After your credits of $15,091.00 for Bellewood and $64,963.00 for Cherry Creek Estates were applied, the balance of$72,285.00 was satisfied by the receipt of check number 10469 on May 31, 2006 in our office. This fee included payments to the City of Carmel for commitments related to Heather Knoll, Long Ridge Estates, and Guilford Townes. These commitments have now been satisfied. It is also intended to identifY areas where additional measures may be required to control erosion and sedimentation. All practices recommended in this report should be evaluated as to their feasibility by a qualified individual with structural practices designed by a qualified engineer. All erosion and sediment control measures shall meet the design criteria, standards, and specifications outlined in the "Indiana Handbookfor Erosion Control in Developing Areas" or similar guidance documents. Street inlet protection needs to be refreshed in several cases. Bryant Stoeppelwerth & Associates, Inc. 9940 Allisonville Road Fishers, IN 46038 RE: Traffic Calming Design Dear Mr. Bryant: The Department of Engineering is requesting that the traffic calming designs, or neck-downs, that were constructed in Section I B of Cherry Creek Estates, be eliminated from consideration in all future sections of Cherry Creek Estates. While we did request the addition of a neck-down in our original project review of Section 3, we did not fully realize the implications of this design at that time. Now that three of these have been constructed in Section IB, we foresee the following problems with the design: I. The effectiveness of this type of traffic calming installation is limited because of the absence of vertical or horizontal deflection. 2. Could pose a danger to the general public, particularly in inclement weather conditions when visibility may be impaired or curbs are hidden from view by snow, fog, etc. 3. Neck-downs will make snow removal more difficult. Additionally, the neck-downs could pose a visibility and safety concern for our Street Department snowplow operators. 4. Roadway maintenance, particularly resurfacing and curb repair, will be more difficult. 5. The neck-downs will make right turning movements for emergency vehicles very difficult. 6. Neck-down installations produce a geometry that will require bicyclists to briefly merge with vehicular traffic. 7. On street parking could make maneuvering through the neck-downs more difficult. The lots in sec. 1 are graded and have been that way for some months. The area west of the ditch looks totally completed. Twenty- thirty feet behind the curb has been dormant seeded and mulched. The pads have not been seeded and mulched. Grading continues on the area east of the ditch. Model homes are being constructed near the entrance with Hazel Dell Road. Perimeter protection has not been installed for all building sites. Construction east of the ditch has halted due to weather conditions, home construction has started. No temporary seeding. We have not yet received your comments and hope to receive them soon. Our intention is to begin tree clearing operations around March 16, 2003. In addition, I would like to take a moment to outline our intentions for the clearing and tree preservation operations. As you have seen in the construction plans, we have provided a clearing plan with specifications prepared by Vine & Branch, Inc. I have also attached a copy of the Tree Clearing Specifications prepared by Vine & Branch that was used to prepare the plan specifications, and this report will be provided to the clearing contractor to review when bidding and completirg:the clearing operations. We have also contracted with Vine & Branch Inc. to provide Arboricultural Consulting services. Example services to be provided by Vine & Branch are (1) marking tree preservation zones prior to clearing operations, (2) install tree protection fencing following clearing phase and prior to construction phase, (3) mark high risk trees for removal within the tree preservation areas, (4) inventory trees in custom clearing zones and mark those to remain, (5) install protective fencing in custom clearing zones before clearing commences, and (6) site inspections during clearing and construction phases. Finally, I plan to complete a meeting on-site with you, Vine & Branch, the clearing contractor, the excavation contractor, the home builder and myself prior to any work commencing to make sure that your expectations are met. Please take a moment to review the attached specifications and our construction plans as soon as possible so we can have ample time to address any concerns you may have. The proposed site will have an access point to Hazel Dell Parkway located within a school zone. The speed limit within this school zone is 25 mph. Therefore, vehicles exiting the proposed site will enter a traffic stream that has a reduced travel speed. . The proposed east/west roadway will connect Hazel Dell Parkway and River Avenue. The proposed alignment of this roadway will allow for the connection of many near-by subdivisions. The connectivity provided by the proposed roadway should allow for a significant dispersion of traffic over the near-by roadway network. . The abandonment of Cherry Tree Road will shift traffic from the existing Spring Creek subdivision onto the proposed east/west roadway and to the intersection of this roadway at Hazel Dell Road. Provide for a 20 foot tree easement along the boundary between Cherry Creek Estates and Delaware Trace. This will preserve the existing trees along this line and keep any drainage excavations away from the tree line. This was proposed by the developer on the December 3rd Subdivision Committee meeting. 2. To compensate for trees removed elsewhere, require the developer to plant (or relocate) 5 to 8 trees of substantial caliber in the tree easement mentioned above. This was also proposeded by the developer on the 12/3 meeting, however the species and caliber of the trees were not specified. 3. Specify that the houses on the lots that back up to Delaware Trace be constructed with 4-side brick. 