COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE MEMBERS PRESENT: Mayor James Brainard, Council President Joseph C. Griffiths, Council Members Richard L. Sharp, Kevin Kirby, Ronald E. Carter, Mark Rattermann, Fredrick J. Glaser, Clerk-Treasurer Diana L. Cordray and Deputy Clerk-Treasurer Lois Fine. Councilor Brian D. Mayo was not in attendance. Carmel Police Chaplain, George Davis, pronounced the Invocation. Mayor Brainard led the Pledge of Allegiance. RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS: Mayor Brainard introduced Nancy Chance, Good Samaritan Network. Ms. Chance presented an award to the Carmel Fire Department, Cam1el FOP and Carmel Financial for their help to those less fortunate within our community. APPROVAL OF MINUTES: Councilor Kirby made a motion to approve the Minutes of the January 22, 2007 Special Meeting. Councilor Sharp seconded. There was no Council discussion. Council President Gri ffiths called for the question. The Minutes were approved 6-0. RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL: Karen Carter (attachment I) Marnin Spigelman (D-1843-07, Z-500-06) 918 E. Auman Drive, Carmel, IN 11816 Harvard Lane, Carmel, IN COUNCfL, MAYORAL AND CLERK-TREASURER COMMENTS/OBSERV ATIONS: There were none. ACTION ON MAYORAL VETOES: There were none. I I I CLAIMS: Councilor Sharp made a motion to approve claims in the amount of$3,168,098.37. Councilor Carter seconded. There was no Council discussion. Council President Griffiths called for the question. Claims were approved 6-0. COMMITTEE REPORTS: Councilor Kirby reported that the Finance, Administration and Rules Committee had not met. Councilor Sharp reported that the Land Use, Annexation and Economic Development Committee met and discussed Ordinance D-1843-07 which will remain in committee. Councilor Carter reported that the Parks, Recreation and Arts Committee had not met. Councilor Kirby reported that the Utilities, Transportation and Public Safety Committee had not met. Remonstrators are not citizens who continually say No, they are citizens who are , expressing their opinions on a project that may have an effect on their health and safety and How it has an impact on their City. I and many others did not say No to Gramercy. We wanted proper set backs, Lower density and sidewalks and items that would make a good neighbor. Does this sound like we are saying NO? 2. council continues to say we are misinformed, I don't feel that citizens are misinformed ifthey get their information from the same departments of government as you do, such as Clerk Treasurer, Hamilton County Auditor, Department of Transportation, Department of Local Government of Finance. -'-v.n' . 11." .J~~~- 1". <".- -- - - '.' -" - .. --~.- ..-. ,-- ~.- ... .~~- . ..' ..... It is in my opinion the council continues to rubber stamps project without really taking the time to see how it will effect the cornmunity.
