The Impact Fee Advisory Committee will meet to consider the following items:
1. Discussion of issues related to the next update of the Parks and Recreation Impact Fee.
Representatives of Baker Tilly Municipal Advisors LLC will meet with the committee to share
schedules and statistical information that they have prepared to assist the Carmel Clay Parks and
Recreation Department, the Impact Fee Advisory Committee, the Carmel Plan Commission, and the
Carmel City Council in analyzing the community’s parks and recreation impact fee.
a. 2025-2029 Zone Improvement Plan (ZIP).
Plan Commission Docket No. PZ-2024-00038 CPA.
The applicant seeks to update the Zone Improvement Plan, upon which the parks and recreation
impact fee is based, and to incorporate the ZIP into the Carmel Comprehensive Plan. Filed by the
Carmel Department of Community Services on behalf of the Carmel Plan Commission.
b. Parks and Recreation Impact Fee Ordinance Amendment.
Plan Commission Docket No. PZ-2024-00039 OA.
The applicant seeks to amend the Unified Development Ordinance in order to update existing
impact fee provisions, as well as their definitions. The proposal would renew the impact fee that is
currently imposed on new residential development to defray the cost of new parks and recreation
infrastructure, for an additional five years (from 2025 to 2029). Filed by the Carmel Department of
Community Services on behalf of the Carmel Plan Commission.
Note: The Docket Numbers listed above are scheduled for public hearing at the Carmel Plan
Commission meeting on Tuesday, April 16, at 6:00 p.m.
