BMP’s are designed for the benefit of water quality and quantity. There are two BMP’s proposed for this development:  Permeable pavers shall act as a BMP by collecting the runoff from the development. Runoff from the site shall sheet flow to the paver areas where it will be conveyed to the aggregate bed below. Sediment shall be removed as the runoff is filtered through the stone section. The BMP is located within the western most parking stalls and the fire access drive along the western perimeter of the site. It should be noted that the BMP owner shall not seal the pavement and shall warn future owners against the use of sand or other abrasives for snow or ice removal. Inspection & maintenance procedures shall be followed as outlined in this manual.  The overall property shall utilize the detention and water quality features within the Legacy subdivision. The original design of the Legacy accounted for this project site to outlet runoff to a basin that shall treat for both water quality and quantity. The Harvest Church development is located on the west side of River Road approximately 1,300 feet south of the 146th Street & River Road intersection in the City of Carmel, Indiana. Please refer to Appendix A for site drawings of the BMP’s. 4 Maintenance and Inspection Guidelines Maintenance and inspection as described below is the responsibility of the BMP owner. Any additional procedures deemed necessary by annual City inspections shall be incorporated into these guidelines. Routine Maintenance The owner shall be responsible for the following minimum operations for maintaining the BMP’s:  Removal of sediment, debris and litter from the storm structures, sumps, and overall development.  Inspect the permeable paver surface to check for any surface ponding that might indicate possible clogging of the pavers. In addition, no contaminants shall be dumped onto the pavers, or into the drainage inlets.  Inspect pavers for ruts, deformations, or broken units.  Any accumulated snow that requires plowing shall not be stored on the paver areas. In addition, sand or other abrasives for snow or ice removal shall not be used.  Prevent debris and grass clippings from being discarded onto the pavers. Additionally, all leaves shall be raked and removed in a timely fashion.  Mowing and/or trimming of the grass areas. All refuse & debris shall be collected and disposed of properly.  Maintain and update the BMP Operations and Maintenance Manual as necessary. Remedial Maintenance The owner shall be responsible for correcting and/or replacing any portions of the BMP’s in unsatisfactory condition. This includes, but is not limited to:  Repairing/replacing the storm sewer structures.  Replacing concrete end sections.  Replacing any broken or deformed paver units.  Replacing any portion of outlet conveyance pipe or underdrain piping.  Replacing riprap as necessary at all culverts.  Grading and reseeding eroded areas of the grassed areas. BMP Inspection Annual inspections of permanent BMP’s may be performed by the City. Routine inspections are the responsibility of the BMP owner. These inspections shall be accomplished as scheduled below: MAINTENANCE ITEM INSPECTION SCHEDULE Storm Structures & Sumps Quarterly and After Major Storms Permeable Pavers & Rock Chute Monthly and After Major Storms Miscellaneous Monthly 5 The approved maintenance plan and inspection forms provided in Appendix B shall be used as guidance for performing maintenance and inspections activities. These forms shall be retained by the BMP owner and produced upon request by the City. The City shall be notified of any changes in BMP ownership, major repairs, or BMP failure in writing within 30 days. Furthermore, an annual inspection report shall be submitted to the City of Carmel. All reports and notification shall be addressed to: City of Carmel - Department of Engineering Attn: Stormwater Administrator One Civic Square Carmel, IN 46032 In the event that the City finds a BMP in need of maintenance or repair, the City will notify the BMP owner of the necessary maintenance or repairs and give the landowner a timeframe for completing the maintenance or repairs. If the maintenance or repairs are not completed within the designated timeframe, the City shall perform the repairs or maintenance and bill the landowner for the actual costs for the work. All maintenance costs associated with the site BMP shall be the responsibility of the owner. Sediment Removal Sediment accumulation in the sumps shall be inspected on a quarterly basis and after major storm events. Sediment accumulation in the permeable pavers shall be inspected on a monthly basis and after major storm events. Removal of the sediment accumulation shall be completed as necessary as visual inspection indicates. At a minimum, the permeable pavers shall be vacuum swept twice a year to maintain the porosity of the system. The sedimentation and any other debris taken from the site shall be disposed of in compliance with all applicable Federal, State and Local requirements. The removal of sediment shall be accomplished by methods which will not disturb or destroy the inlet structures, piping, or paver