EXECUTIVE ORDER
SF-2024-14
WHEREAS, Indiana's Access to Public Records Act, I.C. 5-14-3-1 et seq., as amended
(the "Act"), requires the City of Carmel to permit the inspection and copying of certain public
records; and
WHEREAS,the Act permits the City to require all such records requests to be in writing
on or in a form provided by the City; and
WHEREAS, as the Chief Executive Officer of the City, I have duty and responsibility to
enforce the laws as they relate to City actions.
NOW, THEREFORE, by virtue of the power and authority granted to me as Mayor of
the City of Carmel, Indiana, I, Sue Finkam, do hereby declare and order that, the prior Executive
Order JB-05 is hereby rescinded,and the following provisions shall be effective on and after March
, 2024:
All executive departments of the City of Carmel shall require all requests for City records
to be in writing on or in the City form attached hereto as Exhibit A, which form shall be made
available to the public on the City's website, and, upon request, in paper format at no cost. All
such written requests shall be promptly forwarded by the City employee who receives same to the
City Legal Department for review and handling.
