Originally conceived for apartments and approved on September 21, 1999 by the Carmel City Council, Ordinance #Z338 allows a variety of housing types. How- ever, as required in Section 19 of Ordinance #Z338, this Plan Amend- ment is necessary since the development plan for town homes varies from the approved development plan for apartments. Furthermore, Section 19.1.3 of Ordinance #Z338 explicitly requires approval by the Plan Commission for any amendments. All amend- ments must adhere to Sections 4.3 and 4.4, which were closely followed in the creation of this plan. Shown below on the base map created as part of the Old Meridian Task Force Report, this proposed Plan Amendment is consistent with its designation of the land for high-density housing. Open spaces are viewable and accessible, parking areas are incorporated into narrow streets and alleys, and townhome units are oriented to courtyards, streets, and green spaces. The tree preservation area on the original site plan re- mains, yet in a slightly different configuration. There has been much care taken to a create a sense of transition from the apart- ments to the townhomes without sacrificing the sense of place in the neighborhood. To that end, the plan includes a raised planting median with parallel parking spaces separating the two uses. Details such as signage, lighting, and pathways will be developed consistent with the existing development plan for the apartments. Also, the design guidelines regarding building orientation, building height, scale and massing, roofs, facades, and building base re- main. While the amended plan is "in harmony with the purpose and intent" of Ordinance #Z338, the differences are shown in TABLE A below. The density has been lowered by 3.53 units per acre while total open space has increased by 3%. Further, recre- ation space has remained unchanged while parking spaces have increased by 180. Revised July 28, 1999 Residentibl Architectural Character and MatJrials I Building Ori~ntation Multi-family buildings are to front toward a street, wooded area, detention ~ond, or other public area and minimize direct exposure onto large parking lots. I Building Height Maximum threel(3) stories with lofts and 55 feet, not indud- ing chimneys, gables, dormers and similar roof elements. I Scale & Massing The overall scal&, massing and basic proportions of the multi- family buildings are compatible with the proposed architec- tural character of the District Design Guidelines. Buildings are designed to provide a residential scale and an orderly architectural character. Longerfacades have been articulated with appropriate material changes, facade offsets and I projections, height variations and varied fenestration patterns. Roofs Roof forms and architectural embellishments such as cross- gables, dormers~ chimneys, varied plate heights and similar elements have been incorporated into the design of the multi- family buildings. The minimum roof pitch is 5/12. The gable roofs have an o~erhanging eave on all sides that extends a minimum of one (1) foot beyond the building wall. Facades Windows are vertically proportioned and the location of upper story windows relate to the apartments or storefronts below. Balconi~s have been strategically placed to provide functional purpose and architectural interest. .
