EXECUTIVE ORDER
SF-2024-15
WHEREAS,the Executive believes that,to ensure a prompt, consistent City response for
the necessary payment of claims, that a definition of signature authority for processing claims is
necessary; and
WHEREAS,the Director of each City of Carmel department is authorized to sign the claim
forms generated within the Director's respective department; and
WHEREAS,there may be an event that a Director is absent or unavailable to sign claims;
and
WHEREAS, it is necessary to submit the claim for payment with an authorized signature,
the Director may delegate in writing his or her authority for signature to a designated Deputy
Purchasing Agent. In the event, the Deputy Purchasing Agent is unavailable, the claim may be
submitted to the Chief of Staff for signature; and
WHEREAS, it is also necessary to provide a memo identifying the person(s) authorized
to sign claims, along with appropriate signatures, to be provided to the Finance Office annually.
Interim changes may be reported as necessary.
NOW,THEREFORE,by virtue of the power and authority granted to me as Mayor of the
City of Carmel,Indiana,I,Sue Finkam,do hereby declare and order that,the prior Executive Order
JB-03 is hereby rescinded,and the foregoing provisions shall be effective on and after March
2024:
