My grandkids and I have a favorite road in Carmel. We've heard rumors that
it used to be an Indian trail. Although the speed limit is 35 mph, we go
much more slowly down the tree lined road and have been richly rewarded by
glimpses of White Tail Deer, Red Tail Hawk, beaver, fox, raccoon, squirrel,
owl, pileated woodpecker, birds of Red (cardinal), Yellow (finch) and Blue
(bluebird and jay) flitting through the trees, and even a fat turkey that
stayed put for my entire trip to and from the Farmer's Market one Saturday.
But nothing stays put forever....not the animals, not the peace, not the
safety and definitely not the value of my home if the Ptatinum Properties,
LLC Development is allowed by you to proceed as planned.
Ah, the price of progress. In a time and place where progress is frequently
synonomous with GREED (let anybody try to convince me that this particularly
proposed slice of progress is not motivated by $$$, prosperity and increase
for some) for me, my neighbors, and the good people (and animals) of Carmel,
our increase will be:
Traffic noise and light pollution
Increased danger on the trail for ourselves and children
Increased concrete, asphalt, and general congestion
A view of more and More and MORE rooftops (I now see
treetops over my neighbors houses)
An 146th Street Clone slice of progress piercing the HEART
of Cherry Tree Road
I am writing you today to ask for your vote for peace, asthetics, safety and
value for the citizens of Spring Creek, Carmel IN 46033 when considering the
proposal put before you today, by Platinum Properties, LLC. Please do not
vote to disturb the peace of my neighborhood by heavy traffic noise and
congestion. Please do not vote to jeopardise the safety of my grandkids with
a busy road placed right next to our walking trail. Please do not vote to
mar the beauty of our landscape with high density housing. And Please,
Please, Please do not replace the prettiest road in Carmel, teaming with
wildlife, Cherry Tree Road.

Hello. I am writing as a concerned homeowner from the Spring Creek subdivision. I was present at
the public hearing on 11/19, and was glad to hear others present questions I was also thinking. My
house backs up to Cherry Tree Road, and my main concern is what will my family be looking at from
our back window? Now it is beautiful farmland with a buffer row of mature trees just past our
neighborhood walking trail.
What will happen to this tree line bordering these two neighborhoods? Will my children be able to
play in the backyard without having to shout over zooming cars on the proposed road? I would like
to see some sort of mound or a new border with mature trees to protect what is already there.
The value of our home is certain to go down as this new neighborhood is packed into that space. I
am also concerned about the increased traffic flow on Hazel Dell and the safety hazards along with
that. I am sure you are getting responses similar to mine and I hope you will weigh this public input
very seriously when you next meet.

I am writing to voice my opposition to the proposed thoroughfare for Cherry Tree Estates along Hazel Dell Parkway. I
understand that the next commission meeting is December 3, so I hope this will be timely. I live in the Spring Creek
subdivision just north of this proposed development. I am not opposed to the housing development per se, but am
concerned about the proposed traffic flow from the area. It is my understanding that the current Cherry Tree Road will be
replaced with a wider thoroughfare that may eventually reach River Road. Having the main exit for this subdivision at
Hazel Dell will create an influx in traffic right at the school zone for Cherry Tree Elementary School. This seems to me that
this creates an obvious potential safety issue by having two main routes converging right in a school zone and purposely
increasing the flow of traffic.
Aside from the obvious safety issue, general traffic flow is a concern as well. Even now, trying to exit from Cherry Tree to
south Hazel Dell requires crossing two lanes of traffic and a median, and I expect this current design will simply cause
backups onto the new road. I'm certain that one could argue that a traffic light would resolve the issue, but a red light for
southbound traffic on Hazel Dell would again impact the school zone by backing up vehicles right in front of the school. In
addition, this would then nullify the smooth traffic flow that is permitted by the roundabouts at 126th and 131st Streets. It
seems incongruent with the traffic plan for the area.
On behalf of my neighbors, I would also like the commission to review the planning for this housing development and
ensure that it is not providing an advantage to one group of homeowners at the expense of another. The south end of the
Spring Creek development currently has a treeline and walking path for our residents. The current plan for Cherry Tree
Estates does not indicate whether the treeline and walking path will be encroached upon or not. I ask that the commission
ensure that residents in surrounding developments - whether Spring Creek or Delaware Trace - are not having their quality
of living negatively impacted by this new subdivision. Just because these new homes are bigger and more expensive
doesn't mean that there should be deference to the new developer. The rest of us are paying our fair share of taxes as
well, and we deserve appropriate consideration.
I encourage the commission to look at other alternatives to this current plan, such as directing the traffic from this
subdivision to either River Road or 131 st Street where the route will have less of an impact on a school zone and the
current roundabouts can keep traffic flowing efficiently. Thank you for your attention.

