Hello-
This follows up my February 4, 2024 letter regarding strong opposition to the JGV PUD
changes.

South across 116 Street, in addition to the Church of Jesus Christ of Latter-Day Saints Temple,
is the privately owned neighborhood of Heritage at Spring Mill. Temple Drive is also a part of
Heritage at Spring Mill.
It seems the most recent traffic study, 6:30 a.m. – 8:30 a.m., 11:00 a.m. – 1:00 p.m., and 4:00
p.m. – 6:00 p.m., should have been done during the hours a Daycare would be open. With 160
children, there will be much more traffic during the open hours of the Daycare, not just the hours
considered in the study.
Another concern is non-homeowners of HSM using our common areas. We’ve already
experienced walkers, joggers, bikers, picnics, fishermen and sunbathers who are not
homeowners. Some of those trespassers have been rude and unruly, and the non-emergency
Carmel police department has been called.
“The Staff firmly believes that the most beneficial and logical plan would be to include the
Cunningham parcel into the JGV.” We understand that, but it should be a neighborhood friendly
business or store, as originally explained.
