Docket No. 175-02 ADLS Amend; 1425 South Range Line Rd. - Building ~evations
Petitioner seeks amended Architectural Design, Lighting, Landscaping & Signage approval to
modify existing building elevations. The site is located at 1425 South Range Line Road. The
site is zoned B-8 Business.

The applicant is requesting ADLS Amendment approval to modify the building fa9ade at the
above referenced property. Please see the information packet distributed with agenda last week
for details.
This site has been vacant for some time. As some may have noticed the building has been
painted white with green trim. This work was stopped when the applicant was informed that
approval by the Plan Commission was necessary to amend the approved design. In addition, the
sales use on the lot has not been issued a Temporary Use Permit. Such a permit cannot be issued
until after the Committee acts favorably on the ADLS Amend application or the building is
returned to the original colors.
The Department is not in favor of this request. With that said, we are not opposed to the activity
of Christmas tree sales on the lot. However, we cannot administratively approve both, or one and
not the other. We will not approve the Temporary Use for a period of time beyond December 31,
2002.
The Department would like to see the Committee approve the ADLS Amendment for a period of
time not to exceed 45 days, by which time the building would be returned to the original
approved design (including the colors). Another option on the building design would be for the
owner to return to the Committee with a complete upgrade to the site including landscaping,
improvements to the parking lot surface, lighting improvements, and a proposal for new signage
along with a suitable proposal for the building. The Department does not want to see this site
turn into a perpetual outdoor sales area. If the owner has a plan for reopening the building it
should be done so consistent with other properties in the vicinity.
The Department recommends that the Special Studies Committee approve the ADLS, in
part and for a specific period of time, allowing the temporary use after all concerns and
issues are resolved.
