Hello Bric,
My name is Franco Perin and my wife and I live in Jackson's Grant. We are writing in opposition to
the subject PUD amendment proposal (land swap) to include a 10,000 SqFt daycare center in
Jackson's Grant Village (JGV). The JGV PUD was approved in 2020 for a maximum of 20,000 SqFt
of commercial space, which is more than enough for our small neighborhood. The additional 10,000
SqFt daycare center with 160 students will introduce a significant amount of traffic, that's mainly
concentrated during morning drop-offs and evening pick-ups, into a residential area that is not
designed to safely sustain that level of traffic in a relatively short span of time. This not only
increases noise levels, but also heightens risk of injury for walkers and cyclists within the
neighborhood. Moreover, the addition of 60 parking spaces, which requires a larger footprint than the
daycare building itself, would detract aesthetically from the neighborhood, negatively impacting the
look and feel of the area along with property values (there's just no good way to disguise a large ugly
parking lot). Is 60 spaces really needed to support the daycare if majority traffic is mainly for drop-off
and pick-up?
If a traffic study was actually conducted for this proposal, we kindly ask that the results and
supporting data be shared with the public. The roundabout at 116th St & Springmill Rd and nearby
adjacent roundabouts are all very heavy during peak morning and evening rush hours. Additional
traffic from added commercial space will further compound this problem. Please also keep in mind
that even more traffic will be introduced to nearby roundabouts once the apartments located South of
Market District are completed.
It is clear from the number of letters written in opposition, the JG HOA survey, and neighbors we have
spoken to, that the majority of Jackson's Grant residents are opposed to the subject proposal. The
overwhelming preference from the majority of residents is to have more townhomes built in place of a
daycare center. Likewise, the majority of residents we spoke to that live in West Carmel are strongly
opposed to continued commercial creep into residential areas and neighborhoods. We sincerely
hope Carmel's government officials will seriously consider constituent's opposition of the subject PUD
in making their final decision.

and Mayor Sue Finkam.
