EXPLANATION
Duke Realty Corporation is the applicatant for this rezoning petition of approximately 29 acres of land
located at the northeast corner of 122nd Street and Pennsylvania Street within the City of Carmel. The
consenting owner of the property is Bankers National Life Insurance Company of Carmel, Indiana.
The application of Docket Number 166-02 Z contained herein requests the rezone of this property from
M-3 and R-1 to B-6. The requested zoning is consistent with the comprehensive plan in that the property
is located within a medium intensity regional/community employment center area as proposed by the
plan.

This rezone request is being made on a speculative basis but with some consideration to more detailed
evaluation of the potential uses. Contained within this package are two conceptual plans of how this
property might be developed. These plans, by no means, should be construed as final development plans
for this property and only represent two versions of many different versions of how this property could be
developed under the B-6 zoning. The B-6 zoning is being sought for this property since this particular
zoning seems to provide the most flexibility for the property when considering the adjacent existing uses
and the comprehensive plan proposal for this property.
