HomeMy WebLinkAboutMinutes Sub 07-06-99 u CARMEL/CLAY PLAN COMMISSION SUBDIVISION COMMITTEE JULY 6,1999 The regularly scheduled meeting of the Subdivision Committee met at approximately 7:00 PM in July 6, 1999, in the Caucus Rooms of City Hall, One Civic Square, Carmel, Indiana. Members present were: Marilyn Anderson, Kent Broach, Leo Dierckman, Ron Houck, Norma Meighen, Chris White, and Tom Yedlick. Dave Cremeans was also in attendance. Steve Engelking, Director, and Terry Jones were present representing the Department of Community Services. Item 1. Committee to consider Docket No. 51-99 ADLS Amend., an amended Architectural Design, Landscaping, Lighting, and Signage application for Bank One. Petitioner seeks approval for the placement of an A TM building. The site is located at 200 East Carmel Drive. The site is zoned B-8/Business. Filed by Bill White of CB Richard Ellis. o Bill White of CB Richard Ellis, project manager for Bank One, appeared before the Committee along with Terry Casterino of the retail group and Phil Weinman with electronic delivery. The petitioner has met with Mark Monroe and is submitting a new proposal at this time. The petitioner is proposing to install a drive-up A TM machine along Carmel Drive. There were concerns regarding visibility, security, and sensitivity to the Bank One building. Mark Monroe had expressed concern with the amount of signage on the building. The petitioner is suggesting a fully illuminated, blue sign band across the top. The petitioner is now proposing to maintain a less than 3 square foot maximum signage area. The blue will not be illuminated. Some parking spaces will be eliminated with the installation of the A TM machine. Bank One feels it is sensitive to the lighting around the ATM. Bank One's neighbor has wall packs, and there is light coming from the neighbors property/building. The existing lighting will be supplemental; the ATM building has lighting as shown in the drawings. The bar lighting occurs over the ATM Machine. All issues have been addressed. The materials are metal; same type of finish as you would find on a high quality automobile. The color is gun-metal gray. u There was further discussion from the Committee members regarding the trash dumpster, currently not enclosed. Mr. White stated that the Bank will be utilizing a shreder in the future and trash will be located on the interior of the building only. s: \Plan Commission \SubdivCommittee\SpSt 1 999july Leo Dierckman moved for the approval of Docket No. 51-99 ADLS Amend., conditioned upon fencing/enclosing the Trash dumpster if in existence after 6 months from the date of approval. APPROVED 7-0. u Item 2. Committee to consider Docket No. 58-99 SP., a Secondary Plat for Zaring Homes. Petitioner seeks approval to plat 29 lots on 17 acres within the subdivision known as Kingsborough, Section 2. The site is located north of 141 Sl Street, east of Ditch Road. The site is zoned S-llResidence. Filed by Keith Lash of the Schneider Corporation. Bill Bryant of Stoeppelwerth & Associates appeared before the Committee representing the petitioner. Correction: This project was not filed by Keith Lash of the Schneider Corporation. Mr. Bryant stated that this project conforms to the approved Primary Plat. Steve Engelking of the Department reported no outstanding T AC issues. Leo Dierckman moved for the approval of Docket No. 58-99 SP., Kingsborough, Section 2. APPROVED 7-0. Item 3. Committee to consider Docket No. 59-99 SP., a Secondary Plat application for 0 Brenwick Development Company. Petitioner seeks approval to plat 48 lots on 14 acres within the subdivision known as Village of West Clay, Section 7501. The site is located / south of 131 Sl Street, one-quarter mile east of Towne Road. The site is zoned PUD. . Filed by Keith Lash of the Schneider. Keith Lash of the Schneider Corporation and Jose Kreutz appeared before the Committee representing the applicant. Steve Engelking of the Department reported no outstanding issues. Norma Meighen moved for the approval of Docket No. 59-99 SP, Village of West Clay, Section 7501. APPROVED 7-0. Item 4. Committee to consider Docket No. 60-99., a Secondary Plat application for Jerry Kosene. Petitioner seeks approval to plat 40 lots on 14 acres within the subdivision known as Fairgreen Trace. The site is located north of 1 16th Street, west of Range line Road. The site is zoned R-IlResidence. Filed by Keith Lash of the Schneider Corporation. Keith Lash of the Schneider Corporation appeared before the Committee representing the applicant. u 5: \PlanComrnission \SubdivCommittee\SpSt 1999july .2 u There was much discussion by the Committee concerning landscape mounding, drainage to the front of the project, and whether the mounding is physically continuous or staggered to allow for drainage. The project drains to the rear and to the east into the retention area. Steve Engelking commented that the main concern was not to put water from the landscaping into the yards of lots 48, 38, and 1. Chris White moved for the approval of Docket No. 60-99, Fairgreen