The previous indivual plot plans were approved with an incorrect finished floor elevation of 811.49'... The updated
plot plans sent over have a corrected finished floor elevation of 813.43'... The finished floor elevation has
been raised by about 2 feet... Thanks
Clarification Note: They had previously rounded-up the finished floor elevation on the over-all building plan... It
was shown to be 813.5' instead of 813.43' . There is .OT difference in the over-all height (less that 1") due to the
previous rounding-up of the floor elevation. Hopefully this answers your question and is the information that you

Ed,
Engineering asked me to confirm that when you reported that the floor elevations were being changed to
match the overall building plot plan, that those have not changed from what was approved with the
subdivision construction drawings. Those elevations should remain the same, or be higher than what was
approved. If they are lower, you will need to contact Gary Duncan in the Engineer's office. Can you let me
know the status of those?

be as worried. We are awaiting permit approval to purchase lots from the delevoper as well.

I wanted to get you these corrected plot plans ASAP. In reviewing the plot plans, there were a few details that
needed changed to make them as accurate as possible. I have listed the items below.
(1) Shifted the entire building 1'~0" toward the front to lengthen the drives to 20' and 18' to the curbs.
(2) Corrected individual plot plan floor elevations to match the correct elevation that was noted on the overall
building plot plan.
(3) Corrected an elevation noted in the front of unit 1 05.
I am sorry for the inconvenience of the updated plans. Please let me know if you have any questions concerning
these updated plot plans. Thank you for all of your help.

Thank you Gary for including me your e-mail correspondences. I have spoken with Steve
Shaver from Metro Construction regarding the guardrail location. CurrentlYI Submitted
guardrail plans and details doesn't meet design criteria. HCHD have requested additional
design information little over a month ago and have not received the requested
information. I would like to resolve this prior to any permits being released.

Thanks Sara. I am glad that they have been put out there. We can tweak them as needed in
the field. Have you had any input from the HCHD related to the entrance in the short term?
I know that they are more concerned with the long term fate of the existing guardrail; but
they still may have some input for the short term.
That is great to hear about the utilities.

In answer to your questions/requests:
]-Orange construction barrels were installed last week and are currently in place. There
was some maintenance/repositioning of the barrels that occurred last week due to the snow
and plowing, but currently they are installed based on our understanding. We are happy to
modify as necessary at any time, however, for the purposes of obtaining the building
permit I would respectfully request that this item be considered satisfied.
-Sanitary sewer, water, and service laterals have all been tested and approved. I believe
that the Utilities dept was copied on Sarah Lillard's email of 2/8/07, and they have not

expressed any concerns with the release of building permits
I believe this addresses all of Engineering's items to the best of my knowledge.

Thank you for providing written commitments as requested.
Engineering supports the release of the building permits conditioned upon satisfying the
formal commitments outlined in the letter dated February 16, 2006 from Buckingham
Companies to the City and provided that the auxiliary lanes, as they are not in a state to
receive traffic, be barreled off with orange construction barrels so that they cannot be
used by the motoring public or the site and building contractors and any other measure
required by the HCHD. Such auxiliary lane closure measures needs to be installed
immediately or as soon as practicable given the weather conditions.
Also, please provide Code Enforcement with status of the sanitary sewer and water main and
service lateral testing prior to releasing the building permits. The Utility Department
may not support the release of the building permits if the piping has not passed the
required air, pressure and mandrel testing.

As it relates to the Sanitary Sewer, the Utility Department stated that the sewer you have
connected to is an interceptor. It is likely that this sewer will always be flowing full.
As it relates to the entrance, as you know, the current improvements in the right-of-way
are temporarYi as the placement conditions did not meet City specifications and the paved
areas were not proof-rolled. Metro has committed to removing the improvements in the
spring when the weather is favorable. The auxiliary lanes are also not installed per ~he
approved construction plans.
In order to release the building permit, Engineering requests the following as a formal

commitment from Buckingham:
1. Agree to remove and reconstruct the existing binder pavement improvements within the
right-of-way in accordance with the approved plans, in accordance with City specifications
and with all appropriate City inspections.
2. Acknowledge that Certificate's of Occupancy (either permanent or temporary) shall
not be issued until the entrance is installed in accordance with the approved plans.
3. Work with the Hamilton County Highway Department (HCHD) on approval of a final plan
to remove and replace the existing guardrail and to install any measures deemed necessary
by the HCHD to protect the bridge superstructure.
4. Installation of construction barrels and other measures deemed necessary by the HCRD
to protect the bridge superstructure and to minimize the potential for vehicles using the
auxiliary lanes to leave the roadway.
5. Agree to work with the City on partial or total reconstruction of the existing
drainage structures and inlets under the proposed auxiliary lanes. These structures may
not be in a condition suitable for the increase in traffic entering the developmenti
especially construction traffic in the short term.
I would be happy to meet on-site to review these requirements prior to providing the
formal commitment.

