HomeMy WebLinkAboutMinutes Sub 01-04-00 u CARMEL/CLAY PLAN COMMISSION SUBDIVISION COMMITTEE JANUARY 4, 2000 The regularly scheduled meeting of the Subdivision Committee met at approximately 7:00 PM on January 4,2000 in the Caucus Rooms of City Hall, One Civic Square, Carmel, Indiana. Members present were: Marilyn Anderson; Kent Broach; Leo Dierckman; Ron Houck; Norma Meighen; and Tom Yedlick, Chairperson. Steve Engelking, Director, and Terry Jones were present representing the Department of Community Services. Item 1. Docket No. 104-99 SP, Eagle Ridge, Section 1 Petitioner seeks approval of 102 lots on 51.43 acres. The site is located south of the intersection of West 121 st Street and West Road. The site is zoned S-lIResidential. This site is being developed under the old S- 1/Residence Ordinance. This item returns to the Committee due to a no decision vote of 3-2 at the December 7, 1999 Subdivision Committee meeting. Filed by David Sexton of The Schneider Corporation for Dura Development Corp. u Dave Sexton of The Schneider Corporation appeared before the Committee on behalf of the petitioner seeking Secondary Plat approval. Marilyn Anderson shared some background information with the committee. At the time of Primary Plat approval for Eagle Ridge, there were three conditions as follows: 1) The restriction of applicationslbuilding permits to a cumulative rate not to exceed 50 dwelling units per year beginning with the date of the petition's approval; 2) If the ground is not available for passing blisters on 116th Street and 121 st Street, the developer will install left turn lanes east bound on 116th Street and west bound on 121 sf Street as an alternative, and curving the roads into the petitioner's property enough to accommodate the turn lanes -- all of which is subject to Hamilton County Highway approval; and 3) The developer was to make timely repairs or resurfacing to County specifications on 116th and 12181 Streets as a result of any damage by construction equipment. In light of the foregoing conditions, there need to be turn lanes shown on the drawings. u There was discussion regarding passing blisters and turn lanes that had been mentioned at public hearing. The petitioner stated that he had tried to acquire right-of-way for left turn lanes, but the ground was not available. s:\PlanCommission\SubdivisionCommittee\2000jan 1 Terry Jones commented that in the event the County would say that they did not want turn lanes, it would be the applicant's responsibility to return to the Plan Commission and U amend their commitments to the Plan Commission. The petitioner has an obligation to the Plan Commission through commitments made to them. In order to change those commitments, the petitioner would have to re-notice and appear at Public Hearing before the Plan Commission. Ron Houck pointed out that one of the criteria for approval is safety and traffic as well as health, safety and welfare. Dave Sexton stated that a new landscape plan had been submitted. Some of the plant material is already in place. An entrance-way landscape treatment was previously approved. Terry Jones asked that the petitioner submit to the Department, the final design of the road, complete with left turns, after approval by the County. Ron Houck moved for the approval of Docket No. 104-99 SP, Eagle Ridge, Section 1, contingent upon the (3) original commitments being met by the petitioner. APPROVED 6 in favor, none opposed.
