1. Docket No. PZ-2024-00034 OA: PRIF Credit Process UDO Amendment.
The applicant seeks to amend the UDO pursuant to Carmel City Council Resolution CC-01-08-24-01,
which directs the Plan Commission to consider amendments to UDO Sections 1.30(F), (K) and (L)
regarding the procedures for granting park and recreation impact fee credits. Filed by the Department of
Community Services on behalf of the Carmel City Council.

Additional notes about the proposed Ordinance:
This proposal is separate from the two subsequent docket items establishing Parks & Recreation Impact Fees for
the upcoming five-year period. This proposal was originated by City Council Resolution to revise the
procedures relating to the issuance of impact fee credits and is intended take effect immediately upon final City
Council approval.
Given the deliberation of the City Council and its Land Use and Special Studies Committee leading to this
ordinance proposal, DOCS has focused review on technical issues (rather than substantive) to ensure consistent
terminology throughout the UDO.
Recommendation:
Unless there are additional technical revisions to address, the Department of Community Services recommends
the Plan Commission sends this item to the City Council with a favorable recommendation.
