Hi Bric, Please distribute my email below to the Plan Commissioners for tonight's 5/21/24 meeting, RE Docket No. PZ-2023-00227 PUD Amend: Jackson's Grant Village - Daycare. Thank you! Dee Fox To Plan Commissioners: I ask you to please send either a No Recommendation or an Unfavorable Recommendation to City Council, RE the proposed PUD Amend: Jackson's Grant Village (JGV) - Daycare: * You all know the details of the original JGV rezone to a PUD in order to allow/push commercial creep across Spring Mill Road into West Carmel, in spite of years of City assurances to concerned West Carmel residents that this would not be allowed to happen. In response to strong opposition to the JGV rezone, from both Jackson's Grant residents and other West Carmel residents, the PUD rezone was pushed through with assurances that the commercial "node" would be small, corner-store-type commercial on the SE corner, and the PUD would have commercial space size limitations of 20,000 sq. ft. total and a maximum of 5000 sq. ft./tenant. (Daycare a permitted use in that location.) This PUD amendment proposal would now also throw those City assurances out the window. Here we go again. * This proposal is not about a Daycare. It is about Zoning and Trust. If this proposal is approved, the clear message perceived by Carmel residents is that they cannot trust City assurances, or even written PUD rezone "limitations". Those could be changed again, in order to obtain even more development that the planners/petitioners/developers want, after "the foot is in the door". The original JGV rezone was a huge exception to the permitted density and uses for that location, and now this proposal to change it again would allow an additional 10,000 sq. ft. of commercial space while also continuing commercial creep further west. * I recommend that if the former Cunningham property is added into the JGV PUD, that it be used to provide some "Missing Middle" residential housing that the Mayor's Housing Task Force is saying is desperately needed, and/or to provide needed meaningful amenities for JGV residents. The housing could be townhouses as originally envisioned in the JGV PUD, or housing aimed at senior citizens/empty- nesters or starter families. If the proposed Daycare facility cannot be, or is not desired to be, located within the existing PUD's approved 20,000 sq. ft. of commercial space that already permits that use, then please do not send a favorable recommendation to City Council. 1 Thank you for considering my comments about this proposed PUD amendment, Dee Fox West Carmel 2
