A copy of your comments is attached. In responding, I will use the same numerical designations as your comments. 1. There are four existing single family residences and miscellaneous accessory structures that will be removed, although not necessarily all at the same time. We will apply for the appropriate demolition permit(s). 2. The existing residences are served by wells and septic systems. We will apply for the appropriate demolition permit(s). There is no visible evidence of underground fuel tanks on the site. 3. Comment noted. 4. Edward Rose Development Company, LLC will be the developer. builder, owner and manager of the property. We will be happy to discuss the master permitting program if it applies to this project. 5. The multi-family units will be apartments. 6. The proposed apartment buildings will be 3 stories in height, the maintenance building is planned to be 2 stories, and the clubhouse will be one story in height. 7. Not applicable. 8. The proposed apartment buildings will have an automatic fire sprinkler system; the clubhouse and other accessory buildings will not. Draft stopping and one-hour occupancy separation methods will be shown on the architectural plans. 9. The apartment units range in size from approximately 670 to 1330 square feet. The apartment buildings range in size from approximately 19, 550 to 44, 900 gross square feet. I told Steve Hormann that he would need to work with BeE to start : foundations as I was not aware if the City allows foundation releases. Does the calculation sheet for sewer connection fees for each building I was previously provided by Dick Hill still stand? (Their sewer availability was already paid.) 2. That area was initially covered by Indianapolis Water. As it is now ours, do they now have to obtain water availability and/or connection permits from us? If you could let me know, I would appreciate it. They are anxious to come in for their permits, and wanted me to verify the status of anything that may still be outstanding. If infrastructure is already constructed and a commercial project is just connecting service lines to the mains, permit approval, as long as apppropriate fees have been paid, is not an issue. I believe they are a couple of weeks from coming in for their first actual building permits. (Although they may just be released for foundation initially.) An early release permit is usually only issued when welare dealing with one, or maybe two, houses in a brand new single family subdivision. In those cases, the utility companies would have to agree to release of the permits prior to the normally required elements being completed. In those cases, we then usually hold issuance of the utility permit itself and therefore/or, any type of a certificate of occupancy, until those items are completed. Or, we issue the utility permit itself and the building permit, but hold phases of construction or the final inspection until the items are , completed/approved. I don't know how you all feel about letting them come in for one or more permits, and having them start foundations or further construction without that infrastructure in place. Thoughts??? Sarah, I should have mentioned this when we talked, but some materials from the City of Carmel have mentioned that building permits will not be issued without the sanitary sewer being completely installed and accepted (this might only apply to single family subdivisions). We will not have the infrastructure installed when we apply for a buildin'g permit; we have really only started that work. But we will not need utility connections for 6 months or so, and will not have any apartments occupied until May/June. I Early in our zoning/ADLS process, Jon Dobosiewicz and/or Mike Hollibaugh indicated that we would be able to I get building permits ("model permits") before the sewer was installed. We would like to install footings and i foundations for as many as 9 buildings before the weather gets bad. I wanted to mention this in the interest of full disclosure, and also to see if there are any additional special steps we need to take because of this. We are also requesting the Knox Fire Department Connection Caps for the fire department connections for each building.
