Abney Glen Subdivision Dear Mr. Hoyes, Please accept this letter as a formal response to your comment email dated March 15, 2006, regarding our proposed construction plans to the City of Carmel. Response 1: Comment noted. Bonds to be set up by the Developer and the estimate shall be actual construction cost since the plans have been bid. Subdivision Non-enforcement agreement has been submitted previously. Response 2: Comment noted. The plat shall be forwarded with the revised CD's. Response 3: The landscape plans have been revised and are included in the construction documents and a note has been added to the C501 and L- 1.0 sheets in areas where the landscaping is in close proximity to the storm sewer. The note states to coordinate with the Surveyor's Office prior to planting trees. Response 4: Comment noted. Please see revised sheets C501 and C502. The label has been added. Cripe 7172 Graham Road Indianapolis, IN 46250 RE: Abney Glen (formerly Long Branch) Construction Plans-Project Review #2 Dear Mr. Wiseman: The City has received your comment letter and drawings dated March 3, 2006 based upon the City review of February 16,2006. The comments from the City review have been satisfactorily addressed with the following exceptions: COMMENTS As it relates to your responses to items 16, 17, 18, and 27 of the City's letter dated February 16,2006, we are reviewing your responses. Thank you for providing a copy of the commitments. The City's response will be issued as soon as possible. 13. Please indicate and label the right-of-way for 121st Street and Shelbome Road. If the existing right-of-way is less than that prescribed in the thoroughfare plan, the additional right-of-way must be dedicated. 22. Please label the 10-foot multi-use path in the right-of-way across the frontages. Please label as 100foot width. 23. Please indicate a no access easement along each of the 121st Street and Shelbome Road frontages. Please indicate for Shelborne Road properties. 28. Please incorporate the Deparbnent's cover and backfill standard for all storm sewers and for sanitary and water mains and laterals within the right-of-way into the design for the secondary plat. Thank you for adding the notes to Sheets C713 and C806. Please add or edit current trench and backfill details that incorporate these requirements to these same sheets and the water details. 29. There are existing culverts under 121 st Street that must be accommodated by this development's drainage system. Thank you, please confirm with the County and Greg IIko of Crossroad Engineers that this note is addressed. 31. Minimum lane widths for entrances with medians is 16- feet unless a lesser width is approved by the Fire Deparbnent. The total width of the entrance with a median shall not exceed 46-feet. The exit lanes at the 12111 Street/Abney Highland Drive and 12111 Street/Abney Point Drive entrances shall be 16 feet unless the Fire Department is acceptable to 15 feet. 32. Please indicate Abney Glen Drive to be a private street both on the construction drawings and the plat. 33. The granular backfill reference in the profile legend and General Notes 8 and 9 on the utility plan and profile sheets needs to reference the City standards or trench and backfill details that meet the City standards. 34. The multiple crossings and angles of the crossings of Abney Point Drive in the vicinity of Structures 767, 768, 769 and 770 will be problematic in constructing the roadway and achieving adequate compaction of the subgrade. Please limit the number of crossings to two (one for the road inlets and one for the pond outlet), make the crossings perpendicular to the centerline and maximize the distance between the crossings. These comments represent the Department of Engineering's second review of the secondary plat for this project. We request that all responses to our comments be provided in writing. Failure to provide written responses may result in delay of the review process. It is critical that this office be made aware of all modification made on the plans being resubmitted, particularly if any such changes are considered ''new'' or fall outside of our previous reviews. Please provide revised plans indicating all revisions. Please notify us of any changes and specifically state any changes, including changes resulting from Plan Commission, Special Studies or other committee meetings. All bonds and performance guarantees (if required) must be posted prior to Engineering Department approval. Also, Board of Public Works and Safety approval and any other governing agency approvals (if required) must be obtained prior to Engineering Department approval. Please continue to work with Crossroad Engineers to obtain drainage approval from the Department of Engineering. The Department of Engineering reserves the right to provide additional comments based on subsequent reviews. This proposed project falls within the incorporated area of the City of Cannel. 