surface. Immediate remedial maintenance shall be completed in the case of any of the aforementioned occurrences. Permeable Pavers In no instance, shall Coal Tar Based Parking Lot Sealants be used on site. Also, no sand or ash shall be used for control of snow or ice. 6 Statement of Compliance I hereby certify that I am the ______________________________ and duly authorized agent of (title) ___________________________, and that I have read the preceding manual and shall comply (company/agency) with all terms and requirements stated herein. Maintenance Permeable interlocking concrete pavements can be- come clogged with sediment over time, thereby slow- ing their infiltration rate and decreasing storage capac- ity. Figure 32 shows an installation subject to nearby construction that has brought sediment into pavement openings. Clogged surface openings are a major cause of hydrological failure. The rate of sedimentation depends on the amount of traffic and other sources that wash sediment into the joints, base and soil. Since the pavement is detaining runoff that contains sediment, there may be a need to eventually remove and replace the base material when the infiltration is reduced to such a degree that the pavement is no longer perform- ing its job in storing and exfiltrating water. Research by James (46) and practical experience have demonstrated that periodic removal of sediment in the openings will increase surface infiltration rates. Vacuum sweeping (without water spray) with normal recirculating air street cleaning equipment will loosen and remove sediment from the openings. Vacuum sweeping should be done once or twice annually, and the surface should be monitored for more frequent cleaning. Street cleaning equipment has the potential to vacuum stones from the pavement openings, so suction adjustments may be required. In more severe cases, vacuum equipment can withdraw soiled stones from the openings. They can then be replenished with clean aggregate. Regular surface vacuuming will maintain the infiltration performance of the pavement for years and reduce the risk of the base clogging. All permeable interlocking concrete pavements with an open-graded base should have an ob- servation well. The well is typically a 6 in. (150 mm) diameter perforated pipe. Maintenance below the surface of the pavers at least 1 in. (25 mm) that can be removed to observe the rate of ex- filtration. The cap should lock and be vandal-resistant. The depth to invert should be marked on the lid. As previously noted, the observation well is located in the furthest downslope position within 3 ft (1 m) from the sides of the pavement. Snow can be plowed from pavers as with any other pavement. Salt will infiltrate into the base and soil. Therefore, deicing salts are not recommended. If a unit cracks from soil or base settle- ment, it can be removed and replaced. Likewise, the same units can be reinstated after repairs to the base, drain pipes, liners, or to underground utilities. Sealers should never be used. Long Term Performance and Maintenance Agreements When carefully constructed and regularly maintained, permeable interlocking concrete pavements should provide 20 to 25 years of service. Their service life is measured by the extent to which they continue storing runoff. At some point later in the life of the pavement, it may no longer store the required amount of water to control runoff. In such cases, the pavers will need to be removed, the base materials and geotextile removed and replaced. Clogged or broken drain pipes will require replacement. Once new materials are in place, the same pavers can be reinstated. Removal and replacement of the base and pavers is an expensive operation. Other lower-cost alternatives may be possible such as cleaning or replacing selected clogged pipes (rather than the entire base and pipe system) or diverting drainage to another BMP. Ongoing maintenance and inspection are important to tracking drainage performance, sources of problems, and deciding on possible solutions. The owner of permeable interlocking concrete pavement plays a key role in maintenance and successful long-term performance of permeable interlocking concrete pavements. The owner should have long-term ownership and oversight of the property and be aware of maintenance requirements. A growing trend to ensure oversight is a maintenance agreement. It is typically be- tween the property owner and the local city or county, and the agreement is recorded and attached to the deed for the property. The model agreement presented below is applicable to many BMPs. It can be edited to suit local situations and customized for the maintenance of permeable interlocking concrete pavement. A list of maintenance items should be an attachment to this agreement, as well as an inspection schedule. This list of items to be inspected can be developed from the in-service inspection check-list in this section as well as from requirements established by the local government. A growing number of local governments are creating databases in which to place BMP inspection data. This provides continual documentation of care and performance. Figure 33.