4. (a) Adjust the lots widths of Cherry Creek Estates (CC) lots 81 through 93 to be compatible with the lot widths of Delaware Trace (OT) lots 136 through 144. A proposed solution is shown on the attached drawing. This changes the nominal 90 foot frontage oflots 86, 87, 89, 90 and 91 to 120 feet, and widens lot 93 from 105.6 to 135.6 feet. Because oftheir shape, DT lots 142, 143, and 144 are wider than 120 feet at the interface with CC, and it is not proposed the CC lots match. Instead, a width of 112.5 feet is proposed for lots 81, 82, 83, and 85. Three (3) lots will need to be eliminated, 84. 88, and 92. (b) Provide additional separation between CC lot 94 and DT lot 135. The tree easement requested (item 1) needs to apply to lot 94 as well. Because of the east-west orientation of lot 94, the tree easement will encroach upon the side of this lot, and additional lot width is required. This may require the elimination of another lot, depending upon how the developer revised his plat for the 12/3 meeting. It is believed that the developer will be able to partially offset the loss of these 3 or 4 lots by increasing the price of the larger lots that remain. It is also believed that the larger lots will encourage more expensive homes, which should compensate for the loss of home sales revenue. The net result is a row of homes that will be closer in value to the homes in Delaware Trace. These requests are consistent with the Department of Community Services' desire to "eliminate barriers" between communities. Aligning the lot lines, providing a tree easement, and reforesting the area will provide a smooth transition between the 1.2 density of Delaware Trace and the 1.8 density of Cherry Creek Estates. We will discuss these in detail in the sub-committee meeting on Tuesday December 3rd. Roadway & Traffic Issues - We have met with development staff and the city engineer to confirm the location, design and construction staging of a new roadway that will traverse the property from Hazel Dell Boulevard on the west to the eastern boundary (as shown on the Carmel Thoroughfare Plan). The roadway will be constructed in phases as Platinum develops the property. The new road will initially be constructed with two 18' wide lanes separated by a 24' grass median. The median space will allow for the addition of two lanes in the future. The roadway also includes a new bridge over the Vestal Ditch and an abandonment of a portion of Cbeny Tree Road. Platinum will present a detailed cross section of the road at the meeting on Tuesday evening. Plan Revisions - We have made revisions to our initial plan. These revisions were made primarily to address the preservation of larger more meaningful areas of large trees. We also adjusted for the necessary right of way for thoroughfare plan and provided perimeter buffer areas that will not be compromised by drainage construction. We will review these changes in detail at the sub-committee meeting. Our current plan has 271 home sites, 2 less than originally presented. The density of the neighborhood is 1.8 homes per acre. This plan is consistent with the allowable base density without taking any additional credit for bonus density allowed under the Ro.S.O. Based on the amount of common area provided (52 acres / 34.7%), the site would be entitled to over 300 home sites. Tree Preservation - At the direction of Scott Brewer, Platinum Properties employed Judson Scott, a Registered Consulting Arborist with Vine and Branch, Inc. to perform a "Woodland Analysis" of the site and follow up with a "Tree Preservation Plan" for the property. Both are enclosed. We have made significant revisions to the original plans to accommodate recormnendations included in these two reports. While it is not practical to save all trees, we have paid special attention to the large woodland in the western portion of the property (our new plan shows over 340' of undisturbed woodlands from the Hazel Dell boundary), the perimeter tree lines that provide screening from adjoining neighborhoods and the riparian corridors along the two creeks. ... ... Platinum Properties has met with Scott Brewer on three occasions regarding our plans and their subsequent revisions and he is pleased with the efforts as well as the results. Platinum has committed to employ Vine and Branch, Inc., under the direction of Scott Brewer to facilitate cooperation and compliance with the tree preservation plans. Landscaping and buffer yard treatments - Tuesday we will indicate on our new plan where we will be adding landscaping / reforestation to the property. The areas of special consideration are the median in the new east / west roadway, the corrunon area between the new roadway and Spring Creek to the north and in certain areas of open space on our site. These additions have been discussed and welcomed by Development Staff and Scott Brewer. Wddlife relocation - We have heard from members of the Plan Commission and the public about wildlife concerns. The following has been determined: 1. Increase right-of-way of the east/west collector to 80' per Thoroughfare plan. 2. The east/west collector shall be divided by a l2-foot wide median broken at the intersections. Use chair-back curb on medians and outside of lanes. 3. Provide 22' width back-of-curb to back-of-curb for each travel lane. 4. Provide a 10' multi-use path only along the south side of the east/west collector. Maintain a minimum of 5' between the path and edge of curb. 5. Weare requesting that additional right-of-way be provided at the future intersection of Cherry Tree Road and the east/west collector (southeast and southwest quadrants) that would accommodate the construction of a roundabout in the future by the City or developer of real estate to the north of the subject site. 6. Improvements to Hazel Dell Parkway will be required. This may include but is not limited to median installation, construction of left turn lanes and added travellane(s). Please be advised that additional comments will be made once a copy of the study being prepared by your traffic consultant has been received. The necessary level of improvements to Hazel Dell will be determined as part of the Primary Plat approval. This configuration is modified somewhat from the maximum improvement identified in the Thoroughfare Plan. The Plan calls for 48' of pavement (four lanes) with separated 10' multi-use paths on both sides within an 80' right-of-way. Please submit a revised Primary Plat with