i live on lot 18 in the spring creek area just north of the proposed
cherry tree estates. like most of my neighbors i dont appose the new
homes but i due appose the 4 lane road 20 feet from my property. we
attended the recent plan commission meeting reguarding the tree removal
and were blind sided by this raod which we had no notice of its
construction. the letter from the developer never mentioned a road.
now i ask you to help us postpone this project until we have some input as
to the roads location and some agreement on buffering.

Cherry Tree Proposal needs altered to include buffer between Spring Creek & Thoroughfare

We are opposed to the current Cherry Tree Estates
Proposal. This plan with its 4 lane thoroughfare
would cause a significant amount of traffic, lights
and noise in our community.
You will notice that Cherry Tree Estates Proposal
includes a 60 to 180 foot buffer between Hazel Dell
and their lots. They also have planned a 50 foot
buffer between the new thoroughfare and their lots. If
approved, there needs to be a similar 50 foot buffer
between the back of the Spring Creek Community and the
four lane thoroughfare. A small hill, pine trees or
fence should also be planned.
We are unalterably opposed to a 4 lane thoroughfare
running right behind our peaceful back yards. If this
plan is eminent, the Proposal needs to be altered.
Please take into consideration the residents that
already live in this community when reviewing this
proposal.

Cherry Tree Estates Proposal
Dear Planning Commission Members:
Last weekend my husband and I were horrified to learn of the Cherry TIE:!e, Estates proposal. If this plan is approved by
you it will have a terrible impact on our neighborhood.
Our first concern is the change of size and location of Cherry Tree Road. It appears that this road would be moved
right next to our walking path. This walking path is one of the amenities that drew is to purchase a home in Spring Creek.
It is where we push or babes in strollers, take walks with our families, spouses and pets. It is where our children ride bikes
and roller blade and where some of us jog daily. It is both private and nature's. On the plan we see no provisions to keep
this beautiful tree line. Why put a four lane road next to a path where our children play? Why a four lane road at all? This
would enclose our neighborhood with noise pollution from all the traffic. We all ready have Hazel Dell and 146th.
Our next concern is the high density of homes that is planned. Where are the green spaces, parks and walking trails
for all of these planned homes? Where will this neighborhoods children play? Where will the homeowners walk or jog?
This new neighborhood should be planned with the same amenities as Spring Creek. How many more vehicles will this put
on our roads?
Our last concern is the value of our homes. With the loss of privacy on our walking path, the new noise pollution, and
the enclosure by three major roads who will still be attracted to purchase a home in Spring Creek anymore?
We are sure each and every one of you have already saw the terrible impact this new proposal would have, and have
decided not to pass it on December 3rd. For those of you that have not thought this through, we invite each and every one
of you for a walk around our neighborhood trail to see exactly what the home owners of Spring Creek stand to loose.
Please do not turn the other way. Face us and tell us that the home owners of Spring Creek count in this community and
that our neighborhood matters. We urge you not to pass this proposal!

Delaware Trace (Docket No. 152-02 PP). The following is a list of my concerns:

forming a "T" at Hazel Dell Parkway. I studied the traffic reports that were done
for this proposal, and frankly, I think the results are an incorrect representation.
There is already "bottlenecking" on Hazel Dell as it changes from two lanes down
to one during the morning rush hour for motorists traveling south to work.
Another similarly large thoroughfare spilling out onto Hazel Dell around this very
spot sounds like accidents waiting to happen. I see from the proposed map that
there have been no provisions made for the southern edge Spring Creek residents
to block the presence ofa high traffic road (visual/noise). I also feel that Spring
Creek and Delaware Trace residents have been "slipped a fast one" since it wasn't
even mentioned in the certified letter we received.

