In case there is not ?me for public comment at the end of the presenta?ons, I wanted to pass along my remarks in advance. These may, or can, be addressed by the presenters. Feel free to pass this along to the presenters and others involved. I plan to a?end but wanted these for the record. Thanks. I am Bill McGinnis, a Carmel resident living in Williams Mill. A few comments and observa?ons came to mind as I prepared for the mee?ng. One is the influx of “renters”. O?en, most of these individuals have no real interest in the city. Many are here for a short ?me and then move away for a be?er job or other reasons. As a result, they do not involve themselves in city ma?ers. However, that is true for most of the permanent residents as well. Many of these renters, even though they pay a security deposit, lack a commitment to keeping the apartments and the grounds ?dy. Some don’t even pick up debris from the grounds or their pets. Many of these apartment complexes are being funded by banks or private investors. O?en these investors are from out- of-state. While there may be some local ownership, how long before the local developers sell out to landlords outside the state. Having been involved in several start-up biotech companies that were investor backed, a?er about 3-5 years, the investors want to “cash out” to get their return to invest in other opportuni?es. Another concern is security. With several thousand more people moving into Carmel, what is the plan to increase security, especially around the areas where these apartments are located. Will there be a requirement for these apartments to have security cameras for the parking lots and surrounding areas? Will the parking lots have adequate ligh?ng to protect individuals and private property, such as cars? Will more people lead to more criminal ac?vity? Will there be adequate parking for all the vehicles the residents bring to these apartment complexes? If not, what measures are in place to protect parking along the streets within the single family homes/developments in neighborhoods around these apartment complexes? With thousands more “renters”, does the city have plans to address the infrastructure required to support thousands more vehicles, bicycles, motorcycles, pedestrians, pets? If so, what are the plans?
