Docket No. PZ-2024-00054 ADLS Amend: Vitalize Physical Therapy The applicant seeks design approval for exterior modifications to paint color, lighting fixtures, and signage. The site is located at 210 N. Rangeline Rd. It is zoned B-1/Business and is located within the Old Town Overlay in the Historical Range Line Sub-Area. Filed by Ryan Marshall. Project Overview: The subject property is located on the corner of Rangeline Road and 2nd Street NW. Properties to the north and south are zoned B-1/Business and the property to the east is zoned B-5/Business. These properties are also located within the Historical Range Line Sub-Area of the Old Town Overlay. The property to the west is zoned R-4/Residential and is located within the Character Sub-Area of the Old Town Overlay. The subject property was modified in 2016 under Docket No. 16030007 ADLS Amend to add a full second story, refinish the exterior with new siding and American Colonial architectural elements, and replace a garage structure with additional parking spaces. The Petitioner seeks approval to refinish the exterior of the building with new paint color, lighting fixtures, and signage. No additional parking or landscaping modifications are proposed with this project. This building is not deemed a contributing or character building by the Historic Architecture Survey. Please see the Petitioner’s Information packet for more details. Architectural Design: The previous ADLS Amendment approved blue siding, white trim, and black shutters in the American Colonial style. The Petitioner proposes white siding, white trim, and dark green shutters. Staff requested contrast between the siding, trim, and shutters to emphasize the dimension of the building as the facades may appear rather flat from the street with trim and siding matching in color. Staff is supportive of the proposed colors as this reflects a classic American Colonial sty le. Lighting: The building currently features four sconce lighting fixtures, two flanking each entrance off of Rangeline Road and 2nd Street NW. The proposal replaces the existing black fixtures with sconces in an antique copper finish with faux candles. The proposed fixtures are architecturally compatible with the American Colonial style of the building. No additional lighting is proposed with this project. Signage: The existing sign will be repurposed for this new business. No changes will be made to the size or structure of the sign. A sign permit is still required. Recommendation: The Department of Community Services recommends the Committee to Approve this item this evening.
