The existing facility is located at 4708 W 96th Street, which is on the north side of W 96th Street, approximately 500 feet west of the intersection of W 96th Street and Mayflower Park Drive and is zoned I-1. With these improvements, Irving Materials, Inc. is formally requesting approval of a Development Standards Variance to allow an exceedance of maximum height for the proposed silos associated with the development. The proposed improvements shall encompass the demolition of the existing concrete plant and installation of a new ±4,311 SFT. concrete plant facility. The project site sits on a ±3.30-acre site and will disturb ±9,673 SFT. The new concrete plant will have lights installed on the facility along with a new sign attached to the plant itself. The sign itself will not be illuminated but will have wallpack lights that will light the sign. Irving Materials, Inc.’s request is detailed within this informational packet, which includes a location map, building elevations, architectural plans, site plans, a photometric plan, and signage details. As illustrated, the proposed improvements are complimentary to its surroundings and comply with the standards and requirements of the Carmel Unified Development Ordinance, with the exception of the maximum height variance request associated with this docket that is scheduled to be heard by the Board of Zoning Appeals Hearing Officer at the February 26, 2024 meeting. Statement of Support The maximum height variance request is to allow proposed silos to a height of 86.8 feet tall. The maximum height for an I-1 zoning is 60 feet. The proposed plant building structure will only have a height of 54 feet, complying with the I-1 standards. Only the silos will exceed that height. Additionally, the existing silos that are on site are already have a height of 78 feet, so the proposed silo would result in an increase of 8.8 feet from existing conditions. Per the City of Carmel Unified Development Ordinance, a minor alteration constitutes the revision of 10% or less of the existing height, which would equate to a height of 85.8 feet (78 feet + 7.8 feet = 85.8 feet). Heights of 85.8 feet or less would not require a development standards variance; however, since our proposed height is 86.8 feet (exceeding the allowable height by 1 foot), a development standards variance is required. February 14, 2024//PZ-2024-00002 V – IMI W 96th St. Concrete Plant Rebuild//PAGE 2 of 2 Reasons this development standards variance request should be approved include the fact that the site currently operates as an existing concrete plant and its current use will remain unchanged, the project is zoned industrial and is surrounded by industrial uses so it is consistent with the adjoining area and comprehensive plan, the location of the silos will be set back from the W 96th Street right-of-way, and the proposed increase constitutes only a 1% increase over the maximum allowed height. Additionally, the proper function of the proposed concrete plant is contingent upon providing the 86.8 feet total silo height as the proper function of silos is based on gravity forces to deliver the material. In conjunction, a certain volume is needed to meet the required demand and the silos are sized for that production. TWX3 is ideal for higher mounting height applications such as industrial buildings, warehouses and schools. CONSTRUCTION Two-piece die-cast aluminum housing to optimize thermal management through conductive and convective cooling. The door is hinged on the side and can be removed for easy installation. The housing is completely sealed against moisture and environmental contaminants (IP65) and is suitable for the hose-down applications. FINISH Exterior painted parts are protected by a zinc-infused Super Durable TGIC thermoset powder coat finish that provides superior resistance to corrosion and weathering. A tightly controlled multi-stage process ensures a 3 mils thickness for a finish that can withstand extreme climate changes without cracking or peeling. OPTICS The advanced optical design uses both reflector and refractor technologies that work together to create superior illumination and further throw, getting the light where it is needed. The US-made borosilicate glass refractor is specifically designed to maximize light extraction and create a fully luminous luminaire for a better nighttime look. ELECTRICAL Light engine consists of high-efficacy LEDs mounted to housing to maximize heat dissipation and promote long-life (up to L81/100,000 hours at 25°C). The electronic driver has a power factor of >90%, THD <20%. INSTALLATION Designed for wall mounting above four feet from the ground. Housing is configured for mounting directly over a standard junction box (by others) or for surface wiring via any of three 1/2" threaded entry hubs. OPTICS The advanced optical design uses both reflector and refractor technologies that work together to create superior illumination and further throw, getting the light where it is needed.
