APPLICATION PROCEDURE:
EARLY RELEASE IMPROVEMENT LOCATION PERMIT (ILP) FOR APPROVED PRIMARY PLAT

This checklist is to be followed in filing an application for an Early Release Improvement Location Permit (ILP)
for a Subdivision requiring no public improvements, which has received Primary Plat approval, but has not yet
received Secondary Plat approval. The Department will review each item to ensure it is complete. The
application will not be considered filed with the Department until all items are complete. This Checklist
must accompany the standard ILP application form and reauired construction documents.
1.
Address. Provide the permanent lot address for the property, as assigned from the Carmel/Clay
Communications Center (911 ComCtr); a temporary parcel address may be used, but must be issued
from the Communications Center. If you do not have this information, contact Operations Supervisor
William Akers of the Department of Communications. William (Bill) can be reached at (317) 571-2586 or
at wakers@cLcarmel.in.us.
Plot Plan. Copy of a plot pian showing the footprint of the home on the platted lot and all other
required information (see attachment to the ILP titled "Building Permit Information").
Secondary Plat. Provide a copy of the proposed Secondary Plat for the Subdivision.
Water! Provide one of the following:
a. _ A connection permit from the water utility serving the site.
b. _ A well permit from the Hamilton County Health Department: (317) 776-8500.
Sewer! Provide one of the following:
b. 7' A connection permit from the sewer utility serving the site. Carmel Utilities: (317) 571-2443.
Clay Township Regional Waste District: (317) 844-9200.

Documentation of approval for an early release ILP is required from the following Hamilton
County agencies:
Residential Riqht-of-Wav or drive permit. For properties outside the corporate limits of the
City of Carmel, Clay Township, application for residential drive permit should be made with the
Hamilton County Highway Department (317/773-7770). (For properties within the corporate limits of the
City of Carmel, application for residential right-of-way permit should be made with the City's
Department of Engineering (317/571-2431).

The building & Sewer Shall be pve sewer pipe meeting ASTM specifications 3034 SDR 35 oflatest revision; or vitrified clay pipe, meeting
ASTM specifications C-700 for extra strength clay pipe of latest revision unless other materials arc hereby permitted in writing. The sewer
shall be installed in accordance with ASTM 2321 for pve pipe and the Unifonn Plumbing Code for the State of Indiana. All installations sh<!-ll be
in strict compliance with pertinent City of Carmel ordinances. Back Water check valves shall be installed in accordance with City Code Section
9-122(a), and sections P3008.1 and .2 of the International Residential Code, All building sewers shall be 6" diameter.
All installations shall be "ooen trench" insoected and aooroved bv the Cannel Sewer Deoartment before anv backfilling is done. Non-
compliance may result in digging up the sewer installation and/or denial of future sewer pennits and/or denial of water connections.
No footing or foundation drains or other sources of ground water or storm water shall be permitted to enter the public sewer.
Sewer insDections should be reauested at (J 17) 571 ~2648 one to four hours in advance.
No inspections or installations will be made on Saturday or Sunday or holidays unless arrangements are made at least 24 hours in advance. All
plumbers or contractors installing sewer (or water) lines shall have a plumbers bond posted with the CITY ENGINEER'S OFFICE. Ifany street
must he cut. a senarate street cut nermit shall he ohtainecL

PLEASE NOTE: Installation of building sewer shall be per the specifications of the Clay Township
Regional Waste District (see reverse) and any conditions noted below. All installations shall be inspected by District
personnel during "open trench" phase and before backfilling with sand or stone to six inches above the pipe. NO
footing or foundation drains, or other sources of ground or stormwater, shall be permitted to enter the District's
sanitary sewer system. The District will assume no liabilitv for drains which are below the qrade level of the
nearest downstream manhole nor for laterals which are extended beneath drivewavs or sidewalks. The
permit holder (property owner, developer or builder) will be responsible for damages to the District's sewer system.
This includes damages to manholes, castings, manhole lids and the like; caused by construction activity on the
building site which is the subject of this permit.
Inspections by the District are MANDATORY and shall be arranged by contacting the District's office at 844-9200
24 hours in advance. All new construction will be placed on billing six months after connection has been made or
when water is connected, whichever comes first.
/RC District will inspect all sump pump connections 30 to 60 days after the lateral inspection has been
completed.
