EXHIBIT A
Laura Vista is a subdivision consisting of fifty-five (55) lots. Attached is
a list of addresses assigned to the various lots.
The proposed temporary ground sign will be located on the western
periDleter of the subdivision in what is defined as a common area. The
approximate location of the proposed sign is shown.
Common areas within Laura Vista represent 38% of the total
subdivision and have not been assigned an address.
Refer to Exhibit B which defines the common area of Laura Vista and
more specifically places the location of the proposed sign.

EXPLANATION OF REQUESTED VARIANCE AND
SPECIFIC CODE
Code Citation:
Pursuant to Section 25.07.03 Temporary Signs - City of Carmel Zoning Ordinance; more
specifically 25.07.03-01 Subdivision Construction Signs: Lama Vista Subdivision is
permitted one (1 }-sign per entrance. lbis permitted sign occurs on Laura Drive which is
effectively an interior location since one must access the subdivision via an adjacent
subdivision, Foster Estates. lbis is the logical placement for a permanent landscaped
entry and permanent sign announcing the subdivision of Laura Vista; however, its highly
limited visibility renders it almost useless as a marketing and directional tool. The
platting and development of Y orktown Woods to the immediate south of Laura Vista
created a second entry on Laura Vista Drive, but again the location is really not suitable
for a marketing sign.
The Variance Request:
Petitioner respectfully reauests consideratUm for the second temoora1'V "mIlrketinll
entrv silm" to be located at the western oerimeter of Laura VISta rather than at the
Yorktown Woods entrv. lbis alternative location would permit the sign to be seen from
the "Keystone off-ramp". lbis sign provides some acknowledgement of the development
and how one reaches the community from 146th Street. The petitioner seeks to install a
temporary ground sign measuring 4 feet x 8 feet on the west side of the custom home
subdivision known as Laura Vista. The placement will be at the edge of a Laura Vista
Common Area which is densely wooded. The subject sign will likely not be visible even
to residents of Laura Vista due to distance and vegetation.

REASON FOR DEVELOPMENT STANDARDS
VARIANCE
Laura Vista suffered initially from being limited to one entrance, namely Laura Vista
Drive which is an "interior street" within Foster Estates. The Petitioner developed the
Laura Vista property into 54 new residential lots and incorporated one (1) existing lot at
the request of the City in order to create this new custom home subdivision. The
subdivision was platted in 2004.
Prior to platting marketing efforts were commenced in an effort to pre-sell some home
sites. It was believed that through the creation of high quality marketing materials,
personal sales calls on north side real estate offices, high quality print media placements,
on-site events and the creation of a new website, that the project could be adequately
marketed. Over the last two years, Petitioner has expended considerable money and time
but sales absorption has been considerably slower than expected. That marketing effort
includes the creation of two (2) furnished models and three (3) speculative homes. Being
advised by the City that only one sign per entry was permitted, Petitioner continued to
resort to other marketing efforts. The Petitioner believes it has sought to solve the
marketing issue through a number of advertising. mediums but with little results.
Yorktown Woods Subdivision was subsequently developed to the south of Laura Vista
and Beazer Homes has recently built a model home and a speculative home. While they
have a site that is much more visible from Keystone Avenue and the Keystone off-ramp,
shortly after opening their sales center, they recognize the marketing challenge and filed
for, and were recently approval for, a temporary ground sign located along the same
Keystone off-ramp frontage (Docket No. 06110004 V - Approved Monday, December
18, 2006). Their sign is located further south (Refer to Exhibit E). The recent
installation of their sign has created some confusion with the public, especially since the
two communities have different price points and a different target market (Laura Vista is
. designed for empty-nesters who seek a low-maintenance living environment).
