HomeMy WebLinkAboutMinutes SpecStdy 10-05-99 u CARMEL/CLAY PLAN COMMISSION SPECIAL STUDY COMMITTEE OCTOBER 5, 1999 The regularly scheduled meeting of October 5, 1999 of the Special Study Committee was called to order at 7:00 PM in the Caucus Rooms of City Hall, Carmel, Indiana. Members present were: Madeline Fitzgerald; Kevin Kirby; James T. O'Neal, Sr.; Pat Rice; Rick Sharp; and Paul Spranger. t NOTE: Items 1 and 2 were heard together. Item 1. Committee to consider Docket No. 70-99 DP/ADLS, Development Plan and Architctural Design, Landscaping, Lighting & Signage applications for Park Place Centre, LLC. The petitioner seeks approval to construct 14 professional office buildings and condominium suites to be known as Park Place Centre on 7.393 acres. The site is located in the Carmel Science & Technology Park (Block 2, Lots 2 & 3) at the northeast comer of West Carmel Drive and Adams Street. The site is zoned M-3/Manufacturing. Filed by Adam DeHart of Keeler-Webb Associates. u Item 2. Committee to consider Docket No. 71-99 SP, a Secondary Plat application for Park Place Centre, LLC. Petitioner seeks approval to plat a horizontal property regime (HPR) on Lots 2 & 3 of Block 2 in the Carmel Science & Technology Park to be known as Park Place Centre. The site is located in the Carmel Science & Technology Park (Block 2, Lots 2 & 3) at the northeast corner of West Carmel Drive and Adams Street. The site is zoned M-3/Manufacturing. Filed by Adam DeHart of Keeler-Webb Associates. Adam DeHart of Keeler-Webb, 486 Gradle Drive, Carmel appeared before the Committee along with Frank Cosmas of FCC Development. The office park is designed under the Indiana Horizontal Property Regime and will be office condominiums with an owners' association. Covenants and Restrictions have been submitted to cover ownership, common area, (both inside the structure and parking area), upkeep of property, voting rights, etc. Each building is either an 8 or 6 unit building that would allow a maximum of 8 tenants. Laurence Lillig reported that the Department had received the Traffic Operations Analysis. The proposed development has a negligible impact on the traffic and does not change the level of service. The Engineering Department is satisfied with the project as proposed. o s:\PlanCommission\Committee\SpStudy 1 9990ct 1 The Department had made two requests at the T AC meeting. The petitioner was asked to consider turning the two buildings closest to Carmel Drive to face Carmel Drive; there was also a concern with the location of the 8 foot, asphalt bike path. u The petitioner stated that turning the buildings would cause a problem with the sign package as presented. Architecturally, the front and back of the building are the same in the "Federalist" architectural style, with the exception of the dormers and the three entry ways, and placement of the pennant signs would be a problem. After some discussion regarding possible changes, the petitioner agreed to the following: In addition to the dormers shown on the front elevation, the rear elevation will also include dormers and will face Carmel Drive and Adams Street. The two end doors will be installed on the rear elevation as well as the front and will face both Carmel Drive and Adams Street. The petitioner also commits to install a bike path with an average separation of five feet up to but not exceeding 20% of the linear distance facing Carmel Drive. Paul Spranger moved to recommend approval of Docket 70-99 DP/ADLS and 71-99 SP, conditioned upon the following: the petitioner will install dormers on the rear elevation as shown on the front elevation, and doors as shown on the front elevation at either end of the building will be installed on the rear elevation as well. In regard to the bike path, the petitioner agrees to an average of a 5 foot separation along Carmel Drive between the street and bike path with no more than a 20% linear distance averaging less than 5 feet. APPROVED 5-0. u The petitioner has not yet appeared before the BZA for approval of the pennant signs that are currently only permitted in Old Towne Carmel. Madeline Fitzgerald moved to support the use of pennant signs on this project. APPROVED 5-0. Item 3. Committee to consider Docket No. 72-99 DP/ADLS, Development Plan and Architectural Design, Landscaping, Lighting & Signage applications for Moench Engineering. Petitioner seeks apPfpval to construct a retail oil lube service station on 1.439 acres known as Valvoline Oil Lube. The site is located at 10400 North Michigan Road on Lot 15 of the Park Northwestern Subdivision. The site is zoned I-I/Industrial and is located within the U.S. 421 Overlay Zone. Filed by Brian Moench of Moench Engineering. Nicholas Quintana of Sebring Associates Architects, Fairmont, Indiana, appeared before the Committee along with Brian Moench of Moench Engineering, and Don Berger, owner. One of the main concerns expressed by the Plan Commission was the visibility of the D Overhead Doors in relation to US 421 and possibly re-orienting the building so that the . overhead doors would be located at the side. s:\PlanCommission\Committee\SpStudy 19990ct 2 u Mr. Quintana stated that due to a pipeline easement located on the property, the owner could not landscape, asphalt, or park in the easement area. The petitioner does not feel that the building could be located in any other way without compromising the workability of the site as far as the Valvoline operations. The petitioner has increased landscaping to the front of the building and along the side in order to visually screen the cars and the overhead doors from northbound US 421. The petitioner has also offered to install a lattice trellis in keeping with the Federalist design. The petitioner is requesting a small, ground-mounted sign that will be internally lit (no variances required). There was discussion as to the level of illumination on the signage. It was decided that the level of illumination on the signage will be subject to the Department's discretion. Overhead doors: A decorative, carriage door was mentioned, but not thought to be available in a commercial door. The overhead doors will have no metal panels, only glass, with brushed aluminum dividers. The dividers will appear as white from the street. The petitioner agreed to bring samples ofbritk and the door materials to the Plan Commission meeting. [J There is a trash enclosure located to the rear of the site that will be constructed of brick with a cap on it. There will be a chain link gate and landscaping will screen the