I have additional thoughts I wish to express at this time based on meetings, conversations, and the traffic study that have transpired since. 1. The traffic study estimates the Daycare will generate an additional 225 cars DAILY (JUST DURING AM and PM PEAK HOURS). This increases the commercial traffic by nearly 150% over the projected to be generated by the commercial currently approved (153 Daily during AM and PM Peak). The traffic study then calculated the assignment and distribution of that generated traffic at EACH access point to JG Village. Unfortunately, I believe that calculation is understated for the traffic that will go north from the Daycare to exit from Hamlet Drive (and the study didn't even take into consideration the number of cars who will continue through Jackson's Grant neighborhood to exit at Jackson's Grant Blvd. or cut through Jackson's Grant to get to Clay Center Rd.) We know this to be true. We get that "cut through traffic" to/from Clay Center Rd. now! It is reasonable that the majority of the families using a Day Care at 116th and Spring Mill will likely reside in neighborhoods North and West from that corner. They will use our streets! And once Spring Mill Rd. becomes more congested with Steadman traffic and future IU Health development between Illinois and Spring Mill Rd. at 116th Street, the cut through traffic will become even worse. 2. The homes in Jackson's Grant that will experience the MOST additional traffic are in the Stableside and Hamlet sections of Jackson's Grant, especially those along Otto Lane. These are $1million+ homes with front doors/outdoor living spaces 10-15 yards from the street. Many are residents who built homes in Jackson's Grant for the "Unbridled Elegance" Republic markets (many letters on the docket refer to this). Those people in favor of the Daycare are overwhelmingly the residents who live far away from any immediate traffic increase. Please consider those of us who live the closest who will be affected! The additional traffic will be dangerous and disappointing. 3. Have you looked clearly at the Daycare that is planned? https://www.jacksonsday.com/ The Learning Experience (it is not going to be called Jackson's Day as Air Alchemist has penned it) only accepts infants through Kindergarten. There are very few families in Jackson's Grant, based on our demographics, who would use this facility, contrary to what Air Alchemist has indicated. Is this a franchise? Or a corporate owned company? And have you questioned Air Alchemist as to whether the façade of the building would be required to look like all the other Learning Experience fronts (see the website for pictures of nearby The Learning Experience buildings)? This is certainly not the look the original approved PUD architectural renderings for commercial buildings indicated! 1 4. Please clarify: The DOCS report on 1/16/24 indicated the Cunningham property has already been purchased by Air Alchemist. However, when Del DeMeo was asked about this at the recent Jackson's Grant HOA/City Councilors/Air Alchemist "town hall" meeting, he indicated he DOES NOT own the property. When asked if he has an agreement with the Cunninghams to purchase the land pending the approval of this PUD Amendment, he said he DOES NOT. What is correct? And speaking of DOCS reports, I find it extremely unprofessional and inappropriate for a DOCS report (see 2/6/24 under "Update since public hearing") to quote an email from the docket with unsubstantiated accusations of "ageism against younger families and children in Jackson's Grant." As a member of the HOA Board, I can assure you this is not factual, but a highly contentious accusation and has no place in a DOCS report. 5. Finally, please read Jeff Worrell's recent column in the Carmel Current entitled "Can you trust me?" He says, "trust is the cornerstone of a civil community…" When the original PUD was approved in 2021, those of us opposed, and there were MANY, were promised a LIGHT (SMALL) commercial node with maximum of 20,000 sq. ft. commercial, no one tenant more than 5000 sq. ft. and no building greater than 7500 sq. ft. We trusted that the City Council would honor that promise. Yet, here we are a short 3 years later looking at an additional 50% commercial space, 60 extra parking spots, and more townhomes attached to our neighborhood at Otto Lane. And fighting DOUBLE the amount of traffic generated. An overwhelming majority of letters on the docket are opposed. Please vote AGAINST a Jackson's Grant Village PUD Amendment and send it to the City Council with a NEGATIVE vote, like you did in 2021! Earn the trust Jeff Worrell commits to!
