Petitioner seeks amended Architectural Design, Lighting, Landscaping & Signage approval to
modify building and canopy exteriors. The site is located at 9601 North College Avenue. The
site is zoned B-3 Business.
Filed by David Olson of Village Pantry, LLC.
The applicant is proposing to make significant modifications to the existing building fayade of
the Village Pantry store at the northeast comer of 96th Street and College Avenue. The site is
zoned B-3 (Business) and such modifications require ADLS approval by the Plan Commission.
This item was discussed at the November Committee meeting. The applicant requested the item
be continued prior to the December and January Committee meetings and has removed the signs
in violation. The applicant has submitted no new information for consideration. The
Department will contact the applicant prior to the meeting and ask that they withdraw their
petition if they are not ready to proceed with discussion at the committee level.
The Department recommends that the Special Studies Committee approve the ADLS
application only after all comments and concerns have been addressed.
Background from last Department report:
As the committee may have noticed, the applicant has to date made modifications to the fuel
pump canopy at this location as well as the Village Pantry location at 106th Street and Michigan
Road. The department anticipates an application for amendment at that location to be filed for
review by the committee. Signage was added to the canopies at both locations has been installed
by the contractor in error (without sign permits and necessary variance approvals). It has been
removed at both locations. In addition the rendering of the canopy approved by the Commission
at the 106th and Michigan Road store was a solid color similar to the building elevation. If a
revised elevation is not approved by the Special Studies Committee the canopy shall be modified
to be consistent with the rendering submitted by the applicant with the original approval dated
April 15, 1997. At this location the Department would like to see the applicant explore a design
maintaining the existing brick front fayade (not painting over it) and connecting the canopy and
building design by the use of a consistent color. In addition, as there are no signs permitted on
the canopy the Department would request the removal of the canopy face lighting along with the
SIgnS.
Millions of dollars have been invested in this area of the community both by the City and the
private sector over the last year. A building design at this location is highly visible and needs to
be reflective of the quality of design established within the context of its surroundings..