dumpster. After some discussion as to the species of trees used for screening, (Red Maple, Ash, Spruce, Crabapple) the petitioner committed to install sufficient number of spruce trees that will provide adequate screening all year round. Terry Jones asked for a copy of the easement from the Panhandle Eastern Pipeline Company that limits planting requirements. In regard to the signage, Terry cautioned the petitioner that a logo is only allowed to be 25% of the sign area. If the entire sign is the logo, there may be a problem with the sign. The petitioner commits to construct the building with 80% brick, 20% dryvit, aluminum with durinonic finish on the white, overhead doors. Paul Spranger moved to recommend approval of Docket No. 72-99 DP/ADLS for Valvoline Oil Lube conditioned upon the installation of adequate number of spmce trees for year 'round screening and full compliance with the Overlay Zone landscar;e plan; the entry area is to be white; and lighting illumination is to be at the Departrn.;;nt's discretion. Committee to consider Docket No. 76-99 CA, a Commitment Amendment application for Browning Investments, Inc. Petitioner seeks approval to D terminate commitments made in 1991 concerning this property. The site is located in the : 10900 block of North Pennsylvania Street. The site is zoned B-6/Business and is located . within the U.S. 31 Overlay Zone. Filed by Greg Snelling of Mid-States Engineering, LLC. Item 5. Committee to consider Docket No. 77-99 DP/ADLS, Development Plan and Architectural Design, Landscaping, Lighting, & Signage applications for Browning Investments, Inc. The petitioner seeks approval to construct the first of two corporate office buildings on 8.07 acres. The site is located in the 10900 block of North Pennsylvania Street. The site is zoned B-6/Business and is located within the U.S. 31 Overlay Zone. Filed by Greg Snelling of Mid-States Engineering, LLC. In attendance: Jim Nelson of Nelson & Frankenberger~ Jamie Browning of Browning Investments~ and Greg Snelling of Mid-States Engineering.. Development Plan and ADLS approval is being requested along with termination of commitments made in 1991 regarding this parcel. The proposal is for office use, three stories in height, 57,000 square feet, and constructed of pre-case concrete panels, medium gray and buff color with blue tinted glass. The building is located on the northern half of the parcel and a single entrance is provided from Pennsylvania Street. The building faces 0 Pennsylvania Street. The existing dry retention area will be replaced with a large lake . . that will serve on-site storm water retention purposes. / Parking is provided behind the building~ 223 spaces are being provided, calculated on one space for 300 square feet and in full compliance with the zoning ordinance. The final comments on the landscape plan were received from Melissa Spiker of the Department. There were four specific comments that have been addressed and a revised plan has been filed with the Department. Landscaping has been added adjacent to Pennsylvania and the landscaping in front of the building has been expanded. The landscape islands within the parking area have been fnlarged. Commitments made in 1991 provided for a specific development plan, a 40 bed residential treatment center. For any other use to occur, the Commitments must be terminated. The petitioner is therefore requesting that Commitments 3a. through 3f. set forth in the 1991 commitments be terminated. Commitment 3g. is still in existence which pertains to the petitioner's willingness to participate in the signalization of Penn and IIlth Street. In addition, commitments have been filed with the Department that the real estate will be used only for office use in the future and reiterating the petitioner's willingness to participate in the signalization of Penn and 111 th Street. Terry Jones reported that the Department is in agreement with the Commitment Amendments. The parking landscape islands were originally designed at 5 feet and will o s:\PlanCommission\Committee\SpStudy 19990ct 4 o be expanded to 9 feet~ this will be included in the overall 6% of the site. A second building on the southern part of the parcel will be presented at a later date. According to Terry, there was language written in the Overlay Ordinance that extends the 31 corridor to areas east of the right-of-way line for Pennsylvania Street. The intention was not to have the corridor extend east of Pennsylvania unless there were extenuating circumstances, and this correction will be made, hopefully prior to the second building coming before the Plan Commission. Kevin Kirby commented that the contract was let for the upgrade of Pennsylvania Street before all ofthe right-of-way was required. The petitioner reported that there is either a written agreement or tentative agreement with the City and the previous owner for the dedication of right-of-way. Biking trails are part of the City's roadway plan. Paul Spranger asked about the tint of the glass, if it were going to be compatible with the corridor or some "jarring" color. Jamie Browning reported that the plans recite either blue or green tint. Rick Sharp asked that a sample of the tinted glass be brought in for display. IU Pat Rice moved to recommend approval of Docket Nos. 76-99 CA and 77-99 DP/ADLS for Browning Investments, Inc., contingent upon commitments presented by the petitioner, compliance of the landscape plan, and presentation of a sampling of the glass color. APPROVED 6-0. Item 6. Committee to consider Docket No. 84-99 ADLS Amend, an Architectural Design, Landscaping, Lighting, & Signage Amendment application for Indiana Insurance. The petitioner seeks approval to change their sign faces within the Parkwood Crossing development. The site is located at 350 East 96th Street. The site is zoned B- 6/Business. Filed by Joseph Burger of Going Sign Co. Bill Gordon of Liberty Insurance appeared before the Committee and submitted a color rendering of the proposed signage. There will be two ground signs and one on the building. The building sign will be illuminated by lighting cast from the third floor parapet. The Department confirmed that the proposed signage is in compliance with the Ordinance and it was not necessary to refer this Docket to the full Plan Commission. The consensus of the Committee was for APPROVAL of Docket No. 84-99 ADLS Amend. u There was informal_discussion pertaining to a possible Overlay Zone for Range Line s:\PlanComrnission\Committee\SpStudy 19990ct 5 Road at some future date.