configure this plan either keeping Cherry Tree Road where is currently is (with
obvious improvements, of course) or provide adjacent Spring Creek residents
ample space for a buffer, such as a 6-8 foot berm with a thick smattering of pine
trees. If there was already a plan in place to have a thoroughfare, does it have to
be right there? Why can't it bisect the proposed neighborhood and have people
choose to build next to the road as opposed to sneaking it in alongside current
homes?
2. The current proposal consists of273 homes, with the majority marketed towards
families. Where will all the children go to elementary school? At present, the
area elementary schools cannot sustain the current growth and re-districting is
already an issue with Prairie Trace Elementary.
I feel that the commission should have the developer provide more information as
to how this important issue will be addressed.
3. The proposed size ~t lots c()~pl'ed with the sheer numb~r qr'lots - this is high
density when you look at the size of homes that arepr8posed. A large $300,000 -
$500,000 hom~ with a side-entrygarag~ i~..a tight fit onto a 90' wide lot. These
homes will be "shoulder to shoulder!" I believe this does not fit the aesthetic
picture that the Carmel City vision holds.
I propose fewer and wider lots that match the price of homes, similar to Delaware
Trace.
4. The proposed removal of large amounts of mature forest is staggering. Not only
is this the last parcel of natural forest in our whole area, it is also the last habitat
for countless wildlife. There is literally no place for these animals to go!
I propose that the commission members limit the number of mature trees that are
cut down and ask the developer to provide for the proper relocation of the affected
wildlife.
I understand that the property in question will be developed, however, I believe that
the Carmel Plan Commission will listen to the concerns of the residents in the
surrounding area and make the right decision regarding how it will be developed.
And the right decision is to table the current proposal and look at other alternatives
that will enhance this community, and not create stress to it.

Dear Carmel Planning Commission Member,
We are opposed to the current proposal for Cherry Tree Estates. We will
share with you our concerns and our recommendations in this email. We are
Spring Creek residents, living in our home for over 5 years. We bought our
home because of the beauty of this area.
We understand that growth and development of this area is going to happen.
Our main concerns are the thoroughfare and preserving the green space and
trees in this piece of land. We feel the current plan is irresponsible
development for a number of reasons:
1. Prairie Trace Elementary and other Carmel schools are already
overcrowded, what will happen when hundreds of new children are introduced to
the school system.
2. We are opposed to the destruction of current wooded areas in order to
make building easier. Homes should be built with the preservation of trees
in mind.
3. We regularly see deer and other wildlife in the wooded areas along Cherry
Tree Lane. These plans will destroy the wildlife's habitat. What will be
done to relocate the wildlife?
4. A new major thoroughfare behind our subdivision is unnecessary 146th
Street and Hazel Dell Parkway are major 4 lane roads and within a short
distance of the proposed road. Our neighborhood has small children, a major
road as drawn is not safe for our children. This road will also adversely
affect our property values. We have no interest in living between highways.
5. This number of homes may have dramatic impact with our water table. How
will this be addressed.
6. A "sea of homes" as this is proposed, will adversely affect our property
value.
We would like to see:
* Current Cherry Tree Road preserved. While this is a short road, it is
one of the most attractive in the area.
* The major thoroughfare between Hazel Dell Parkway and River Road should
be 146th street. A major road between Spring Creek and Cherry Tree Estates
as drawn is an unwanted solution. We understand that these homes need an
access road. A road within their new subdivision should be built.
* More green space and trees need to be built into the plans. We are
very concerned about the environment and wildlife. Why are we cutting down
trees? Plan the neighborhood with more green space and leave trees alone
that are adjacent to our neighborhood.
* Finally, our Spring Creek Walking Path is a major concern. Our path is
used and valued by Carmel residents in the following subdivisions: Spring
Creek, Ashmore Trace, Ashton, Avian Glen, Plum Creek, and Delaware Trace.
The beauty of the path must be preserved. The major thoroughfare proposed
will run alongside our walking path, eliminate trees and pose a serious
safety hazard for our children. This is unacceptable.
We appreciate the opportunity to share our opinion with you. As tax paying