Trace. Keith Lash requested that they be allowed to install mounding that is not continuous for the sake of drainage during construction. There are presently some scattered trees on the site and the petitioner is working to save these. There is a 50 foot setback that also contains the landscape buffer. Chris White amended his motion for approval to provide for mounding being added to the landscape plan, and that said plan be reviewed and approved by the Department. APPROVED 7-0. o Item 5. Committee to consider Docket No. 61-99 SP., a Replat application for Will Wright. Petitioner seeks approval to replat 2 lots into 1 lot within the subdivision known as Carolina Commons, Section 2. The site is located north of l06th Street, on the east - side of Haverstick Road. The site is zoned S-l/Residence. Filed by Richard Henderson of the Schneider Corporation. David George of he Schneider Corporation appeared before the Committee representing the applicant. Mr. George stated that the Agenda description is incorrect, and the petitioner is requesting a replat one lot into two lots within Carolina Commons. Mr. George distributed copies of the current plat, which is a replat of the original plat that created three lots out of six lots. The petitioner is now requesting a replat from one lot into two lots, essentially going back to the original lot line. Steve Engelking stated that there are no outstanding issues with the Department. Norma Meighen moved for approval of Docket No. 61-99 SP, Carolina Commons, Section 2. APPROVED 7-0. u Item 6. Committee to consider Docket No. 44-99 PP, a primary plat application for SCM Development. The petitioner seeks approval to plat l07 lots on 49 acres known as Brookstone Park of Carmel Subdivision. The site is located on the southeast comer of Ditch Road and 146th Street. The site is zoned S-l/Residence. Filed by Bruce Fagan of SCM Development. s:\PlanCommission\SubdivCommittee\SpSt 1999jul~' 3 Jim Nelson of Nelson and Frankenberger appeared before the Committee representing the applicant. Sol Miller, Mike Kline, and Bruce Fagan of SCM were also in attendance as well as Greg Snelling from MSE Corporation. Brookstone Park is located south and east of the intersection of 146th and Ditch Road. The natural features are a young woodlands area, 5.88 acres in size located in the northeast comer of the site, and jurisdictional wetlands located in the west and south areas, 4.8 acres in size. The Development Plan addresses both of the natural features. u The primary entrance is from Ditch Road at a point midway between the north and south property lines~ there is also a connection to a street extension north of Kings borough. The Hamilton County Highway Department has requested certain roadway improvements to be done by the petitioner. These improvements are: Along 146th Street, additional right-of-way will be dedicated--a total of 180 feet in width. On Ditch Road, the petitioner is also dedicating 45 and 50 feet of right-of-way, depending upon the section. The County is now in the process of resurfacing Ditch Road from 146th Street south to 136th Street. The County has requested, and the petitioner has agreed to contribute $34,000.00 to off-set the cost of resurfacing Ditch Road. At the completion of this development, it will be the petitioner's responsibility, at its cost and expense, to widen the east side of Ditch Road by 2 feet, thereby bringing the pavement width to 12 feet. In addition, a three foot, stone shoulder will be added on the east side of Ditch Road at the petitioner's expense. The turning radius of the southeast comer of Ditch Road and 146th Street is to provide for 35 feet. All lots front on open space. The entire open space is in excess of 24 acres or 490.10 of the site. The petitioner is providing pedestrian pathways parallel and adjacent to Ditch Road as well as parallel and adjacent to 146th Street. Sidewalks will be installed on both sides of all internal streets~ in addition, a pathway system will be installed through the designated open space areas. The pathway system is accessible both internally and externally, meaning that adjoining residents also will have the opportunity to access the pathway system from the south, east, and the pathway system that abuts 146th Street. The plans are to have homes by Signature that will be two stories, and between $160,000 to $225,000. o .. There were questions from the Committee regarding density (1.68) and lot sizes (120XI50). Timetable for improvements on Ditch Road -- Improvements are being done now. Ditch Road is being resurfaced to provide for additional one-half pavement often feet. Tom Yedlick asked about the neighborhood park. Steve Engelking read the definition of open space from the Ordinance. Tom also asked about the conservation area. Tom felt that the open space needed to be connected to be of any use to the residents. Mike Kline stated that the perimeter tree lines will be preserved. D s:\PlanCommission\SubdivCommittee\SpSt1999july 4 u Leo Dierckman commented that he was not in favor of the