Docket No. 144-02 PDP; Clay Terrace (Preliminary Development Plan) The applicant seeks approval of a Preliminary Develo~ment Plan. The site is located at the southwest comer of US Highway 31 and East 146t Street. Filed by Jeff Clayton of American Consulting, Inc. for the Lauth Property Group. The applicant is requesting approval of the Preliminary Development Plan for the proposed Clay Terrace development at the southwest comer of 146th Street and US 31. Please refer to the informational packet provided by the applicant for greater detail. In addition to the information packet the applicant has indicated that they will present larger scale renderings at the meeting. Several revisions have been made to the plan since it was first introduced to the Plan Commission at the December 2001 meeting as part of the Rezone. Changes included language that accommodates necessary right-of-way, road improvements, and "Main Street" style of design, signage, and landscaping. It appears that the Preliminary Development Plan as revised and presented to the Commission conforms to the PUD Ordinance adopted by the City Council this past summer. Points to note: 1. The plan incorporates the extension of Range Line Road from U.S. 31 to 146th Street. The Department still has interest regarding the proposed configuration of south (east) leg of Range Line Road at the intersection of U.S. 31. The Road design is being addressed by Hamilton County. The PUD Ordinance requires construction of improvements south of the intersection on Range Line within six months of the first Occupancy of the development. It also requires approval ofthese improvements by DOCS. 2. The PUD requires ADLS approval by the Commission. It is anticipated that these will be filed for consideration at the Plan Commission meeting in February or March. Items in this regard that should be noted now are the distribution of landscape areas within the parking lots, building placement, and overall layout. Specifics regarding site lighting, landscape numbers and species, and signage will be reviewed as part of the ADLS. 5. The plan provides for an extensive buffer between the residential area to the south and west and the proposed retail uses. This buffer exceeds the scale of buffer provided for the any other approved uses along the U.S. 31 corridor. It provides a fifty-foot tree preservation area with the inclusion of an 8-foot fence. 6. All ground sign locations should be identified on the Preliminary Development Plan. The Department recommends that this item be forwarded to the Subdivision Committee on January 7th for further discussion.