above-mentioned changes. Comments will be made after a landscape plan has been submitted. Lakeside Park. Section One: The Landscape Plan for the Secondary Plat and Construction Plans does not meet the Open Space Plan, Landscape Plan, Buffering requirements, and Tree Preservation Plan commitments submitted for the approved Primary Plat received by this office on August 29, and September 10, 2002. The Secondary Plat plans and Construction plans must meet, or equal these approved plans. Sheet 6 shows the installation of a storm sewer between yard inlet 159 and yard inlet 160. This sewer installation bisects a tree preservation area (Common area #1). The installation by trenching through this tree preservation area is not acceptable. Sewer installation through tree preservation areas must be accomplished by tunneling to sufficient depth not to injure trees in the woodlands; otherwise, drainage should be accomplished by grading, earthwork, or trenching outside the tree preservation areas. These woodland preservation areas are primary natural openspace conservation areas. Lakes at Havden Run, Section Two: Four "street trees" shown along Lorenzo Boulevard on the Primary Plat are missing from the Secondary Plat landscape plan for Section Two. These need to be replaced. The developer's commitment to plant at least one large maturing shade tree near the street but outside the right-of-way in the front of each lot not on Lorenzo Boulevard (a county thoroughfare) must be included in Section Two as it was in Section One. The individual amounts for species are missing from the submitted landscape plans. These must be added to the plan. The Primary Plat Landscape plans show the woodland on the north perimeter being saved in its entirety. The Section Two plans show an encroachment into the woods by lots, a drainage easement, and a 6' asphalt path. Sheet 22 shows Tree Preservation Detail F (fencing), but there is no corresponding fencing on the Landscape Plan. This woodlands in its entirety is a primary conservation area on the open space plan for this subdivision as submitted to the Carmel Clay Plan Commission on October 21,2001, and subsequently approved. This issue must be resolved before this plan can be approved. Fence row or native trees along the north-east perimeter should be preserved by utilizing tree protection measures as well. Villaoe of West Clav, Helen Wells Buildino: The Villas at Sweet Charity Farms: Landscape plans must include planting notes and graphic planting details. Please also include a diagram detailing required bufferyard plantings and proposed plant numbers. Anyadditional shade trees committed to be planted in the front yards of lots must be near the street but outside the right-of-way. Please detail the species of the 102 shade trees committed for the 51 lots on the landscape plans. Additional plant materials for buffering should be added behind Lots 1-7 and along the path between Benevolence Court and Beaument Boulevard South to screen views into the PSI property. More should be added along the east perimeter south of Lot 27. It my suggestion that the open drainage on the south east corner be graded outside the existing strip of brush and woods. . '\ u (;) Laura Vista Subdivision: Due to the wildlife in this area, connectivity of the common areas should be a priority. The US Fish and Wildlife Service has acknowledged this riparian corridor (forested floodplain) as an ecologically sensitive area (possible habitat for the federally protected Indiana bat) that should not be disrupted. A written tree preservation plan needs to accompany the secondary plat including graphic details of the tree and all woodland protection measures. Wooded common areas need to be listed as tree preservation areas on the plat and in the neighborhood covenants. Requirements and allowed activities must be detailed for tree preservation areas within the neighborhood covenants. If a monument sign is proposed, a plan of the sign the required landscaping must be submitted. There has been no landscaping plan submitted at all. If one is not proposed, a written explanation must be provided. I will be glad to meet separately and on site if needed. Shade trees should be planted along the portion of the multi-use path from Laura Vista Drive west to the woods. (Path on plat?) Clay Terrace: There have been significant changes between the Rezone PUD plan and the Development plan currently submitted. The current plan does not include any landscaping, tree protection, or reforestation plans as required with the Rezone application. Comments will be made when those are submitted. The areas to plant the required landscaping and reforestation seem to have significantly lessened due to changes in storm water detention and change of layout. This soil has severe limitations for local roads because of low strength. The base material of roads needs to be strengthened with suitable material. Sleeth loam- this nearly level, deep somewhat poorly drained soil is in slight depressions on broad terraces. Permeability is moderate, water capacity is high and the water table is at a depth of I to 3 feet in the winter and early spring. This soil is poorly suited for urban development. The main soil features that adversely affect engineering uses of this soil are a seasonal high water 1 ' (;) Q table, high potential frost action, and moderate permeability in the subsoil and rapid permeability in the substratum. Additional information about soils is available in the "Soil Survey of Hamilton County". The engineer and/or developer should consider the need for an onsite soils investigation. I have reviewed the plans for this project and have the following comments: . The water table is high and persistent in some of these soils. Basements should not be constructed in those soils with high water tables. . Much of the site is underlain with sand and gravel and is not suitable for constructing wet ponds. Wet ponds can leak or the pond liner can fail. Dry ponds or grassy infiltration areas are recommended. . A watershed area north of the project needs to be included in the storm water system. . It would help if the underlying topo showed all the woods, houses, roads and other features. . The plan protects the floodplain except for lots 168- 176.