basic design; the oval appears as a racetrack to him and is objectionable, although he did not want to re-design the project for the petitioner. Ron Houck commented that the design was too much on the grid and suggested that curvi-linear be included in any re-design of the development in order to make it more interesting. There also did not seem to be any merit to the Meadow area and development could probably be pushed into this area. The petitioner stated that the Meadows area provides a transition from the natural state and the wetlands, trees, etc., to the homes. The bonus density of 1.381 takes the development to 2.21. There was further discussion including the designed open space of the development, connecting the open space from east to west, and aligning access with the Kingsborough development. The petitioner volunteered to return to the Committee on August 3rdand get a revised plan to the Committee for review prior to the meeting. 0- Item 7. Committee to consider Docket No. 49-99 PP., a Primary Plat approval for Pittman Partners. Petitioner seeks approval to plat 10410ts on 57 acres known as the Ashbury Park Subdivision. The site is located west of Springmill Road and is between 131 st Street and 13 6th Street. The site is zoned S-I/Residence. Filed by Steve Pittman of Pittman Partners. Tom Yedlick reported that he had received letters from several residents of Spring Farms and numerous phone calls on this proposed development. " Steve Pittman appeared before the Committee representing the petitioner. At the Plan Commission meeting on July 20, 1999, the developer was asked to reconfigure the plans into something the Commission thought to be more palatable. Steve Pittman reported that they have now matched up their lots with those in Spring Farms to minimize the number of lots that actually back up to homes in that area. A buffer area for plantings has also been included. A new landscape plan has been submitted to the Department. The petitioner has asked for flexibility to change plant materials should the homeowners request. The Residential Open Space Ordinance allows one, ten acre conservancy lot; the petitioner is asking for a variance to allow one 5 acre and one 7 acre conservancy lot. The north end of the development will provide for "empty nester" homes. u The Spring Farms neighbors requested that the street not be connected into their subdivision due to the high traffic anticipated. Pittman Partners has agreed to cul-de-sac the street and those 16 lots would then become a part of Spring Farms Subdivision; this would increase the open space and provide for an additional entry off 136th Street. The s: \Plan Commission \SubdivCommittee\SpSt I 999july 5 plan would meet the Fire Department and Police Department request for two points of ingress/egress. Steve Engelking reported that the both the Police and Fire Department were excited about were the two entrances on the northern-most part of the development. With regard to the cul-de-sac in the southern portion, this was also not found to be problematical. Philip Lowery, resident of Spring Farms and spokesman for the homeowners stated that they had been working closely with Steve Pittman and with City officials. The residents of Spring Farms are very comfortable with the current proposal. In response to questions from Chris White, Steve Pittman stated that a pedestrian easement will be created in the buffer yard. The Pipeline Company has stated that they will allow the installatioilof a mulch pathway over the easement rather than a sidewalk. In response to questions from Marilyn Anderson, Steve Pittman stated that access to the roads from the conservancy lots will be gained from 131 st Street. There will probably be a shared driveway that Tis to the two lots. Mr. Pittman also stated that the petitioner is in the process of a.nnoKing this property to the City of Carmel. Tom Yedlick questioned the wisdom of the conservancy lots and there was discussion in the justification of those lots under the Residential Open Space. Steve Pittman stated that Carmel had requested a 15 foot buffer yard adjacent to 136tlt Street; the petitioner has agreed to the buffer with a minimum of five shade trees, five ornamental trees, and 27 shrubs per 100 linear feet in the landscape buffer. Where two residential areas meet, the Department has requested a minimum of a 10 foot buffer yard with a minimum of three shade trees, three ornamental trees, and 15 shrubs per 100 linear feet. The petitioner has also agreed to plant two street trees per lot, either between the curb and the sidewalk, or the sidewalk and the house. The City has no objection to plantings within the tree lawn and the committee requested that the trees be planted between the curb and the sidewalk (the tree lawn). The City Forester would be willing to help with the species of trees. Norma Meighen moved for the approval of Docket No. 49-99 P.P., Ashbury Park Subdivision, conditioned upon the petitioner providing acceptable language to the Department regarding the two conservancy lots.
