That being said, I write to express both my and my husband’s opposi?on to the proposed amendment to the Jackson’s Grant Village PUD which would add a 10,000sf childcare facility with capacity for 160 children. I feel like this situa?on is a broken record of proposals that have been presented since 2010. Let me clarify We speak from a long history of residency in neighborhoods in the vicinity of 116th and Springmill. We lived in Springmill Streams (just north of Jackson’s Grant) from April 1995 un?l November 2019, when we moved into the Bridgemont neighborhood in Jackson’s Grant. Star?ng in 2010, we began closely following proposals to develop proper?es at all 4 corners of 116th and Springmill. We a?ended Plan Commission and City Council mee?ngs, either in person or virtually, where proposals for The Bridges and Jackson’s Grant were presented. We ac?vely remonstrated against the increased density that would be associated with increased commercial and residen?al development. As these projects were built, we noted an exponen?al increase in traffic and conges?on in the area, in spite of the ‘improvements’ in surrounding roads that DOCS assured us were happening. These traffic increases occurred before the opening of Clay Center Elementary School, and prior to the current construc?on projects of The Steadman at The Bridges and single family homes and townhomes at JGV. Specifically related to commercial development and the childcare proposal for JGV, I have reviewed the proceedings of the Council’s Land Use Commi?ee mee?ng in August of 2020. It was noted at that mee?ng there was considerable opposi?on from the neighbors to commercial development of any sort. In the end, there were some concessions from the developers which included the following: -commitment to a smaller commercial footprint -no building >7500sf in size -no tenant occupying >5000sf In addi?on, representa?ves from DOCS (Jeremy and Rachel) made the following statements regarding the commercial space and the concerns regarding traffic: -when the document outlining uses of the commercial space was being discussed, Rachel stated they were ‘trying to prohibit a lot of cars from coming & going at the same ?me.’ -Jeremy and Rachel both agreed that there was a need for a new ‘count’ on traffic in the area. The last traffic study was done in 2010, prior to ANY of these major developments, including the building of Jackson’s Grant and the opening of Clay Center Elementary. -both noted that the mul?lane to single lane northbound at 116th & Springmill needed mi?ga?on. 1 Based on discussions at recent mee?ngs, it appears that no such ‘count’ has been undertaken, and ‘prohibi?ng a lot of cars coming and going at the same ?me’ seems to have gone by the wayside. It is important to note that the issue of commercial development at the NW corner of 116th and Springmill has been in discussion since Jackson’s Grant was proposed. The ini?al plans had commercial property, but a?er nego?a?ons with surrounding neighbors/neighborhood HOAs, commercial space was dropped from the proposal. When it came up again in 2020 with the JGV proposal, a compromise was reached limi?ng the size and the type of tenants allowed in the commercial space. Even with those limita?ons, the Plan Commission forwarded the proposal to Council with an unfavorable recommenda?on. In spite of that, Council approved the proposal. Now here we are yet again arguing for increasing the amount of commercial space by 50% AND doubling the amount of space a single tenant can occupy. I hope you can understand how we feel con?nually duped by the developers, DOCS, and the Council. Please know that we are not opposed to a childcare facility if it conforms to the compromises previously agreed upon. We moved to JG because we liked being around not only empty nesters but families. We s?ll do not believe that a commercial ‘node’ is needed in JGV, but had come to grips with the decision previously made. We do not support the most recent changes proposed for the 10,000sf childcare facility catering to 160 children. Thank you for your considera?on of issues that have con?nually plagued those of us who have lived in the 116th and Springmill area for >10 years.