2. This proposed project DOES NOT fa.1I within a Cannel Wellhead Protection Zone. 3. This project will be a Hamilton County Regulated Drain SubdiYision. 4. The proposed project falls in the Long Branch Regulated Drain Watershed and has the J.W. Brendle Regulated Drain upstream ofthis site. S. Hamilton County Ordinance 4-26-99-C(3) will require improvements to the natural watercourse across the site. The HCSO would like to see the SSD laterals S' off the property lines so they can be routed around the utilities that are nonnally placed on the property lines. This should still allow the lateral to fit between the P.L. and the driveways. Also, the SSD laterals for lots 17, 24, 36, and 42 area either not shown or not easily identifiable. 8. Since rear yard laterals are being provided for some lots, please add HeSO Standard Detail SSD-2. Also, note the fOllowing details were revised in 2005 and should be used in place of the old details: SSD~l, SSO-2, and 0-16. 9. If the existing house had a sump pump disc:harge, is should be located and connected into the curb line SSD like all the otber lots. 10. Stnlcture 794 should be extended to the property linE and placed to most efficiently place up the drainage from Long Branch Estates. t 1. Structure 746, 750, 767, 769, and 795 should all extend to the nonna! pool elevation or the flowline of the open channel. Structure 795 will need to discharge at the flowline and not approximately 6' above, as this will cause maintenance and erosion problems. 12. Per the StonnCAD report, pipe mns P-12S, P-1, P-2. P-8, and P-120 all exceed the maximum allowable velocity of 10 fps. Please modify the design to bring these velocities into the allowable limits. 13. The construction plans reference retaining walls on the construction plans, which are not in complian.ee with the approved HeSO Standard Pond Details (D-6 to D-8). Please provide pond cross sections and show what is planned. Also. based off of the pond outlet details and my interpmation of the proposed retaining wal1~ the walls will require a variance from the HCSO Standard Details. Please submit a letter requesting the variance from the Hamilton County Drainage Board. 14. It does not appear that the pipe run &om Str. 772 to Str. 779 has sufficient easement at all locations on the pipe. Please review to make sure all pipe nms have 15' easement each direction from. the centerline ofthe pipe. 15. Per the plat, the pipe run from Str. 770 to Str. 771 is not covered by a drainage easement. Please revise. 16. The storm sewer P &. P sheets show a few pipes that do not meet the minimum 2' of cover requirement. Please redesiiJ1 to gain the required cover over the top of the pipes. 17. Per the stonn stnlctu~ data table, Str. 728 has an invert in elevation lower then the invert out elevation. 81/17/2886 18:49 3177769628 HAMIL TON CO SURVEYOR PAGE 83/83 18. On any structure greater then 48" from TC to invert, please use a manhole with steps instead of the 24t1 x 24" boxes. This appears to be approximately 12 structureS. 19. Please coordinate the drainage from north of1218t Street with Stoeppelwerth & Associates, as a project known as Kendall Wood bas an impact on the drainage for this area and also provides drainage for the other ILD project on Shelbome Road. 20. What is the runoff from the direct discharge area (floodplain)? The HCSO does the allowable discharge for the site a little c1ifferently (acreage · allowable release rate- direct nmoff amount = allowable runoff for detained area). This site is s. Jittle different in that the floodplain compensation ponds could provide "detention" for the floodplain area. Please review the drainage calculation and make sure the 4'site" meets the allowable release rate. 21. No landscape planting will be pennitted or allowed within the proposed regulated drainage easements per Indiana Code 3~9-27.33(d). In common areas that are dedicated as Drainage Easements, no trees will be allowed within 1 S feet in each direction from the centerline of pipe. Any proposed street trees sh.ould be behind the sidewalks to prevent the root infiltration into the SSDs under the curb line. Please provide a copy of the current Landscape Plans. 22. The Hamilton County Surveyor's Office agrees with the concept of the floodplain compensation area being proposed but can not verify the accuracy. We need to see exhibits showing the area being filled and the area being excavated, along with supporting earthwork calculations. Once these items are received, we can review these items and set this matter for consideration with the Hamilton County Drainage Board.
