked up . This concentration
of traffic will adversely impact our neighborhood because there will be no
left-hand turns permitted out of JG Village. Cars wanting to exit north on
Spring Mill will most likely travel through our neighborhood using Otto Lane
and Jackson Grant Blvd to reach Spring Mill. Please see attached map.
Your HOA Board believes the adverse impact of traffic from a daycare school
outweighs the addition of more townhomes. Nevertheless, we want to hear
from owners. What do you think about the only two possible
outcomes? Would you like to see more townhomes added or would rather
see a daycare school added to JG Village?

administrative coordinator for the Carmel Plan Commission and will
