However, we will need the following provided: 1. The construction of the additional drive will require a right-of-way permit and $5,000 license and permit bond. This can be applied for here: https://cw.carmel.in.gov/PublicAccess/login 2. A Board of Public Works request letter asking permission to add an additional curb cut on the property. This letter can be sent to Caleb Warner (cwarner@carmel.in.gov) for him to place on the next available BPW agenda. Resolved 8 1 Planning & Zoning Angie Conn 2/22/24 4:11 PM Comment Please describe the proposed building materials and colors for the accessory dwelling's roof and exterior walls. Responded by: Heidi Shurts - 3/13/24 4:46 PM The existing roof and vinyl siding will stay on the accessory dwelling, as they match the primary dwelling. The roof is 3-dimensional gray, and the exterior walls are light gray vinyl siding. The windows will be white vinyl, and the door will be a solid craftsman style in white as well. Resolved 9 1 Vectren Energy Chad Miller 3/6/24 11:40 AM Comment No comments on variance. Please be advised that the gas service line to the existing home will possibly be under the proposed driveway. According to our records, it is only 2' deep. It needs to be located and spot holed prior to construction. We will most likely choose to provide a monetary commitment in lieu of constructing the sidewalk, though we need to reach out to Alex Jordan regarding the cost of this and also if the right of way permit is necessary because there is also an existing gravel driveway currently that we are trying to replace with concrete. I thought there was an additional driveway being planned and not the existing one being improved. You will not need to submit a Board of Public Works request letter for this but we will still need a right-of-way permit for the work being proposed. The permit and associated bond are needed for any work within the City’s right-of- way or work that will be bringing large equipment onto a property from the City’s right-of-way. Here is the link to the City’s website that explains the permit requirements: https://www.carmel.in.gov/government/departments- services/engineering/right-of-way-information. If you have any questions regarding this after looking at this info, please feel free to reach out to our department. In regards to the sidewalk, I will defer to David Littlejohn to clarify the options. If you ultimately decide to make a contribution, an engineers estimate for the cost of designing and constructing the walk can be sent to my attention for review. If it is acceptable, a check for the approved amount can be sent to my attention and deposited into the City’s non-reverting Thoroughfare Fund. However, please discuss your options with David regarding this. In the tasks, it was mentioned we would need a right of way permit for the construction of an additional drive, but there is currently a gravel driveway that we are wanting to change to concrete. It is gravel going from the street passed the primary dwelling, through the gate to the garage (accessory dwelling), but very old, compacted, some spots covered in mud and grass. Additionally, this neighborhood has no curbs or sidewalks, so we will not require a curbcut, and there is not an additional driveway. Having said this, do we still need the permit? Additionally, since there are no sidewalks, not any at all on any of the streets within the neighborhood, is it necessary to add a 5 foot sidewalk in front of the home? If we choose to pay a monetary amount in lieu of installation, could you please advise to the cost of that so we can compare? 1 DEPARTMENT OF INFORMATION AND COMMUNICATIONS SYSTEMS 10701 COLLEGE AVE, SUITE A, CARMEL, IN 46280, PHONE 317.571.2576 TIMOTHY M.