Concerning Cherry Tree Estates Proposal

Dear Carmel/Clay Plan Commission Members,
I am writing regarding the Cherry Tree Estates development plan recently presented to the City Council. I am a home
owner in the Spring Creek subdivision directly to the North of the proposed development. While I always anticipated that
this area would eventually be developed and that we would have home adjacent to my property, I am most concerned
about the inclusion of the proposed major east-west thoroughfare that would run along Spring Creek's southern border.
The inclusion of this road directly next to our subdivision's border would have a negative impact on my home's aesthetics
through large increases in traffic, noise, and lighting (both from cars and roadway lighting. Our subdivision has a walking
trail that would appear to be directly next to this road, which is currently enjoyed by many families and young children and
which might not be safe if it is adjacent to the proposed roadway.
From the map of the proposed development, it appears that a buffer zone has been placed between the new houses of
the development and this new road, while a buffer between this road and our subdivision has not been included. I suggest
that at the least, a similar buffer between our subdivision and this road be included as exists between subdivisions along
146th street. This usually consists of a grass buffer and a tall fence that exists to block light, traffic, and noise. An
alternate strategy would be to move this road into the middle of the proposed development, if it is needed at all. There is
already a major East-West road to the North of Spring Creek (146th street) and I'm unclear what is gained by the new
proposed road. Similar East-West roads are not common to the west of hazel dell between 146th and 131st streets, so
why is the new road really needed?
I would understand and could have anticipated a new road that would serve only to provide access through the new
subdivision, but am strongly opposed to the new major thoroughfare as it has been proposed. I also understand that this
road was not part of the original plan proposed by the developer, but was asked to be included by your commission!
Thus, I don't see this as an issue of what a developer can do with his property but of a potential problem that the city has
created. I'm sure that the plan can be revised to address the concerns of Spring Creek residents and I'm depending on
you to do this.

cherry tree estates issues
I would like to express my concern over the devaluation of my property due to the development plan you will be voting on
soon. I would like to retain the trees on the north side of the development and not have another multi lane road. I think the
plan is not considerate of the neighborhoods already there. Please rethink this plan and allow for the mutual benifit of the
existing homeowners and the newer ones. This issue is obviously very important to me. I hope you will reconsider the
north side plans.

Dear Carmel Plan Commission Members:
We are residents of Spring Creek. Our property is Lot # _29_ bordered by
Cherry Tree Road and Stream Side St. We would like to go on record with our
objections to the proposed planned neighborhood named _Cherry Tree Estates_,
for the following reasons:
* As it is now, when people walk the trail
around our neighborhood, we have no privacy because the walking trail is
so close to our property line. Once the four-lane road is constructed, what
little area we have between our yard and the road will disappear, giving us
even less privacy, than what we don't already have.
* Cherry Tree has become a busy street. Four
lanes will make it a speedway.
* Speeds are already at, or above, 45 mph behind our home
now. Do you know what kind of noise and fast traffic this 4 lane proposal is
going to produce? Have you thought about all the trees you are going to
destroy and the wildlife you are going to destroy and their land you are
destroying and the beauty you are destroying so you can squeeze MORE homes
into a small, congested, tree-less neighborhood? How ugly is this going to
look? Think about it. And think about what you're ruining.
* Your proposed 4 lane road is closer to our house than it is to
your new proposed homes! Now we will fear cars and trucks plowing through
our home at any given time! This road, now, prohibits trucks; and speeds
above 35 mph. There are so many trucks and speeding vehicles each and every
single day, you would not believe it.

We do not want a "Keystone Avenue" behind our home!
*
Our privacy is at stake here and so is our "peace" of mind.
* We have so many children that will loose the
use of their yard because of the fear of traffic.
* Many neighbors are planning on selling their
homes because of the fear of what this proposal is going to present to them.
* We the onslaught of for sale homes - new
homes in the same area will not look very desirable.
* The few trees that provide greenery and
shade will all but disappear.
* Planning a new neighborhood is one fact we
have to contend with; however, a four-lane road out of what was once a
lovely country road is a travesty for not only our neighborhood but also
every community on Cherry Tree Road.

Please take some heart in what young families feel and need who are already
living in these neighborhodds - and not let this be a $ (money) decision.
