Laura Vista - Sign age The applicant seeks the following development standards variance approval: Docket No. 07020023 V Section 25.07.03-01.e Location of temporary subdivision sign The site is located west of the 14200 block of Laura Vista Dr. is zoned R-1/Residence within the US 431 Overlay. General Info: The petitioner seeks variance approval for the location of a temporary subdivision sign "advertising" the development of Laura Vista subdivision. The Sign Ordinance states that a subdivision construction sign must be located at the entrance to the subdivision. The proposed sign will be located along the Keystone Ave. off ramp to 146th Street, along the western edge of the subdivision. A temporary sign is permitted for 1 year, and the permit may be renewed if a certain number of lots remain for sale. Analysis: This sign variance request is very similar to the Yorktown Woods sign variance heard at the Dec. 18, 2006 BZA meeting. This subdivision is designed to extend from the F oster Estates subdivision, to promote connectivity between neighborhoods. As a result, Laura Vista does not have a 'regular' street entrance. If the sign were placed on Laura Lane, where one subdivision ends, and one begins, it would not have very good visibility. The same goes if the sign were placed at the south end of Laura Vista Dr, which connects to the Yorktown Woods Subdivision. The purpose of this subdivision construction sign is to let as many people know as possible that the Laura Vista subdivision is being developed. The sign has been redesigned to look more aesthetically pleasing, since it is proposed to be located on the Keystone Ave. off-ramp, a highly traveled vehicular corridor. Findings of Fact: 1) The approval of this variance will not be injurious to the public health, safety, morals, and general welfare of the community because: a temporary sign is permitted. It will still be located on the site, but just where it can actually be seen by passersby. 2) The use and value of the area adjacent to the property included in the variance will not be affected in a substantially adverse manner because: a temporary sign is permitted. It will be located on the site, but just where it can actually be seen by passersby. 3) The strict application of the terms of the Zoning Ordinance to the property will result in practical difficulties in the use of the property because: the sign will be located between two subdivisions, where it will make visibility ofthe sign almost impossible, making the sign's purpose negated. Recommendation: The Dept. of Community Services recommends positive consideration of Docket No. 07020023 V with the condition ofa time limit that the variance is effective for as long as the temporary sign is legally established, or a time limit of 18 months, similar to the Yorktown Woods temporary subdivision sign variance approval.
