I received your letter by FAX detailing your responses to my comment letter of
September 17, 2002. There are just two items I would like to discuss in more detail.
Item number 2 on my initial list was about tree protection and plan details. I would like to
see tree preservation details and the location of tree protection fencing on the landscape
sheet and other construction plans. If these are not on the construction plans,
contractors tend to grade right up to the property edge regardless of the tree roots they
injure, fence or no fence. Protective fences should be in place before construction
starts, they should be labeled with signs (DO NOT REMOVE. TREE PRESEVATION
AREA. FOR INFORMATION CONTACT... or similar), and their location should be on all
site, grading, landscape, etc., plans. I think earthwork is going on now at the site. It
would be nice to see the tree protection fencing go up before anyone on a bulldozer
takes out those edge trees.
In item number 6, my species recommendations are made with the long-term
maintenance and aesthetic conditions for the school system in mind, as well as the plant
health of the surrounding community. Landscaping is viewed as an ADLS commitment,
and the school will be asked to replace trees that die or can not be utilized for their
intended purpose (for example, an Austrian Pine that can no longer function as part of a
buffer screen because of diplodia tip blight). I'm sorry to hear that you had losses due to
this year's drought. It was particularly severe. Lack of moisture is the number one
reason for transplant mortality. There are species that are less affected by drought, but
many tiines those species are less desirable as landscape varieties. I wasn't aware that
any of the landscaping had been planted on the middle school site yet. Red maples,
hawthorns, and pines are very sensitive to drought damage as well, especially in soils of
a neutral pH like ours.
Please reply to the plan revisions requested for the tree preservation areas, and we can
discuss the species selection further if needed.

Enclosed are responses to the comments from your review of the Landscape Development Plans for
the New College Wood Elementary School site. Our responses correspond to the items listed on
your transmittal dated September 17, 2002.
1. AddItional shade trees have been added along Shelbome Road, as you have requested.
Please refer to the "bubbled" ,areas on the enclosed Addendum Drawing L2 for additional oak
and ash trees th!3t have been added. '
2. The existing tree line along the south property line has been preserved as a part of the New
Carmel Middle School Project. The protection of this tree line will be continued as a part of
the New College Wood Elementary School ProJect. -
3. Plant quantities have been added to the plant list, as seen on the enclosed Drawing L 1.
4. The comment "Root Flatr" has been added to the tree planting detail. as shown on the
enclosed drawing.
5. Reference to the 1996 Edition of "American Standards for Nursery Stock" has been made as
indicated on the enclosed notes.
6. We have made a sincere attempt to integrate suggestions from your comment list, such as
crabapple varieties, etc. The majority of the crabapple tree quantities have been switched to
those recommen'ded, but we still have maintained several groups of the crabapple trees
listed as "Snowdrift" and "Indian Magic" due to their grouping with identical trees for the
middle school site. We also have kept red maple along the College Wood Elementary
School SIde of the entrance boulevard, and other species to match those used on the middle
school site. With severe conditions this past summer, we have also experienced numerous
losses with some of the recommended varieties such as sugar maple, tulip, poplar, Douglas
fir, and others. We would be glad to discuss the species selection further, jf requested.

The landlord for Lakeside Corporate Center made an addition to the ADLS Amendment,
page 2, indicating that three Armstrong maple trees will be removed from in front of the sign
position. On behalf of 5MetaCom, Inc., I need to clarify this statement and explain that the three
Armstrong maple trees will be moved to the left of the sign position. The trees will not be
removed or destroyed. I clarified this fact over the telephone with the landlord; however, the
ADLS Amendment had already been placed in overnight mail and I did not believe it was
appropriate for me to change a notarized document signed by the landlord.
It is my understanding that by filing this ADLS Amendment on or before November 19,
this proposed amendment will be reviewed by the Special Studies Committee of the Carmel Plan
Commission on December 3, 2002. Please do not hesitate to contact me should you have any