Thanks for taking the time to meet with me this morning. Per our conversation, in order
to obtain building permits for model homes at this location, the following is a list of
items, with current status indicated, that are required.
1. Water line installed with pressure and chlorination tests complete - Pressure test
complete, chlorination ongoing now.
2. Sanitary sewer installed and tested - Structures tested. Mandrel test to be
performed when the line isn't running full.
3. Curbs installed - Complete less the Right Of Way.
4. Storm sewer installed - Complete.
5. Asphalt binder installed - Complete less ROW. ROW partially installed in the ROW on
a temporary basis.
6. Street signs - To be installed by February 9.
7. Secondary plat recorded - complete.
Metro will resume work in the ROW when the weather permits, and coincides with Carmel
paving requirements. The binder asphalt installed today will be removed, the area proof
rolled, curbs installed and the area repaved to finished elevations. Prior to pavement,
no less than two existing storm structures will be reviewed by Carmel and Metro to see if
any remedial work is required.
From our meeting, it is our understanding that, common area sidewalks, utilities
(electric, phone, cable, gas) and landscaping wouldn't be needed for the model release
permit.
It is anticipated that model construction wouldn't start prior to mid February, and would
take approximately three months. Hence there would be no need to occupy by a sales force
prior to May 1 at the earliest. It is Metro's intent to be completely finished with all
improvements prior to that date.
Please let me know if any of this information differs from your recollection. Kindly pass
this onto the other Carmel officials having input so that any concerns can be addressed at

Thank you for drafting the email.
As it relates to the Sanitary Sewer, the Utility Department stated that the sewer you have connected to is an
interceptor. It is likely that this sewer will always be flowing full.
As it relates to the entrance, as you know, the current improvements in the right-of-way are temporary; as the
placement conditions did not meet City specifications and the paved areas were not proof-rolled. Metro has
committed to removing the improvements in the spring when the weather is favorable. The auxiliary lanes are also
not installed per the approved construction plans.
In order to release the building permit, Engineering requests the following as a formal commitment from
Buckingham:
1. Agree to remove and reconstruct the existing binder pavement improvements within the right-of-way in
accordance with the approved plans, in accordance with City specifications and with all appropriate City
inspections.
2. Acknowledge that Certificate's of Occupancy (either permanent or temporary) shall not be issued until the
entrance is installed in accordance with the approved plans.
3. Work with the Hamilton County Highway Department (HCHD) on approval of a final plan to remove and
replace the existing guardrail and to install any measures deemed necessary by the HCHD to protect the
bridge superstructure.
4. Installation of construction barrels and other measures deemed necessary by the HCHD to protect the
bridge superstructure and to minimize the potential for vehicles using the auxiliary lanes to leave the
roadway.
5. Agree to work with the City on partial or total reconstruction of the existing drainage structures and inlets
under the proposed auxiliary lanes. These structures may not be in a condition suitable for the increase in
traffic entering the development; especially construction traffic in the short term.
I would be happy to meet on-site to review these requirements prior to providing the formal commitment.

Thanks for taking the time to meet with me this morning. Per our conversation, in order to obtain building permits for model
homes at this location, the following is a list of items, with current status indicated, that are required.
1. Water line installed with pressure and chlorination tests complete - Pressure test complete, chlorination ongoing now.
2. Sanitary sewer installed and tested - Structures tested. Mandrel test to be performed when the line isn't running full.
3. Curbs installed - Complete less the Right Of Way.
4. Storm sewer installed - Complete.
5. Asphalt binder installed - Complete less ROW. ROW partially installed in the ROWan a temporary basis.
6. Street signs - To be installed by February 9.
7. Secondary plat recorded - complete.
Metro will resume work in the ROW when the weather permits, and coincides with Carmel paving requirements. The binder
asphalt installed today will be removed, the area proof rolled, curbs installed and the area repaved to finished elevations.
Prior to pavement, no less than two existing storm structures will be reviewed by Carmel and Metro to see if any remedial
work is required.
From our meeting, it is our understanding that, common area sidewalks, utilities (electric, phone, cable, gas) and landscaping
wouldn't be needed for the model release permit.
It is anticipated that model construction wouldn't start prior to mid February, and would take approximately three months.
Hence there would be no need to occupy by a sales force prior to May I at the earliest. It is Metro's intent to be completely
finished with all improvements prior to that date.
Please let me know if any of this information differs from your recollection. Kindly pass this onto the other Carmel officials
having input so that any concerns can be addressed at this time.
