2. Docket No. 165-02 PV; Carmel High School Campus (plat Vacation)
The applicant seeks to vacate a portion Carmel wood Subdivision in order to modify the Carmel
High School Campus. The site is zoned R-2 (Residential).
Filed by Allen J. Cradler, AlA of Fanning/Howey Associates for Carmel Clay Schools.
The applicant is requesting that the Plan Commission approve a request to vacate a portion of the
Carmelwood Subdivision including parcels fronting on Audubon Drive and Sylvan. Action on
this request in no way reduces the review requirements that must be adhered to when the
petitioner submits the Special Use application to amend the existing High School site approval.
The right-of-way for portions of Sylvan lane, Audubon Drive and 2nd Street NE within the
subject area will need to be vacated by the City Council. That step would remove the existing
road segments. Upon vacation of the existing rights-of-way the applicant will simultaneously
dedicate new right-of-way necessary to construct the relocated Audubon Drive.
The Subdivision Committee forwarded this request to the full Plan Commission with 5-0
favorable recommendations subject to the applicant submitting a commitment addressing their
action to mitigate the impact, if any, on the two remaining homes on the south side of Sylvan
Lane. The applicant replied at the Plan Commission meeting with a letter prepared by their
attorney.
The Commission voiced several concerns regarding the letter. Comments included the desire to
see both properties purchased and incorporated into the proposed modifications.
Please find enclosed an exhibit provided by Paul Spranger addressing his concerns. In addition,
there was a letter enclosed with the Agenda last week regarding this request from Mr. Spranger.
The Department recommends that the Subdivision Committee forward this item back to
the full Plan Commission with a favorable recommendation after all comments and
concerns have been addressed.
